HomeMy WebLinkAboutR-2023-055 Authorizing Bid Award for Infiltration and Inflow Removal Phase II - Mainline Repairs to Veit National Corporation (ITB 23-001)RESOLUTION NO.2023-055 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE AWARD OF INVITATION TO BID NO. 2023-001, ENTITLED "INFILTRATION AND INFLOW REMOVAL PHASE II - MAINLINE REPAIRS" TO VEIT NATIONAL CORPORATION IN AN AMOUNT NOT TO EXCEED TWO MILLION FORTY ONE THOUSAND FOUR HUNDRED FIFTY DOLLARS ($2,041,450.00); PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City has conducted a sewer investigation project that identified infiltration and inflow issues, which project consisted of smoke testing to identify leaks and create a GIS map of problem areas to be repaired that will subsequently lead to cost savings in wastewater treatment; and WHEREAS, the Public Services Department engaged Public Utility Management Planning Services Inc. (PUMPS) to prepare and evaluate bid documents for the necessary repairs; and WHEREAS, on January 30, 2023, the City issued an Invitation to Bid ("ITB") No. 2023- 001 for "Infiltration and Inflow Removal Phase II Mainline Repairs" Project; and WHEREAS, on March 3, 2023, the City received two responses to ITB No. 2023-001, shown below: 1. Miller Pipeline, LLC $2,399,500.00 2. Veit National Corp. $2,041,450.00. WHEREAS, the Bid Committee, consisting of the Deputy Director/City Engineer, Project Manager, and Capital Improvement Projects and Grants Administrator, reviewed the bid responses, which were further reviewed by PUMPS, resulting in the selection of Veit National Corporation as the most qualified, responsive bidder. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the above "Whereas" clauses are ratified and confirmed, and they are made a part of and incorporated into this Resolution by this reference. Section 2. That the City Commission authorizes the proper City officials to execute an agreement with Veit National Corporation for the repairs to the City's sewer system in an amount not to exceed Two Million Forty -One Thousand Four Hundred Fifty Dollars ($2,041,450.00). Section 3. That Fiscal Year 2022 carryover funding for this Project in the amount of One Million One Hundred Thousand Dollars ($1,100,000.00) is currently available in account number 402-35-20-535-63-10 and that additional funding in the amount of Nine Hundred Forty - One Thousand Four Hundred Fifty Dollars ($941,450.00) will be appropriated from account number 402-00-00-389-90-02. Section 4. That the City has satisfied City Code provisions requiring two (2) advertised public hearings of an Ordinance for expenditures of City funds that exceed one million dollars ($1,000,000.00). Section 5. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 6. That this Resolution shall become effective upon its passage and adoption. PASSED AND ADOPTED on June 13, 2023.
