A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA, AUTHORIZING THE CITY ADMINISTRATION TO ISSUE
A "CALL TO ARTISTS" IN ORDER TO REQUEST ARTIST QUALIFICATIONS
AND PROPOSED ART CONCEPTS FOR A PUBLIC ART PROJECT WHICH IS
PROPOSED TO BE A DYNAMIC EXTERIOR ARTWORK OR MURAL FOR
THE CITY HALL PARKING GARAGE; PROVIDING FOR CONFLICTS;
FURTHER, PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, at the June 12, 2023 Public Art Board Meeting, the Board unanimously
recommended that the City Commission issue a "Call to Artists" to obtain artist qualifications and
art concepts so that the City may ultimately install a dynamic exterior public art/mural on the
existing east wall of the City Hall parking garage; and
WHEREAS, the City Hall parking garage is located in the City Hall complex at 100 West
Dania Beach Boulevard, Dania Beach, Florida; and
WHEREAS, the City wishes to create a sense of place, creatively enhance the exterior west
wall, complement the surrounding environment and function within the existing space; and
WHEREAS, the budget for the art installation project shall not exceed Sixty -Five Thousand
Dollars ($65,000.00); and
WHEREAS, the shortlisted artists will be paid an honorarium of $1,000.00 for the proposal
and presentation, which will be limited to five (5) candidates with a not to exceed amount of
$5,000.00.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1. That the above "Whereas" clauses are ratified, made a part of and incorporated
into this Resolution by this reference.
Section 2. That the "Call to Artists" Request for Qualifications and Art Concept is
attached as Exhibit "A" and incorporated and made a part of this Resolution by this reference.
Section3. The shortlisted artists will be paid an honorarium of $1,000.00 for the
proposal and presentation, which will be limited to five (5) candidates with a not to exceed amount
of $5,000.00.
Section 4. The budget for the art installation project shall not exceed Sixty -Five
Thousand Dollars ($65,000.00) and funding for this project shall be appropriated in the City Public
Art Fund, within the Professional Services Account, Account No. 115-05-01-515-31-10.
Section 5. That all resolutions or parts of resolutions in conflict with this Resolution are
repealed to the extent of such conflict.
Section 6. That this Resolution shall be in force and take effect immediately upon its
passage and adoption.

Project Name: City of Dania Beach Parking Garage Wall Public Art Project SEA IT. LIVE IT. LOVE IT.
Introduction:
The City of Dania Beach is seeking to commission an artist or artist team to enhance a prominent exterior location within
the City Hall Complex, located in Dania Beach, FL. The City of Dania Beach intends for the public art program to showcase
the city's sense and character of place and be a source of pride and inspiration for residents, visitors, workers, and artists.
The core themes for public art include environmental stewardship, community history, and celebrating Dania Beach's sense
of place. The selected artist will design exterior artwork that visually enhances the wall.

Anticipated Project Budget:
$60,000 - $65,000 (estimated)
Eligibility: The chosen professional public artist should be registered with the Division of Florida Secretary of State's
Office. Any artwork requiring construction will require that the contractor performing the work be bonded.
South Florida -based artists are strongly encouraged to apply.

• Functions within the existing space;

The City Hall Parking Garage is in the City Hall Complex at 100 West Dania Beach Boulevard, Dania Beach, FL. The
site for the creative artwork, light installation, mosaic, or mural is the wall that currently overlooks a City green space
that is utilized for City events such as Dania Beach After Dark. There is a newly acquired large-scale freestanding
sculpture within the space. It is envisioned that an artist will make a visual statement with the wall art installation.
The artist is encouraged to submit a creative concept to the City and the Public Art Advisory Board that is creative,
may be temporary, or may be an interchangeable light installation throughout the calendar year.
Project Budget
The budget anticipated for this project is estimated to be $60,000-$65,000 although depending on concepts may be
flexible. The budget will include Artist's design fee, presentation expenses, meetings, Artist's contingency, and all
applicable taxes. And, if the creative concept is based on an interchangeable interactive or light installation it should
include the full budget for all phases. Permit fees, as required, will be the responsibility of the Artist(s). City contacts and
the Public Art Consultant will advise the artist on the City permitting process.
Applicant's Eligibility
This Call to Artists is open to professional artists, eighteen years of age or older; residing in the United States.
Applicants should demonstrate through their submission materials that they have the skills and experience to successfully
complete the project. Professional artists with strong experience in executing their ideas through to completion, meeting
deadlines and budgets are encouraged to apply. Professional Artist should be registered with the Division of Florida
Secretary of State's Office to do business in Florida.
Application Process and Selection Criteria
The City of Dania Beach Community Development Department manages the application process. An Public Art Advisory
Board (PAAB) reviews the applications to this Call to Artists. This Board includes arts professionals, design professionals,
and community representatives. The Board shortlists applicants based on excellence of past work of similar scope, as
demonstrated by the visuals and other submission materials. The Board also considers the versatility and appropriateness
of the media in which the applicants have demonstrated proficiency relating to the scope of the project.
Shortlisted Artists will be invited to develop preliminary conceptual design proposals to present via video conference or
in -person to the PAAB. Each shortlisted artist will receive information about the project and have a minimum of one (1)
month to prepare a preliminary conceptual design proposal for review by the Artist Selection Panel. Shortlisted artists
will be paid an honorarium of $1,000 for the proposal and presentation.
The City of Dania Beach reserves the right to re -issue this Call to Artists, to reject any and all responses to this Call to
Artists, and to negotiate with any qualified Artist selected for this project.

Applications must be submitted to Ibel Larios at the City of Dania Beach at ilarios daniabeachfl.gov.
Electronic Images — Submit at least 5 digital images of relevant work. Artists are encouraged to submit work samples
that best illustrate their qualifications for this opportunity. Each digital image must feature a single work.
Annotated Image List — Include title of work, year, media, size, and location of artwork, project budget,
and any other relevant information.
R6sume — Includes all contact information (phone number, email, and mailing address).
Brief statement: Describe your interest in the project, any initial ideas,
demonstrate your understanding of the objectives.
