Call to Order/Roll Call Mayor Lewellen called the meeting to order at 3:33 p.m. Present: Mayor: Lori Lewellen Vice-Mayor: Lauren Odman Commissioners: Bill Harris Tamara James City Manager: Ana M. Garcia, ICMA-CM City Attorney: Thomas J. Ansbro City Clerk: Thomas Schneider Absent: Commissioners: Chickie Brandimarte Tamara James 2. Virtual Meeting Training Session Frank DiPaolo, Director of Finance, explained the process, noting that those individuals normally on the dais would be panelists and individuals participating as attendees could be promoted as panelists during the meeting. Discussion ensued regarding assigning conference rooms to those Commissioners who choose to come to City Hall to participate in the virtual meetings and to close the Commission Chamber from being accessed by anyone. The Commission consensus was that there should be no access to the Chamber in order to maintain it totally closed and disinfected. The City Clerk was asked to email the Commission to confirm which conference room they prefer if they desired to come to City Hall to participate in the virtual meetings. The conference room chosen would remain the location they use throughout this period of holding virtual meetings. Director of Finance DiPaolo addressed the technical issues with webinar conferencing if more than one person is in the same room. The Commission agreed that due to this, as well as COVID-19 safety precautions, two people should not be in the same conference room. Discussion ensued regarding the establishment of quasi-judicial procedures for the May 12th Commission meeting. City Attorney Ansbro noted he would like to hold a virtual practice session with Community Development staff to test the process, including slide presentations. 3.
