HYBRID MEETING MINUTES CITY OF DANIA BEACH PLANNING AND ZONING BOARD/LOCAL PLANNING AGENCY CONDUCTED USING COMMUNICATIONS MEDIA TECHNOLOGY WEDNESDAY, AUGUST 17, 2022 7:00 PM ANY PERSON WHO DECIDES TO APPEAL ANY DECISION MADE WITH REGARD TO ANY MATTER CONSIDERED AT THIS MEETING OA HEARING WILL NEED A RECORD OF THE PROCEEDING, AND FOR SUCH PURPOSE MAY NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDING IS MADE WHICH RECORD INCLUDES THE TESTIMONY AND EVIDENCE UPON WHICH THE APPEAL IS TO BE BASED, LOBBYIST REGISTRATION IS REQUIRED. ROLL CALL The meeting was called to order at approximately 7:OOPM. Board Clerk Ibel Larios called the roll. The board members were attending in person. Chair W. Quin Robertson, PhD, GISP Vice Chair Albert C Jones Jonathan Thomas Derrick Hankerson Traian Thomas Popescu Present Eve Boutsis, City Attorney (Virtual) Present Corinne Lajoie, AICP, Asst Director Comm Dev Present Ibel Larios, Board Clerk Late Present Motion was made by Vice Chair Jones to excuse Derrick Hankerson's absence and was secoiulerl by Jonathan Thomas. Motion passed 4-0. II. APPROVAL OF MINUTES 1. Approval of Minutes of the Planning and Zoning Board / Local Planning Agency from the June 22, 2022 hybrid regular meeting. Motion was made by Vice Chair Jones to approve the minutes of the Izybrid meeting of tl:e Planning & Zoning Board/Local Planning Agency for June 22, 2022 as presented and was seconded by Traian Thomas Popescu. Motion passed 44. III. PUBLIC HEARINGS 1. TX-062-22: The applicant, the City of Dania Beach, is requesting a text amendment to the City's Code of Ordinance, related to the allowable treatment of swales. Assistant Community Development Director Lajoie gave a PowerPoint presentation for the City regarding the conservation of potable water by allowing the use of a variety of materials in the swale area or right-of- way instead of grass. She listed the proposed, allowable swale materials to be used. The amendment would also establish a definition for Florida Friendly Landscaping and Xeriscape. She said staff was suggesting that the board recommend approval to the City Commission of this text amendment. She called for board questions/comments. For the record, Board Member Hankerson arrived approximately 7: OSPM. Chair Robertson suggested two minor edits. One in Sec. 22-5 to change the word truckto trunkwhere it talked about single truck tree should be single trunk tree and one in Section 725-30 Florida Friendly Landscaping was typed twice. He also questioned in a picture of 3/4 rock, boulders were also shown. Ms. Lajoie would get back to them on that observation. He wanted to know who would determine what was site appropriate. She answered that the property owner would propose their site appropriate idea and if staff had a question, it would be run through the City arborist and landscape consultant for recommendations. Vice Chair Jones remarked that a lot of people in the City did not really understand the swale and their responsibility for the Swale. They did not realize they own the Swale and have to maintain it. He then spoke about funding for sidewalks that residents could not afford to construct. Assistant Director Lajoie would have to find out if that program still existed. The Vice Chair said that there were some swales in very bad shape and people could not afford to maintain them. He spoke about maybe the City could partner 50/50 with the homeowner to fix up swales in bad shape or a grant. He just hoped that maybe this would start some type of dialogue for beautifying some areas. Derrick Hankerson suggested more education/resources on this subject and put this on the City's website for people to reference. As there were no other board questions/comments, the Chair opened the meeting up to public comments for or against the item but no one requested time to speak. Motion was made by Chair Robertson to recommend approval of this text amendment to the City Commission and was seconded by Vice Chair Jones. Motion passed S-0. IV. BOARD ITEMS 1. City Commission actions on items previously heard by the Board. Ms. Lajoie had nothing to report as the City Commission was on summer break. 2. Upcoming Meeting- Date: September 21, 2022 V.
