Call to Order/Roll Call Mayor James called the meeting to order at 7:00 p.m. Present: Mayor: Tamara James Vice-Mayor: Marco A. Salvino, Sr. Commissioners: Joyce L. Davis Lori Lewellen Lauren Odman—via virtual attendance City Manager: Ana M. Garcia, ICMA-CM City Attorney: Eve Boutsis City Clerk: Thomas Schneider 2. Moment of Silence and Pledge of Allegiance Mayor James called for a moment of silence and a special moment of silence for the loss of one our team members, Donald Lee Drake, followed by the Pledge of Allegiance to the United States Flag. 3. Presentations and Special Event Approvals 3.1 Commendation by Mayor James to Celia Georgie-Doughty in recognition of her accomplished career in the music industry Mayor James presented the commendation to Ms. Georgie-Doughty. Ms. Georgie-Doughty thanked the City of Dania Beach and recognized and thanked her family members and extended family members. A representative for Mary Davis, on behalf of the SOS Band, gave a special recognition to Ms. Georgie-Doughty. 3.2 HR Award—City Manager City Manager Garcia noted Chief Human Resources Officer Linda Gonzalez and the City of Dania Beach have received the National Public Employer Labor Relations Association (PELRA) Award of Excellence 2022, which is presented to an individual who has made an outstanding career contribution to the management role in public sector labor relations. The Award of Excellence represents National PELRA's highest acknowledgement of the recipient's dedication and achievement in the development of positive labor-management relations. It signifies professional efforts resulting in successful labor relations over an extended period of time. City Manager Garcia presented the award to Chief Human Resources Officer Gonzalez. 3.3 Update on irrigation meters by Fernando J. Rodriguez, Public Services Director Deputy City Manager Sosa-Cruz gave a global overview of the planning process the City undertakes to address matters such as irrigation meters. Public Services Director Rodriguez gave a PowerPoint presentation which is attached to and incorporated into these minutes. Mayor James asked if someone could do xeriscape landscape and not have grass. Public Services Director Rodriguez said yes. Mayor James noted staff is proposing $9.00 and asked what it is currently. Public Services Director Rodriguez responded when you combine water and sewer it is $14.00 per 1,000 gallons. Water is $6.50 without sewer per 1,000 gallons. Mayor James said she is still confused as to the presentations that were given about our water supply but then to say if we do not do it this way,the future developments will be impacted. Public Services Director Rodriguez explained historically Dania Beach has had very low water consumption, about 150 gallons per day per household. This was the way the permit was developed, presented, and approved. We can increase water consumption, but it is going to go to the County standard. We are proposing looking at other options. Irrigation meters can be part of the picture; you will have an impact and it is difficult to determine what the impact will be as we do not know how many irrigation meters will be requested. Mayor James asked if a homeowner comes and wants a separate irrigation meter, whether Public Services Director Rodriguez is saying we are not going to allow that. Public Services Director Rodriguez said yes, we will and explained the cost for the meters. Mayor James asked how much they are paying now to get it installed. Public Services Director Rodriguez responded $1,450.00 for the meter installation cost; $25.82 per month base meter cost plus the $9.00 per 1,000 gallons. Vice-Mayor Salvino noted he thinks Mayor James is asking if someone already has a meter and they decide they want fresh water. Staff is proposing the base water rate is $9.00 per 1,000 gallons. He saw the difference in the rate of Broward County and Dania Beach; he thinks we should have those exactly the same because Broward County charges water for Dania Beach Minutes of Hybrid Regular Meeting 2 Dania Beach City Commission Tuesday,July 12,2022—7:00 p.m. residents and he feels it should be equal across the board. He is unsure about the rocks, and he has been told that he cannot have rocks in the swale. City Attorney Boutsis explained you cannot have big rocks in the swale; pebbles are allowed. Vice-Mayor Salvino said that is not what he has been told. If it is not in our code, we should open up our code and allow all rock landscaping all the way around and in the swale area. Commissioner Odman noted she did not understand the presentation. Public Services Director Rodriguez explained it is a menu of options. Commissioner Odman said those are things she has asked to be built-in for years. She understands the implementation of