MEETING ADJOURNED CITY OF DANIA BEACH PUBLIC ART ADVISORY BOARD MEETING – MINUTES REGULAR MEETING / NW CONFERENCE RM – CITY HALL 100 W DANIA BEACH BLVD MONDAY, FEBRUARY 26, 2024 – 5:00 P.M. I. ROLL CALL The meeting was called to order at approximately 5:05PM by Co-Chair Schipper. Board Clerk Larios called the roll. Discussions/actions noted below were not limited to what was typed. APPROVAL OF MINUTES a) Approval of Minutes of the Public Art Advisory Board (PAAB) from the January 22, 2024 meeting. Motion was made by Board Member Granett to approve the minutes of the January 22, 2024 PAAB Meeting as typed which was seconded by Board Member Aptakin. Motion passed 5-0. Board Member Kent arrived approximately 5:06PM. III. PRESENTATION a) Public Art and the Intersection with AI and Technology: Part I Joshua H. Lida, Esq. / Senior Associate, Shendell & Pollock, P.L. This agenda item was heard after City Hall Garage Wall Art Installation Final Concept Review was presented. Attorney Lida introduced himself and spoke about the law firm he worked for. He presented a slide show stating, “Artificial Intelligence (AI) was technology which allowed computers and other devices to read, write, talk, see, create, and other human things humans can do. He showed examples of AI and art, spoke about an artist who used AI technologies and techniques, and presented the artist’s work. He talked about legal issues like copyright infringement lawsuits. He showed examples of positive use cases for public art and discussed concerns for public art. Attorney Lida said generative AI was a form of machine AI which was able to produce text, video, images or other content. In different situations, the person affected by AI needed to know if AI was being used. For example, a college professor may allow some AI in a student’s paper but the college professor Public Art Advisory Board Meeting - Minutes 2 February 26, 2024 needed to know what was written by AI. It needed to be identified. Among questions answered was if there was a program that would allow someone to know if AI was used. The attorney answered that it was being worked on. People needed to be aware that AI existed and there were ways to protect themselves. The attorney would present again at the next PAAB Meeting. The Board thanked Attorney Lida for his informative and interesting presentation. IV. ACTION ITEMS a) City Hall Garage Wall Art Installation Final Concept Review: Public Art Consultant Dr. Flynn made the presentation on the final concept review for the City Hall Garage Wall Art Installation. Commissioner Davis reminded that there originally was a Board discussion about more Dania Beach elements in the mural. She herself would like to see more of a sense of place and cohesiveness. She said that the artist was at the City Commission Meeting when the Commission approved the mural with the City’s logo. She voted against it as she wanted the Board to have their last say-so. Co-Chair Schipper suggested providing a bulleted list with the Board’s suggestions. Public Art Consultant Dr. Flynn said not to suggest elements but rather ideas, framework, and concepts that the Board wanted to see. The Board should not dictate to the artist so much. Commissioner Davis said the mural did not show things like the Totor Dog statue and the weather vane. She would like a more cohesive feeling. Public Art Consultant Dr. Flynn explained why they had to make a decision soon. Board Member Aptakin felt that the mural could really represent any place in Florida. The Board would like the artist to come back one more time so they could talk about an updated concept. Public Art Consultant Dr. Flynn would see if the artist was available for the next PAAB meeting. Chair Sharaby arrived approximately 5:18PM and was made current as to what transpired. She questioned if the Commission approved this already, why was the Board doing this? Commissioner Davis said that she believed the Board was going to have their input before the final decision was made. She felt that the mural missed the mark regarding sense of place and wanted to see some Dania Beach elements. What they came back with was the logo on the mural. Board Member Kent recommended seeing mangroves, and Co-Chair Schipper mentioned magical and/or whimsical. Since the Commission thought the Board recommended the piece and they thought it was beautiful, they approved it. It technically was a done deal but if the Board had further recommendations, the City Commission would be open to hear them. As Attorney Lida was present, the Board asked him to present his agenda item. b) Public Art Collection Plaques: (Heard after City of Dania Beach Public Art Archive) Public Art Consultant Dr. Flynn showed pictures of some of the plaques. The type of plaque would depend on size and location of the artwork. There were many different options for QR Codes and Braille on certain types of plaques as well as indoor and outdoor plaques. Discussion ensued how QR Codes could be tampered with and an altered QR Code could bring a person to the wrong website. V. ADMINISTRATOR UPDATES a) City of Dania Beach Public Art Archive: (Heard after City Hall Garage Wall Art Installation Final Concept Review) Public Art Advisory Board Meeting - Minutes 3 February 26, 2024 Public Art Consultant Dr. Flynn displayed what the following Dania Beach web address would reflect - https://explore.publicartarchive.org/dania-beach-public-art/. It would show where the artwork was located, all documentation on the artwork, etc. VI. MEETING ADJOURNED As all business was concluded, the meeting was adjourned without objection at approximately 6:17PM.
