CHARTER REVIEW BOARD - MINUTES

WEDNESDAY, MAY 31,2023 - 5:00 P.M.
l. Call to Order/Roll Call
The meeting was called to order at 5:02 p.m.
City Clerk Elora Riera called the roll, and the following were present:

Kemula Wright (arrived at 5:15 p.m.)

Gloria Black (Altemate member)

2. Introductions of Board Members
Staff and board members introduced themselves.
3. Discussion and Overview of Charter Review Board by City Attomey Boutsis
a) Board Overview and Purpose
b) Sunshine Law
c) Public Records Law
city Attomey Boutsis provided an overview and the purpose of the Board. She provided three
statutes which provide guidance on the Sunshine Law. She also explained the public records law.
City Attomey Boutsis explained that by June of next year, the questions that are decided upon
will need to be submitted to the Supervisor of Elections.
3. Election ofChairperson
Kemula Wright arrived at this time. (5: l5 p.m.)
Board Member Rimoli made a motion to appoint A.J. Ryan III as Chair. Board Member
Donly seconded the motion which carried unanimously on voice vote.
4. Election of Vice-Chairperson
Board Member Rimoli made a motion to appoint Mimi Donly as Vice Chair. Board
Member Lizana seconded the motion which carried unanimously on voice vote.
5. Designation of Time and Date for Regular Meetings
City Attomey Boutsis recommended meeting once a month. By consensus, the Board agreed to
meet on the first Monday of every month at 5:00 p.m. The next meeting would be scheduled for
June 5,2023.
6. Comments/Suggestions
The Board discussed how to conduct the meetings and how to review the charter. Chair Ryan
was in favor of discussing two articles at a time during each meeting.
There will be no meeting in July. The meetings will resume on Atgast 7,2023.
