HomeMy WebLinkAboutR-2024-069 Craven Thompson & Associates, New Beach Restroom and Storage Facility ProjectRESOLUTION NO. 2024- A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING DESIGN ENGINEERING AND PROJECT MANAGEMENT SERVICES FROM CRAVEN THOMPSON AND ASSOCIATES FOR THE OCEAN PARK NEW RESTROOM FACILITY AND CONVERSION OF EXISTING RESTROOM FACILITY INTO A STORAGE FACILITY PROJECT IN AN AMOUNT NOT TO EXCEED FOUR HUNDRED SEVENTY THOUSAND SIX HUNDRED SEVENTY-TWO DOLLARS ($470,672.00); PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Public Services Department is requesting authorization to accept a proposal for design engineering and project management services from Craven Thompson and Associates for the Ocean Park New Restroom Facility and Conversion of Existing Restroom Facility into a Storage Facility Project (the "Project"); and WHEREAS, Craven Thompson & Associates was chosen as one of fifteen firms awarded a contract as an approved engineering consultant for continuing contract services by the City Commission on January 12, 2021, pursuant to RFQ No. 20-005 under Resolution No. 2021-007; and WHEREAS, Craven Thompson & Associates will provide engineering, project management, design plans, permitting, and bidding assistance services related to this project in an amount not to exceed Four Hundred Seventy Thousand Six Hundred Seventy -Two Thousand Dollars ($470,672.00), which proposal is made a part of and incorporated into this Resolution as Exhibit "A". NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMbIISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the above "Whereas" clauses are ratified and confirmed, and they are made a part of and incorporated into this Resolution by this reference. Section 2. That Craven Thompson & Associates is authorized to provide design engineering and project management services for the Ocean Park New Restroom Facility and Conversion of Existing Restroom Facility into a Storage Facility Project in an amount not to exceed Four Hundred Seventy Thousand Six Hundred Seventy -Two Thousand Dollars ($470,672.00). Section 3. That the City Manager and City Attorney are authorized to make minor revisions to the services Agreement as are deemed necessary and proper and in the best interest of the City. Section 4. That American Rescue Plan Act (ARPA) funding is available for this Project and shall be appropriated to Ocean Park Restroom and Storage Facility Project Professional Services Account No. 415-45-24-545-31-10. Section 5. That all resolutions or parts of resolutions in conflict with this Resolution shall be repealed to the extent of such conflict. Section 6. (CTA) is pleased to provide the following proposal for Civil, Survey, Geotechnical, Environmental, Architectural, Site Planning, Structural, Mechanical, Electrical, and Plumbing Design services and Project Management. The scope of work is for the design of a new proposed restroom facility at the north side of Ocean Park just north of the parking lot and to convert the existing restroom facility, if structurally feasible, to a storage facility. An initial structural task is proposed just to determine if the existing restrooms can be structurally reinforced to be converted to a storage facility. If it is determined to be feasible, additional architectural, structural, and MEP scope and fees will be needed and will be presented in a separate proposal. Our tasks to address the scope of work described above with the given information available is as follows: I. SURVEYING SERVICES 1.1 Topographic Survey (CTA Task No. 11020) Prepare an updated Topographic Survey of the parking lot and entrance roads for Dania Beach Ocean Park as shown in attached Exhibit "A". The Survey will meet current surveying requirements of the Board of Professional Surveyors and Mappers of the State of Florida, as outlined in Chapter 5J-17 of the Florida Administrative Code. The Topographic survey will include the recovery and/or setting of horizontal control monumentation relative to State Plane, Florida East Zone, NAD 83(90) HARN, in US survey feet, there will be no setting of boundary corners in conjunction with this survey. The Topographic survey will include location of aboveground visible improvements (i.e. buildings, pavement, slabs, fences, parking striping, trees, and utility features and a portion of the dune, lying within the existing areas marked in Exhibit "A". We will obtain sanitary and storm sewer rim elevations with pipe invert elevations including size and type of pipe with direction of flow, if visible, and not obstructed. Topographic elevations will be obtained at intervals sufficient for engineering design purposes. Elevations will be based on the North American Vertical Datum of 1988 (NAVD 88) and referenced to a Florida Department of Transportation or National Geodetic Survey benchmark. We will show the approximate Mean -High Waterline contour based on the elevation from FDEP and the Coastal Construction Control Line. The survey will be prepared in AutoCAD Civi13D, Version 2022 or higher drawing file format. The structural engineer will perform a site visit to evaluate existing conditions, visibly inspect the building, determine the existing foundation system for the building, and prepare a report that will outline the structural requirements and determine the scope of work necessary to convert the existing beach side restrooms into a storage facility. Acceptance This proposal and fee schedules are based on acceptance within 30 days of the date of preparation.
