PUBLIC ART ADVISORY BOARD MEETING – MINUTES
REGULAR MEETING / NW CONFERENCE RM – CITY HALL

MONDAY, MARCH 18, 2024 – 5:00 P.M.
I. ROLL CALL
The meeting was called to order at approximately 5:07PM by Chair Sharaby. Board Clerk Larios called
the roll. Discussions/actions noted below were not limited to what was typed.

Motion was made by Board Member Kent to excuse the absences for both Co-Chair Schipper and Board
Member Gironda was seconded by Board Member Granett. Motion passed 5-0.
II. APPROVAL OF MINUTES
a) Approval of Minutes of the Public Art Advisory Board (PAAB) from the February 26, 2024
meeting.
Motion was made by Board Member Aptakin to approve the minutes of the February 26, 2024 PAAB
Meeting as typed was seconded by Board Member Granett. Motion passed 5-0.
III. PRESENTATION
a) Public Art and the Intersection with AI and Technology: Part 2
Joshua H. Lida, Esq. / Senior Associate, Shendell & Pollock, P.L.
This agenda item was heard after hearing New Project–Dania Beach Marina and City Anniversary under
Action Items below were presented.
Attorney Lida explained how crypto currency generally worked and other conversations could be why it
had value and why it was being used. He said a person just had to be cognizant of what they were doing.
He explained how transactions were handled and about smart contracts. Attorney Lida went over the first
transaction when a home was bought on the blockchain. He explained that blockchain simplified the buying
and selling of properties and smart contracts automate tasks such as verification of property information
and payment processing. Once the transaction was sent, it was processed and confirmed by the blockchain.
This technology was not just for real estate. It could be for a work of art or deed to a boat, etc. Instead of
paper records, the information was on a blockchain which showed the transactions. He then spoke about
how this was handled with art and with public art. Artists could use Non-Fungible Tokens (NFTs) to allow

collectors to invest in a share of the artwork. He said that even traditional art houses used this technology.
He further explained CryptoPunks and spoke about how to know when art was AI or when it was originally
done. The Board thanked Attorney Lida for his informative and interesting presentation.
IV. ACTION ITEMS
a) New Project: Dania Beach Marina
Public Art Consultant Dr. Flynn presented both action items. She spoke about art for the Dania Beach
Marina on the west wall. The wall art could be anything (e.g., mosaic, another mural, etc.) and today was
just for discussion. Community Development Director Norena said the Parks and Recreation Director
reached out to her about this project. The City had a new contract with a new marina company and would
like to show a fresh face as the marina would be more community engaged now. The new management
company was already in place and Parks and Recreation inquired if the PAAB would possibly do another
Call To Artist for this specific location. Dr. Flynn wanted to get some ideas and visions from the Board
and to see if they would suggest another mural or something else. Director Norena said the wall was flat
but round – a little curved. Chair Sharaby wanted to know where the funds for this project was coming
from and was told it would be from the Board’s funds. Dr. Flynn spoke about using poly if the Board
wanted to do another mural as it was removable. Director Norena wanted to know if it had to be a Call To
Artist or if they could use the artist roster they created.
Board Member Aptakin was answered about the location of the wall and Dr. Flynn asked if it was in a
lighted area. Director Norena answered that it had very little lighting due to turtle friendliness and lights
were being transitioned from white to amber. During turtle season, the pole lights provided by FPL would
have to be turned off. Dr. Flynn asked if the Board had a preference for mosaic, wall sculpture, poly tub,
etc. Board Member Goradesky said that poly tub cracked. It would be easier to paint the wall since it could
be painted over. Director Norena answered that Park and Recreation personnel thought maybe another
mural but it was completely up to the Board to decide what would be on the wall. We should get a consensus
if the Board even wanted to move forward with this project and discussion/comments followed. It was
suggested to think if this project would preclude the Board from pursuing another project they wanted to
do.
Dr. Flynn gave an estimate of what this might cost. Board Member Aptakin asked about traffic in that area
and Director Norena said it was currently peak season and during the week there was very little traffic.
However, it was Spring Break now till April and the beach was closed on weekends as there was not enough
parking, even with losing sand. She spoke about a new restaurant going in now and it should get busier.
She reminded the Board that new projects like this new restaurant contributed into the PAAB Fund.
Director Norena explained that the wall was not too tall but it was very long. It was suggested to use the
wall for advertising and tourists who go to the beach could get information about Dania Beach from the
wall. Board Member Granett thought Vito would be the kind of artist for that area. Dr. Flynn suggested
having three or four artists selected from the roster and not directly select one artist. Director Norena asked
Dr. Flynn how the Board would actually procure the artists. Board Members would look over their notes
when they were originally going through artists’ names and email who they would like to see on the list
and Dr. Flynn would pick out some names, including Vito. This would be presented to the Board at the
next meeting.
b) City Anniversary: Fall 2024
Board Member Aptakin was answered by Director Norena that the City was celebrating its 120 year
anniversary. Board Member Granett said the Main Gala was open to the public at no cost and ran from
November 2024 through November 2025. It was recommended that PAAB could propose ideas or be
involved with the celebration. Director Norena suggested sending an email to Nannette Rodriguez,
Marketing and Communications Director, to see what was planned so far and how the PAAB could

participate. An idea was suggested that maybe the PAAB could have their own public event and they also
spoke about different ways of presenting art.
Board Member Kent spoke about a Mini Gala in front of the mural area. Director Norena said that maybe
they could incorporate a dance with Dania After Dark. Board Member Granett spoke about the process of
archiving photos and that eventually everything would be in the digital system. Brainstorming continued
and suggestions such as having the PAAB and the Historical Society collaborate their ideas. Discussion
ensued about displaying pictures taken throughout the years with brief histories written about them and
exhibit those pictures in the City. When necessary, those pictures with their written histories could be easily
taken down and displayed elsewhere. Director Norena suggested where these photos could be displayed
temporarily. As Attorney Lida was present, the Board asked him to present his agenda item.

Removed from agenda and not discussed.
VI. MEETING ADJOURNED
As all business was concluded, the meeting was adjourned without objection at approximately 6:21PM.