the new irrigation meters but questioned how staff is asking to work in all these other things. Public Services Director Rodriguez responded they are just options to the irrigation meter, or you could use a water well or cistern. Commissioner Odman commented so we would just tell people that. City Manager Garcia explained what we would be doing is putting together an educational type of flyer or bulletin via social media, directing them to the webpage giving them all the options; xeriscape, irrigation meter, water well, all the options and the pros and cons of them. Commissioner Odman said the educational component is very important, but a pamphlet is not going to do anything. She has seen in other parts of Florida that they had incentives they tied to it; maybe tax credit if you switched over your toilet to different flushing levels. She asked if there is something along those lines that could be done. She does not think the pamphlet will sell anyone. City Manager Garcia noted this is just the first phase. We went back and studied what other cities are doing. Our goal would be to move forward and bring the Commission an incentive plan, but to let the public know what all the options could be. Deputy City Manager Sosa-Cruz explained this would be the first step of a multi-step process. This will be part of our green initiatives. Our mission statement talks about the environmentally responsible manner. We moved away from our previous incentives to these new incentives focusing on the green initiatives. It is a multi-phase approach not just focusing on irrigation meters but the whole spectrum of water conservation and sustainability. Mayor James asked again about the $1,400.00. Deputy City Manager Sosa-Cruz responded the $1,400.00 is for the meter hardware and installation; it is a one-time fee. If you do not use water that month for irrigation purposes, it would be the $25.82. Mayor James said she is not sure what staff wants the Commission to approve. Deputy City Manager Sosa-Cruz explained we are focusing on the irrigation fee schedule and options. Mayor James noted she does not know what alternatives cost. She would want the information when presented to have a full picture. Deputy City Manager Sosa Cruz said there are a lot of different options, and we are trying to show alternatives. Commissioner Davis commented she wants to make sure this is just an initial phase of what is going on. This is an incremental stage of where we are in the process. She would like to see a bigger picture and have a little bit more information. Vice-Mayor Salvino motioned to move forward with staffs plan as presented; seconded by Commissioner Lewellen. Mayor James asked if it gets to a point where they are not comfortable, whether the Commission can go back and change something. City Manager Garcia said absolutely and explained it would not be responsible to take one-step with the water meter and not bring forward other options. Proclamations 4.1 Parks and Recreation Month- Mayor James Mayor James read the proclamation for Parks and Recreation Month and presented it to Parks & Recreation Assistant Director Waren. 5. Public Safety Reports Captain Daniel Marks, BSO Chief of Police, spoke of a reunification at Memorial Regional between Deputy Quilles, Deputy Valdez and Lieutenant Lewis and a Dania Beach family and their 2 1/2 year old daughter who fell in a pool. Deputy Valdez and Deputy Quilles addressed the resuscitation of the child and the ensuing events throughout the weekend resulting in reunification with the child and family. William Fucci, Assistant District Chief for the City of Weston, on behalf of Captain Sergio Pellecer, BSO District Fire Chief, addressed what Captain Marks spoke about. He thanked Captain Marks and the Commission for recognizing the two deputies. He gave an update on departmental activities, including call volumes, summer camp junior lifeguards, firetruck certification, accreditation for fire rescue, and upcoming accreditation for ISO. 7. The motion carried unanimously. 7.12 RESOLUTION#2022-108 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH,FLORIDA,ADOPTING A CITY UNIFORM AND MERCHANDISING POLICY RELATING TO THE USE OF THE CITY OR "RISE" LOGOS; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. (Mayor James) City Attorney Boutsis read the title of Resolution#2022-108. Commissioner Davis requested clarification on the item. When she looked at the backup, she saw the history of the D logo, but she does not have a background on the RISE logo. City Manager Garcia explained the RISE logo is part of the culture that we have adopted for the City. The City logo should always be on the left chest in addition to the Rise logo or any other logo. Commissioner Davis commented we could potentially have two logos.
