DANIA BEACH CITY COMMISSION
TUESDAY, FEBRUARY 14, 2023 - 7:00 P.M.
1. Call to Order/Roll Call
Mayor Ryan called the meeting to order at 7:04 p.m.

2. Moment of Silence and Pledge of Allegiance
Mayor Ryan called for a moment of silence followed by the Pledge of Allegiance to the United
States Flag.
3. Presentations and Special Event Approvals
3.1 Presentation of the Community Shuttle Service Comprehensive Operational Analysis
by Public Services and The Corridino Group
Fernando Rodriguez, Director of Public Services, spoke briefly about the Community Shuttle
Service.
Mark Alvarez of the Corradino Group gave a PowerPoint presentation which is attached to and
incorporated into the minutes.
Commissioner James asked who burdens the costs for the upgrades, Broward County or Dania
Beach and Mr. Alvarez responded that Broward County would bear the cost.
Commissioner James inquired about the loops and asked if it doubled the time and
Mr. Alvarez said the east route is 57 minutes between buses and the west route is an hour and 15
minutes between buses. Doing the loop with two buses in opposite directions would be 87
minutes.
Commissioner James asked if Mr. Alvarez thought this would decrease ridership and Mr.
Alvarez responded that it is a balance It decreases ridership in general and it will also hurt us on
points for Broward County. No one wants to transfer between buses; it is a sacrifice, one for the
other. We would need three buses to improve that.
Commissioner James inquired about an opportunity to ask them for a third bus to decrease the
wait times and Mr. Alvarez stated that is the concept, the long range of this is to solidify
ridership and serve the entire city. As we build on the ridership, the City can then request more
funding for a third and possibly fourth bus.
Director of Public Services, Rodriguez said the wrap has been approved by Broward County, but
they want to incorporate the Broward County logo. The wrap should be completed soon, and it
would be at the cost of the City. They are currently looking for a vendor for the City's mobile
app.
Vice-Mayor Lewellen asked if there is a QR code that can be added to the wrap to access the
schedule and Director of Public Services, Rodriguez said that a QR code can be added and that
the phone app is going to make a big difference.
Commissioner Davis requested to see the design of the wrap and Director of Public Services,
Rodriguez said that it will be shared to the Commission through the Manager.
3.2 Summer Youth Program- Commissioner James
This item was not taken up.
3.3 Human Resources Presentation—Get Fit Dania Beach—Employee Wellness Event
Linda Gonzalez, Chief Human Resources Officer and Deputy Human Resources Director, Ann
Mierez gave a presentation on the Employee Wellness Fair and said it helps with the health and
well-being of our employees as well as the health insurance rates. Chief Human Resources
Officer Gonzalez thanked Public Services, Parks & Recreation, HR, City Manager Garcia, and
Deputy City Manager Sosa-Cruz for making it happen.
3.4 Storm Protection Program by Frank DiPaolo, Chief Financial Officer, and Eleanor
Norena, Director of Community Development
Chief Financial Officer Frank DiPaolo and Community Development Assistant Director Corrine
Lajoie gave a PowerPoint presentation which is attached to and incorporated into these minutes.
Commissioner James said this is exciting to see this coming to fruition and asked if it is only
homes that can apply. She noted that there are two leisure halls that need upgrades and asked
what opportunities there are for the veterans.

Chief Financial Officer DiPaolo said that it depends on who owns the home,but it is a residential
program, so it needs to apply to residential homes. There are other programs that the City can
look into.
Commissioner Davis has concerns about the marketing plan. She hopes that the City has a
robust plan to get the information out to residents.
Chief Financial Officer DiPaolo said that the City has not worked on that yet, but they will do
everything they can to get the word out.
City Manager Garcia said staff will work collectively to get the word out to the residents from
the Commission.
Commissioner Davis suggested that the City reach out to the Broward County Housing Authority
as they have different avenues to reach out to people as well.
Vice-Mayor Lewellen said it is a great program and she knows there are some issues with homes
that are rented and asked if they will be looking at qualifications for the homeowner as opposed
to the renter.
Chief Financial Officer DiPaolo said that they have no issues with homes that are not owner
occupied as long as they are in the Q.C.T. or the owner meets the income threshold. He also
noted that multi-family units are also eligible for these improvements.
Vice-Mayor Lewellen asked if the income requirements did not matter for the Q.C.T. and Chief
Financial Officer DiPaolo responded affirmatively.
3.5 Special Event request from Marine Industries Association of South Florida to host its
46th Annual Broward County Waterway Clean-Up to be held at Dania Beach
Pier/Marina, 151 North Beach Road, on Saturday, March 4, 2023, from 9:00 a.m. -
1:00 p.m. The applicant is requesting a waiver of special event application and
parking fees. (Parks & Recreation)
Vice-Mayor Lewellen motioned to approve the special event request for the 46th Annual
Broward County Waterway Clean-Up, including waiver of application and parking fees;
seconded by Commissioner Salvino. The motion carried unanimously.
4. Proclamations
4.1 American Heart Month- Mayor Ryan
Mayor Ryan read the proclamation for American Heart Month.

5. Citizen Comments
David Kaplan, 111 SE 3`d Avenue, Dania Beach, spoke about the pump station, drainage,
sidewalks and the homeless. He provided documentation to the Commission.
6. Public Safety Reports
Captain Daniel Marks, BSO Chief of Police, reported on recent criminal activity in the city,
speed sensors, their new social worker and homeless outreach. He is still working on getting
quotes for the City-wide License Plate Reader (LPR) program and has spoken to his Colonel
who assured him that they will be getting the additional deputies as soon as possible.
Captain Sergio Pellecer, BSO District Fire Chief, gave an update on departmental activities
including call volumes and spoke about inspections for their equipment and firehouse. Their
education department has been busy training, including teaching new parents how to properly
install car seats.
7. Consent Agenda
Commissioner James made a motion to adopt the consent agenda minus item 7.7. The
motion was seconded by Commissioner Salvino which carried unanimously on voice vote.

