I. Roll Call was taken & meeting was called to Order at 6:00 p.m.
II. Minutes: Approval of Minutes (January 16, 2024) – Motion to Approve Keith Roberts,
2nd Approval A. Ivie Cure.
III. Citizen Comments – None
IV. Old Business
I. Community Service Hours for Juveniles in DJJ Programs
- Program Manager Acosta advised the Board that this item was discussed
with Board Member Keith Roberts and the City Attorney. Mr. Roberts is not
here to provide an update; this item will be added to the next agenda for
further discussion.
II. No Parking Signs at Mildred V. Jones Park
- Program Manager Acosta advised the Board that Code Compliance is
working on the “no parking” signs and as soon as they give him an update,
he will provide the update to the Board.
- Board Member Cure stated that doesn’t make it right. She asked if
they could fight it or do a petition.
- Program Manager Acosta stated once they get the official word from
the Code Enforcement, then we will know what the next steps are.
- Board Member Cure responded ok.
- Vice Mayor Lewellen asked what happened?
- Program Manager Acosta responded at Mildred Jones Park there are
“no parking” signs along the side and if people want to go work out or
fish, there is no place to park.
- Board Member Cure added if someone wants to fish, they can do it
because the “no parking” signage.
V. New Business
I. Update on happenings around Parks & Recreation
- Program Manager Acosta informed the Board of the Dania After Dark “Light
Up Dania Beach” and the Holiday Lighting event on the 30th, next Thursday.
He said that last year was big and this event is going to be even bigger. It
starts at 6 p.m. and will end at 9 p.m. He encouraged everyone to come on
out because it is a free event. Frost Park had its Junior Flea Market which
turned out great. The weather wasn’t so great at first, but it turned out great.
They had a lot of positive feedback. They will be doing the next Junior Flea
Market in February. The regular Flea Market coming up on the 9th which is
always fun. It’s called the Holiday Flea Market. We are still working on our
baseball program and hoping for it to expand in January. Currently, we are
hosting our Thanksgiving break camp while the parents are working. Camp
is being held at all three (3) sites: Frost, C.W. Thomas, and P.J. Meli Park.
They just had a field trip to Galaxy Skateway, tomorrow they’ll be going to
P.J. Meli Aquatic Complex, and yesterday they had a vendor come out to do
music activities. They are very busy and enjoyable activities. Parks is also
gearing up for its two (2) week holiday break camp in December.
- Program Manager Mercado informed the Board that P.J. Meli Park will be
hosting its’ Santa Paws event on December 9th at 5:30 p.m. If anyone has a
furry one at home that they want to bring out, you can. On the following
Friday, December 15th, Polar Express will be showing with free popcorn and
snacks for everyone who wants to attend. Holiday Hoops (basketball
tournament) will be held at Olsen Middle School on December 16th. If you
have a team that would like to play, it is also for adults as well that may want
to win the trophy. Registration is on our recDesk platform. We have a youth
league that also plays at Olsen Middle School on Saturdays and is for teens.
The community is very excited that the kids are showing a lot of progress,
this is the first time we got a league out of C.W. Thomas Park. If you didn’t
know, the 6U won the Superbowl for football.
- Board Member Cure asked 6U for the little ones?
- Program Manager Mercado said yes. A lot of great things there. The Tiny
Tots Program is very successful. We have 27 families registered for that
program from babies to 5-year-olds. All of our fall programs are coming to
an end because we are hitting the holidays. Our YAC Program had its
Friendsgiving event. She informed Board Member Aube they want to do
another street clean-up, so let her know – they only want Tuesday,
Wednesday, and Thursday because they want Friday off. They have a winter
camp coming up and she will send him some dates.
- Board Member Aube said thank you.
- Program Manager Mercado stated that is all the upcoming happenings
around Parks.
- Board Member Bell wanted to revisit so she could clarify talking about the
Mildred V. Jones Park, what about the parking? She wants to process what
you are saying.
- Program Manager Acosta stated the Code Enforcement is the one that
enforces the parking out there.
- Board Member Bell asked so what are you saying? She understands it goes
to Code Enforcement; does it go to the supervisor?
- Program Manager Acosta stated its with the Code Enforcement supervisor
and we are waiting for their response.
- Board Member Bell asked since we are not meeting in December, is this
something that will be resolved in January when we meet again?
- Program Manager Acosta stated after these meetings, the minutes are done
which are reviewed by our Director and discussed with the City Manager for
further direction and goes from there.
II. Application to Rename Linear Park
- Program Manager Acosta explained to the Board that in order for a
street to be renamed, it has to go before this Board. He handed out
the City of Dania Beach Application for Naming or Renaming Public
Properties or Facilities (see copy attached – completed by Vice
Mayor Lewellen).
