Public Art Advisory Board
Regular Meeting
Monday, August 15, 2022
5:00 PM
I. ROLL CALL
The meeting was called to order at approximately 5aWM. Acting Board Cleric Eleanor Norena
called the roll.

II. APPROVAL OF MINUTES
a) Approval of Minutes of the Public Art Advisory Board (PAAB) from the July 18, 2022
meeting.
Motion was made by Acting Clzair Lilli Scltipper to approve the minutes of the July 18, 2022 PAAB
Meeting and was seconded by Joanna Granett. Motion passed 6-u,
III. Presentations
a) Ethics and Sunshine Laws Review, Eve Boutsis City Attorney
City Attorney Boutsis congratulated the board members on their appointment. She explained Ethics and
reviewed Sunshine Laws. City Attorney Boutsis said that board members could talk about anything
privately except for what was before the board or what would come before the board. In other words, do
not talk to another board meniber(s) about anything this board was doing except at an official board
meeting. She explained that under Government in the Sunshine, all board decisions were to be made in
public "sunshine " and private conversation "shade " would exclude the public from board thought
processes, decisions, etc. and not allowed The giftpolicy was not to exceed $25; the recommendation was
not to accept any gift at all to avoid the look of impropriety. Conflict of interest was explained and the
importance, when applicable, of recusing oneself from discussion and voting. While discussing public
records, she cautioned about deleting a public record and what public art records encompassed. The City
Attorney explained the sheet in the board package regarding Robert's Rule of Order which was a manual
of parliamentary procedure. Discussion ensued regarding motions. Board member ex parte disclosure
was discussed tinder quasi rules and explained that discussions with developers, etc. must be disclosed.
IV. ACTION ITEMS
a) Motion to recommend approval of artist Wyland and the sculpture design for the Sea
View at Dania Residences (See attachments)
Linda Flynn gave a brief background history of the artist Wyland. She explained the paperwork the
applicant submitted to the City. Ms. Flynn explained to the board what they would be approving tonight
(concept design). She stated that the bronze sculpture was weather friendly and explained exactly where it
would be placed. The PAAB must make a recommendation to the City Commission. It was up to the City
Commission to approve or deny the proposed on -site public art installation.
The applicant's respondent from Dania Beach Rentals spoke about getting support tonight from the board.
Commissioner Davis asked if they had a rendering of the sculpture for the board and maybe a rendering of
it next to the building. It would be nice to know how it would look when driving by the building. The
applicant's respondent was asked to bring back afull-scale exact image of the entire thing. It was noted
that the developer would be checked upon as the piece was being created to ensure it would fit the concept
that was being approved. If it deviated too much, it would be brought back. Discussion ensued about the
appraisal value of $2.5 million. The board was asked by Commissioner Davis about their thoughts on this
piece and they stated positive comments.
Motion was made by Lloyd Goradesky to recommend approval of the artist, Wyland, and the sculpture
design for the Sea View at Dania Residences and was seconded by Marc Aptakin. Motion passed 6-0.
V. STAFF /CONSULTANT UPDATES
a) Tour Itinerary and Date
Probably in September or October and would part together different options and
i"egzrested dates would be sent out.
b) Mural Program Update
Linda FXynn in discussion with staff and would bring back update to the board.
VI. OTHER DISCUSSION

VII. MEETING ADJOURNED
Motion was made by Joanna Granett to adjourn at S: 48PM and was seconded by Meagliazz Kent.
