A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA, REQUESTING APPROVAL FROM THE CITY
COMMISSION TO ACCEPT THE PROFESSIONAL SERVICES PROPOSAL
FROM KCI TECHNOLOGIES, INC., FOR LANDSCAPE DESIGN SERVICES
ASSOCIATED WITH THE CITYWIDE LANDSCAPE MASTER PLAN AND
TO AUTHORIZE FUNDING FOR THE DESIGN, PROVIDING FOR
CONFLICTS AND FURTHER, PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City is pursing the design and implementation of a citywide Landscape
Master Plan (LMP) that will enhance the aesthetics of the major city corridors; and
WHEREAS, the Public Services Department (PSD) has solicited and received a
professional landscape design services from on its CCNA approved consultants, KCI
Technologies, Inc. ("KCI"); and
WHEREAS, the proposal provides all the design and construction specification
components required for the planning and bidding of the next roadway section in the LMP,
which are the medians along Griffin Road east of Interstate 95; and
WHEREAS, the proposal from KCI requires that funding be allocated from the current
fiscal year's budget.
WHEREAS, KCI was chosen as one of fifteen firms awarded as an approved engineering
consultant for continuing contract services under RFQ No. 20-005 per the Consultants
Competitive Negotiation Act ("CCNA"). The City Commission approved the list on January 12,
2021, pursuant to RFQ No. 20-005, under Resolution No. 2021-007; and
WHEREAS, City Code Section 825-180(E), Tree Preservation Fund, disbursal of
conversion of assets, expenditure of over Seven Thousand Five Hundred Dollars ($7,500.00)
shall require Commission approval; and
WHEREAS, KCI expenditures are anticipated to exceed the City vendor threshold of
Fifty Thousand Dollars ($50,000.00).
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF DANIA BEACH, FLORIDA:
Section 1. That the above "Whereas" clauses are ratified and confirmed, and they are
made a part of and incorporated into this Resolution by this reference.
Section 2. That the City Commission authorizes the acceptance by PSD of the Griffin
Road East Landscape Design Services proposal from KCI to develop the design and required
bidding documents for continuing the implementation of the citywide IMP, which proposal is
attached as Exhibit "A" and made a part of this Resolution.
Section 3. That the proposal cost of $105,600.00 will be allocated to the Capital
Project Fund Engineering Services Account No. 301-39-06-541-31-30, funded by a budget
transfer from the General Fund Account No. 001-39-01-539-34-10 in the amount of Fifty
Thousand Dollars ($50,000.00) and a budget transfer from the Tree Preservation Reserve Fund
Account No. 102-271-00-00 in the amount of Fifty Five Thousand Six Hundred Dollars
($55,600.00) in an amount that will exceed the annual fiscal year vendor threshold of Fifty
Thousand Dollars ($50,000.00).
Section 4. That all resolutions or parts of resolutions in conflict with this Resolution
are repealed to the extent of such conflict.
Section 5. That this Resolution shall become effective upon its passage and adoption.

Griffin Road East Landscape Design Services
Dear Mr. Rodriguez:
In accordance with subsequent discussions between members of our association and City Staff, this
agreement between KCI ("CONSULTANT'), and the City of Dania Beach ("CITY") for professional services is
submitted for your consideration and approval. The work proposed shall be in accordance with all terms
as specified in the "Agreement between the City of Dania Beach and KCI RFQ No, 20-005."
The purpose of this Work Order is for KCI to develop Plans for Landscape improvements on Griffin Road
medians between Old Griffin Road and US-1.
Scope of Services
Section 1- Landscape Architecture Services
1.01 PLANTING PLAN
CONSULTANT will prepare a planting plan for the medians of East Griffin Road similar to the
previous design of Griffin to the West of 1-95. Plans will graphically show plant species, locations,
plant schedule, and planting and design details proposed within the limits of the medians, cost
estimates, technical specifications and notes for construction. An evaluation of existing trees within
the medians to determine which trees should be kept or removed will occur. Roadway base files are
not available and the design will be created on an overlay of aerial photos.

1.02 IRRIGATION PLAN
CONSULTANT shall prepare a temporary irrigation plan based on the planting plans previously
described. The plan will be bare bones show piping, sleeving, bubblers and details and technical
specifications for construction. The water source is to be through a water truck connection. The
irrigation plan will not include zone valves, pumps, clock/timers. It will be a manual system with
several truck connection strategically located along the corridor.
CONSULTANT'S lump sum fee for this service shall be............................................................... $17,760.00
1.03 TREE PRESERVATION/REMOVAL SCHEDULE
CONSULTANT shall prepare the tree inventory and preservation/removal schedule for the existing
trees based on the tree survey, site, grading and planting plans for submission to Broward County.
KCI shall prepare a tree inventory using the tree survey supplied by Client in cadd DXF format. The
tree preservation/removal schedule will be developed in conjunction with planting plan. Trees
requiring Commission approval and revisions after work has started will be additional services.
The Client shall provide CONSULTANT with the following:
1. Proof of ownership of property documentation as required by Broward County.
2. Tree Survey signed and sealed by a registered surveyor (if required).
3. All review related fees.
4. Additional information required by Broward County.
Lump sum fee for this service shall be............................................................................................ $5,040.00
1.04 PERMITTING
CONSULTANT anticipates a Landscape permits will be required for the landscape and irrigation
upgrades. It is anticipated that FDOT and County Permits will be required. The proximity to the Fort
Lauderdale airport will also require FAA coordination and documentation to be clear of flight paths.
CONSULTANT'S lump sum fee for this service shall be................................................................. $6,320.00
1.05 MAINTENANCE OF TRAFFIC PLANS
The CONSULTANT shall design a Level 1 Traffic Control Plan, consisting of phasing notes and
references to the FOOT Standard Plans Indexes, to move vehicular and pedestrian traffic during all
phases of construction. The Traffic Control Plan shall be prepared by a certified designer who has
completed training as required by the FDOT.

1.06 UTILITY COORDINATION
CONSULTANT shall contact utility owners within the project limits and develop a CAD file with
information obtained from the utility owners.
Initial Contacts - CONSULTANT shall furnish plans (or prior) to each utility company located within
the project limits. CONSULTANT shall then transfer to the plans the utility location information
provided by the utility owners.

1.07 PRESENTATION MATERIALS
KCI shall prepare a rendered drawing of the proposed graphic planting plan in plain view and a power
point presentation for presentation to City Commission.

1.08 MEETINGS
Meetings with municipal plan reviewers, plan review committees, commission and Client as
requested by the Client or required by the approval process will be invoiced on an hourly basis in
accordance with our professional fee schedule.

ACCEPTANCE
Acceptance of this Work Order may be indicated by the signature of a duly authorized official of the City
in the space provided below. One signed copy of this Work Order returned to the consultant will serve as
an Agreement for site planning services between the City of Dania Beach and KCI and as a Notice to
Proceed. This contract will be binding on the parties hereto and parties' successors and assigns. Should
this proposal not be accepted with a period of sixty (60) days from the date of this proposal, it shall
become null and void.
