5. REPORTS:
a. Public Art Program Budget Review
Corinne Lajoie informed the Board members that the Community Development
Department is in the process of preparing the budget for the next fiscal year
2022/2023. Corinne asked the Board members if they wanted move forward with the
proposed budget for FY22/230
Motion was made by Lilli Schipper to move forward with the budget and Joanna
Granett, seconded the motion. Motion passed 6-0
b. Calendar
i. Upcoming meetings —The 2022 meeting calendar was discussed.
6. DISCUSSION
a. Questions on guidelines/protocols
b. Linda Flynn gave a presentation and talked about the City's planned goals for public
art and the goal for the first project and to identify two to three ideas for the first
project. Areas to consider:
• Ocean Park
• Downtown District
• Parks
• The Patch
• Waterways and Lakes
Commissioner Davis informed the Board members that there is a Master Plan for the
Patch and for the Parks. Commissioner Davis said we don't want to overlap with the
plans.
The Board members discussed locations of where they felt public ai-t was needed.
• Griffin Road
• Downtown entrances, both north and south
• Gateways and Corridors on Federal Highway
Discussion was made to make awareness of public art at the Dania After Dark event.
Discussion was made for the Board members to take a field trip to see where to place
art. A walking tour.
Linda Flynn the Public Art Program is for the residents of the City.
Lilli Schipper suggested the art be placed in gathering spaces where people hang out
and can interact with the art and take pictures.
c. Luis Rimoli asked Linda Flynn about grants for art.
Lloyd Goradesky spoke about the cost of art. He brought up the possibility of an
advertising concept Would give hotels and/or projects the opportunity to advertise with a
plaque where the art is placed.
Commission Davis brought up the possibility of permanently keeping the Weathervane
art at City Hall. Linda Flynn asked if Lloyd Gordesky (the artist that created the
Weathervane) should leave the room during the discussion as it may be a conflict of
interest. It was agreed that he could stay during the discussion. As far as purchasing the
art, Linda Flynn said that you may want to consider leasing it for a few more years.
Lilli Schipper asked Lynn Flynn is we should go with a theme. Linda Flynn said that
artists do not like themes. They prefer being asked to provide something for example:
celebrate the ocean.
Linda Flynn informed us of other cities that have Vision Zero. It's for traffic calming art
which has reduced pedestrian deaths.

Approval of the artist Wyland and the sculpture design for the Sea View I & 11 at Dania Residences.
Background
In 2021, the City Ordinance 2019-025 established a public art program to enhance the quality of
life in the City of Dania Beach through artistic opportunities that contribute to the City's aesthetic
character, and to unite the community through shared cultural experiences including the collection
and exhibition of high -quality art that reflects diverse styles. The ordinance established public art
requirements for new development and redevelopment in non-residential, mixed -use, and multk
family zoning districts for projects valued at more than one million dollars ($1,000,000.00) and
provides for a fee for the creation, acquisition, and installation of public art for the City, as defined
in Section 811-20 of Chapter 28 of the Land Development Code of the City Codes of Ordinances.
The applicant has submitted an on -site public art installation proposal entitled 'Dania Beach Sea
View Sea Turtle Beach' which is an original Wyland monumental bronze sculpture. Wyland is an
establish international professional public artist. The public art sculpture will be part of the City of
Dania Beach's Public Art program and will be seen by hundreds of thousands of people annually.
The applicant has valued the sculpture at $1 M, which significantly exceeds the $250,000 escrow
payment received for each project (Sea View I & II) a total escrow payment of $500,000. The
location of the sculpture will be placed on the Sea View I development site located at 801 E. Dania
Beach Blvd. The maintenance of the sculpture is low cost, and the developer will maintain and
pay for the conservation.
The Public Art Advisory Board must make a recommendation to the City Commission. The City
Commission may approve or deny the proposed on -site public art installation.
Recommendation
The Public Art Advisory Board to recommend the artist Wyland and the'Dania Beach Sea View
Sea Turtle Beach' sculpture design for the Sea View at Dania Residences.

The following fees shall apply to all applications for land use plan amendments, rezoning, special exception use,
variances, site plans and other zoning related applications. These fees are used to defray staff cost In the evaluation of
the proposal made and provide for the required notices and public advertisements according to Florida State statutes
and the Dania Beach Land Development Code. Should any applicant have more than one type of request submitted to
the City, the applications involved should be submitted at the same time. The present City policy is to have concurrent
reviews being processed before the final review and actions by the Planning and Zoning Board, City Commission, or
both. It Is the obligation of each applicant to review the appropriate City Codes and design standards related to the

Project Name; Sea View at Dania Beach and Ocean View Art Sculpture Description

The Sea Turtle Beach is an original Wyland monumental bronze sculpture. Acclaimed marine life artist
Wyland is creating an original bronze sculpture for the City of Dania Beach. Dania Beach Rentals, LLC dba
Sea View at Dania Beach has commissioned the artist to create a larger than life Florida green Sea Turtle
along with colorful reef fish and coral that are all part of Florida's living reef.
The public art sculpture will be part of the City of Dania Beach's art in public places project and will be seen
by hundreds of thousands of people annually. It is also the third original sculpture by Wyland in his quest to
complete 100 monumental sculptures for 100 great cities.
The art sculpture being proposed is made of pure bronze expected to cost $1.5M. The drawing shows the
approximate size of the Sea Turtle being 20 feet.

hire a 3d party company when needed.
