The meeting was called to order by Chair Sharaby at approximately 5:11PM and roll was called. Staff and
Others attending also appear below. Discussions/actions were summarized and not limited to what was
typed below.

II. APPROVAL OF MINUTES
a) Approval of Minutes of the Public Art Advisory Board (PAAB) from the October 3, 2022
meeting.
Motion was made by Vice Cltair Schipper to approve tiie minutes from the October 3, 2022 PAAB
Meeting and was seconded by Marc Aptakin. Motion passed Y.
For the record, the minutes from the August I5, 2022 PAAB Meeting were not heard at the October 3, 2022
Meeting and would be heard at the December 19, 2022 Meeting.
III. PRESENTATION
a) CRA Presentation: Arts District &Dania After Dark
Michael Chen, CRA Executive Director, gave the presentation regarding the Dania Beach Arts &
Entertainment District —Revitalizing Downtown. He spoke about all the new projects coming to
Dania Beach and the plans for Federal Highway. He said that the idea of an Arts and Entertainment
District in Dania Beach has been around a long time. We need to do this right and to ensure
longevity. There should be multiple attractions like shopping and dining, active entertainment,
and incorporate core activities that including teaching, development, and showcasing the arts.
Discussion ensued regarding recruiting existing businesses. We wanted to attract new businesses
and attractions without losing existing. He informed the Board that a well known artist, Rob Stern,
would be moving to Dania Beach at 110 NW 1St Street. He spoke about the new hotels in Dania
Beach and how we should be able to attract visitors from out of the country as we were near a
thriving port and an airport. He discussed future visions, new construction and projects plus new
investors and employment opportunities among other things. He said that there was already
marketing material that spoke of the Dania Beach Arts & Entertainment District. The Board
thanked Mr. Chen for his very impressive presentation. Discussion ensued about incentives to try
to get chefs and/or restaurants to locate here. He said there was not a program for this now but
we could see about the type of support we could give.
b) Stephane Bolongaro Presentation: Totor artwork donation to the City
Stephane Bolongaro was in France and attended virtually via phone. He was the artist and he
spoke about his artwork, Totor, and its donation to the City. The Consultant showed a few slides
tonight to describe the artwork but most of the backup and information were in the agenda packet.
The artist gave a brief bio, spoke about his inspiration for the piece, and explained why he proposed
the donation of his ai�tworlc. Meaghan Kent wanted to know about Totor and the artist answered
that Totor was his mother's dog and Totor was now worldwide. The artist answered Commissioner
Davis that the size of the Totor sculpture was nine feet. That was the same size of the sculpture in
North Miami Beach. The Board thanked Stephane Bolongaro for his time tonight.
It was explained to the Board that they had to vote on accepting the donation (which was on the
agenda under Action Items) and then they would have to suggest a location for installation.
Discussion ensued about making slight suggestions because there were a few variations already.
Maybe color changes for the spots and the surfboard, etc. Placing the artwork where a photo or
selfie would get the benefits of Dania Beach and was there a plan where the different artwork
would be installed or some type of theme? It was reminded that dogs were not allowed on the
beach so maybe the dog sculpture should not be there and to change the dogs pose so the Dania
Beach logo would be more accessible. Kyla Holmes suggested installation at the Dog Park off
Angler's Avenue. The Board was reminded that they would just make a recommendation to accept
the donation or not but it was ultimately up to the City Commission to accept or not. It was
ascertained that the artist would pay for making the piece.
IV. ACTION ITEMS
a) Request to receive donation of Totor artwork from Stephane Bolongaro as part of the
Dania Beach Public Art Collection
As the Board did not know about the cost for installation, shipping, and maintenance among other
things, they were told that they could (1) recommend approval to accept the donation with
stipulations if any, (2) recommend to deny the acceptance of the donation, or (3) continue the item
to be brought back to the December 19, 2022 Meeting.
Motion was made by Joanna Granett to continue this item based on the following conditions (design
changes, maintenance costs, color(s), logo se fe friendly, logo correction, installation costs and
shipping costs, etc.) and was seconded by Meaghan Kent. Motion passed 7-0.
b) Request to purchase the "Let Love Guide Your• Way" sculpture from Innovative
Public Art Group LLC.
As the artist was Lloyd Goradesky who was also a current board member of PAAB, he had to
recuse himself due to a conflict of interest. He stepped out of the room and recused himself from
voting. Discussion ensued as to the sculpture's background and where the sculpture was currently
located and it was said that the artist asked if the City would consider purchasing the sculpture.
Sculpture pictures were in the packet. Many financial options were discussed for this currently
leased sculpture including but not limited to Vice Chair Schipper's suggestion of owner financing.
The Board would have to come up with their recommendation to the City Commission. The piece
has proven itself with the attention it was receiving during its time in Dania Beach and it was an
award winning piece. People would want to visit Dania Beach and its displayed public art. Joanna
Granett would like the sculpture to be a permanent piece.
Motion was made by Marc Aptakin to purchase the sculpture, "Let Love Guide Your Way'; and was
seconded by Meaghan Kent. Motion passed 6-0 (Lloyd Goradesky recused himself and did not vote).
