DANIA BEACH COMMUNITY REDEVELOPMENT AGENCY
TUESDAY, MARCH 14, 2023 - 5:30 P.M.
1. Call to Order/Roll Call
Chair Ryan called the meeting to order at 5:30 p.m.

None.
3. Administrative Reports
CRA Director Chen discussed topics from his administrative report as provided to the City
Commission. Topics discussed were as follows:
Dania Beach Innovative Ecosystem -Progress is being made on the tenant improvements (TI) for
the CRA/Incubator office at 25 N. Federal Hwy. Drawings have been submitted to Community
Development for review of the TI design, engineering, and construction.
Dania After Dark - A Zoom meeting has been held with the City Manager's "Events team" to
discuss the transition of the production of the Dania After Dark event.
117 Phippen Waiters - The CRA has worked with the City Attorney and outside council in an
effort to track down the current owner and/or registered agent of the property. According to
Sunbiz.org, the registered agent named on Broward County Property Assessor records has been
inactive since 2017. CRA Director Chen commented that they are still continuing to explore tax
liens to place the house in foreclosure.
BRAVO (Business Risk and Value of Operation) Visits — CRA Director Chen provided updates
on his visits to Mad Advertising, El Café Toque Cubano, It's Sugar, Memorial Primary Care,
Cora Physical Therapy, The Casino at Dania Beach and Shibolim Kosher Bakery.
The new PATCH Shed was delivered and installed. The shed will be used to store food items.
PATCH in a Box program started in January and will continue until April. In February we were
able to donate 53 pounds of produce to the United House of Prayer for All People, the Bible Way
Missionary Baptist Church and Saratoga seniors.

Board Member James made a motion to approve the consent agenda. Board Member
Salvino seconded the motion which carried unanimously on voice vote.

7. Discussion and Possible Action
1. RESOLUTION NO. 2023-CRA-005
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE COMMUNITY
REDEVELOPMENT AGENCY ("CRA") OF THE CITY OF DANIA BEACH, FLORIDA,
PROVIDING FOR FINDINGS OF FACT RELATING TO AND ADOPTING THE UPDATED
AND AMENDED COMMUNITY REDEVELOPMENT PLAN; PROVIDING FOR
CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE.
City Attorney Boutsis read the title of the ordinance into the record.
Project Manager, Neale Stralow with VHB, commented that he and his staff worked with the
recommendations provided by the Board at the prior meeting and were able to establish the
proposed plan.
Board Member James made a motion to approve the resolution. Board Member Salvino
seconded the motion which carried unanimously on voice vote.

2. RESOLUTION NO. 2023-CRA-006
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE COMMUNITY
REDEVELOPMENT AGENCY ("CRA") OF THE CITY OF DANIA BEACH, FLORIDA,
FOR THE INSERTION OF A TWO-PAGE BRAND STORY IN THE LIVABILITY
GREATER FORT LAUDERDALE 2023-2024 MAGAZINE SPONSORED BY THE
GREATER FORT LAUDERDALE ALLIANCE ("GFLA") AND A BUDGET AMENDMENT
FOR THE ASSOCIATED COSTS; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING
FOR AN EFFECTIVE DATE.
City Attorney Boutsis read the title of the ordinance.
CRA Director Chen briefly introduced the item.
Board Member James made a motion to approve the resolution. Board Member Davis
seconded the motion which carried unanimously on voice vote.
8. Board Member Comments
Board Member Davis commented that in 2018 United Way partnered with the Building Together
to hold the first Community Block Rebuild in the City. Out of 31 cities, United Way of Broward
County selected Dania Beach. She recently received an email that City Place will be opening and
a ribbon cutting will be taking place on March 29th. United Way of Broward County has donated
to the project, and they will be recognized at the ribbon cutting. As such, the Commission has
been invited to their Salute to Excellence Mission United event on April 294. She is requesting
either support or the purchase of a table to attend the event and invite some veterans.
There was consensus by the Commission to purchase a table for the event to attend and invite
veterans with CRA funding. If a second table is necessary, the request can be made during a
Commission meeting.
There was some discussion regarding the possibility of signing up for ribbon cuttings through the
Chamber of Commerce. There was clarification that if businesses would sign up with the
Chamber of Commerce, the Chamber of Commerce would host the ribbon cutting ceremony. By
default, the CRA are holding the ribbon cuttings.