- Vice Mayor Lewellen, as you probably already know former
Commissioner/Vice Mayor Bill Harris passed away two (2) weeks
ago and something she wanted to do to try to memorialize him was
to name the S.E. 5th Avenue/Linear Park after him. It doesn’t have a
name. It’s right by his house, it’s something he was very passionate
about and very involved in. It has a butterfly garden there. It’s
similar to Mildred Jones Park and has workout gear/workout
equipment. He used to walk it every day and Luis Rimolly (his
husband) still walks it every day. So, it just seemed like the right
place to choose for something like this. Luis is very excited about it.
They’ve collected about eighty (80) names and addresses of people
directly in that neighborhood (also attached to the application) and
she’s received additional names and addresses via email. It is
located at S.E. 5th Avenue, but it runs between Dania Beach
Boulevard and Sheridan Street, just east of the Publix. It starts at
S.E. 5th Avenue and runs almost to the Wal-Mart on Sheridan Street.
- There was some discussion amongst the Board as to the location of
Linear Park.
- Vice Mayor Lewellen stated that he was very involved in the city for
many, many years, even before he was on the Commission. It’s
funny because when she was filling out the application it asked
qualifying questions which she checked off most of them because he
was so involved in so many different things.
- Board Member Aube asked what do you guys need from them?
- Program Manager Acosta responded just a Motion.
- Motion to Approve Application to Name Linear Park after Bill
Harris Richard Aube, 2nd Approval Gunnar Sage Magliocca.

PASSED on November 21, 2023.
- Program Manager Acosta – Motion passes.
- Vice Mayor Lewellen advised the board that it has to now go before
the City Commission for approval. It has to be at least four (4)
votes, but she thinks it will be five (5). When she spoke to Manager
Garcia, if they get everything passed in December – they can get
signs printed in the first week of January. His birthday will be the
second week of January.

- Board Member Aube said the sign in Liberia Community is
falling apart and they are getting ready to celebrate 100 years
for this community. He guessed that is the City of Hollywood
responsibility since it is located in Hollywood.
- Programs Manager Acosta asked for a Motion to Adjourn the
meeting, Motion Deborah Bell, 2nd Richard Aube.
Adjourned at 6:22 p.m.
VI. Discussion/Action
- Program Manager Acosta asked the Board did they want to vote as to
whether to have a meeting for December.
Motion to Approve No December meeting A. Ivie Cure,
2nd Approval Gunnar Sage Magliocca.
- Program Manager Acosta informed the Board that the next meeting
will be January 16, 2024, which will be the day after MLK Day.
- Program Manager Acosta asked the Board were there any further
discussion.
- Board Member Aube stated the Dania Beach Lion’s Club is working
on putting a small, little library at P.J. Meli Park.
- Program Manager Mercado responded good. She stated Frost Park
just got one and C.W. Thomas Park has always had one.
- Board Member Aube stated they just put one at Hollywood YMCA.
- Program Manager Acosta mentioned the one at Frost gets a lot of
attention.
- Board Member Magliocca asked when did Frost get a library?
- Program Manager Acosta responded right before summer break.
- There was some discussion amongst the Board about the library at
the parks.
- Program Manager Mercado asked who has they been in contact for
P.J. Meli Park.
- Board Member Aube responded he will find out and let you know.
- Board Member Bell asked what is going on with the park across
from the Walgreens? Mullikin Park?
- Program Manager Acosta stated the FERDAP Grant is in and
waiting for the design phase which will then have to go before
Commission to be voted on.
- Board Member Magliocca asked is the design phase in for Frost
Park?
- Program Manager Acosta responded no, informing him that the order
changed after the storms from April. So, after C.W. Thomas Park,
then P.J. Meli Park, then Frost Park.
- Board Member Bell stated she noticed the mailers “Pioneer” they
received regarding the sewer drainage about something with the
flooding.
- Program Manager Acosta informed the Board that the city sends out
a quarterly magazine for updates around the city.
- Board Member Magliocca asked who publishes it?
- Program Manager Acosta stated he can find out.
- Board Member Aube stated he really enjoyed the 100th Celebration
for Liberia. He really enjoyed the parade, it was awesome. He
wanted to thank Board Member Cure for being on the Board and
Richard Walker. He really enjoyed being in the parade and too bad
that there is that one parade every 100 years. He wished they would
have more celebrations.
- Board Member Magliocca stated he didn’t even hear about it, what
was it?
- Board Member Cure informed him that it was a 100-year celebration
for Liberia in Hollywood.
- Program Manager Acosta wished the Board a safe and happy
holiday. Programs Manager Acosta asked for a Motion to Adjourn
the meeting, Motion A. Ivie Cure, 2nd Deborah Bell. Adjourned at
6:27 p.m.