FEBRUARY 12, 2023 AND AT INCREASED PRICING IN THE HOURLY RATE FOR

FLORIDA, AUTHORIZING THE EXPENDITURE OF FUNDS FOR ELECTRICAL REPAIR
SERVICES FROM KILOWATT ELECTRIC COMPANY UTILIZING THE CITY OF CORAL
SPRINGS ITB NUMBER 23-B-013F, EFFECTIVE JANUARY 11, 2023 THROUGH
JANUARY 10, 2026, IN AN AMOUNT TO EXCEED THE ANNUAL VENDOR

AMENDMENT TO THE SECOND RENEWAL AGREEMENT FOR EMERGENCY
MEDICAL, FIRE PROTECTION AND FIRE PREVENTION SERVICES WITH THE
BROWARD SHERIFF'S OFFICE TO ADD NINE (9) POSITIONS TO THE STAFFING FOR

11. Commission Comments
11.1 Commissioner Davis
Commissioner Davis spoke about the REACH program and the events she attended since the last
meeting. She thanked Chief Human Resource Officer Gonzalez for the Employee Wellness Fair.
She said Tallahassee was great and was a positive experience.
11.2 Commissioner James
Commissioner James requested authorization to spend $330.00 of her contingency to have a
homeowner's course at C.W. Thomas Park for first time homeowners. There was no opposition
to the use of funds.
11.3 Commissioner Salvino
Commissioner Salvino spoke on the Griffin Living project. He noted he has been driving around
the City and thinks that the City needs a small strategic plan. He would like representation for the

City outside of the airport within the next 6 months. He spoke about the dividers on the dais and
noted we previously voted on taking them down.
He is asking the City for $4,000.00 from the City's contingency to have the two Dania
Elementary Schools participate in the etiquette program with the Prestige Club. After
discussion, there was consensus from the Commission to utilize $4,000.00 of the City's
contingency funds.
11.4 Vice-Mayor Lewellen
Vice-Mayor Lewellen spoke about the events she attended since the last meeting and wants to
make everyone aware of the luncheon for Lighthouse 4Students on the 26th. She noted the health
fair was informative and well attended. She would like to have a smaller event specifically for
angiograms.
She spoke about the Dania Beach Vintage Motorcycle Show and noted there were 8,100 people
in attendance.
Commissioner Salvino commented that the visitors were monitored by their cellphones, and they
were able to see that they visited and spent their money at several establishments throughout the
City.
11.5 Mayor Ryan
Mayor Ryan spoke about the events around town and said they were great. He spoke about his
first trip to Tallahassee as Mayor and asked City Manager Garcia to speak on it.
City Manager Garcia spoke about their time in Tallahassee and thanked Mayor Ryan and
Commissioner David for working together.
Mayor Ryan noted the American Legion has a program called Boys State. They recruit youth in
the neighborhood to go to Tallahassee to learn about government. He would like $700.00 from
his contingency for Commander Anderson at Post 209 to send a young man to Tallahassee. The
Commission gave approval for the funds.

13. Administrative Reports
13.1 City Manager

City Manager Garcia provided an update on the SE drainage project. The project is 100% funded
and 100% designed. Broward County has issued all necessary permits and the bidding process
will begin once the ILA is approved. She will be working with Public Information Officer
Bordy to get the word out. The project will make a huge difference in the southeast portion of
City.
The City has been working with some residents regarding the temporary fencing for construction
and permanent fencing for the Atlantica project and Deputy City Manager Sosa-Cruz will be
sending out a detailed email tomorrow.
She noted they had a very successful and productive trip to Tallahassee.
She met with the Dania Beach Chamber and will be meeting with the Hollywood Chamber. The
goal is to put together a proposal to market the city.
The Celeste project is nearing completion and a ribbon cutting ceremony will be scheduled with
the Commission through Maxine.
The pier project is 70% complete and she thanked Public Services and Public Information
Officer Bordy for getting the word out.
Operation Speed Control is currently deployed at SE 5th Avenue. Captain Marks will provide a
full report at the next meeting.
Our City Clerk is retiring. While we have conducted interviews to fill this vacancy, we have not
found the person who we believe would be a best fit. Staff contacted two key individuals within
our City Team. Our Deputy City Clerk would like to stay in her current position at this time.
Additionally, we spoke with another key team member, Antoine Johnson, a Senior Administrator
in Public Services. However, at this time, she is extremely happy working with her Public
Services Team. Staff will continue with their search.
BSO Major Kevin Granville, former Captain from Dania Beach is retiring. We are very grateful
to Major Granville for all he has done for Dania Beach. We look forward to establishing a solid
relationship with our new Major.
The C.W. Thomas Park project will come forward to you at the next meeting. Director Brown
and our partner from Bermello Ajamil will provide a presentation. We have been successfully
working together to strategize and bring this project within budget and with the quality and
vision as expected.
13.2 City Attorney
City Attorney Boutsis gave an update on the annexation ordinance for the Hollywood parcel
within Ocean Park. FDOT has made substantial changes to the title of the ordinance and because
of this, the City must go back to first reading. She is waiting for Hollywood to sign off on the
final version. This will not change the timeline.
