We are fortunate in having available to us the services of James Sfevens,
rvho has been one of the active staff members of the E.O.C.G. Mr. StoneDirector of the E.O.C.G. has committed a gran+ of $3,000. to the Ci+yand perhaps more is available to help establish a position in the Cilyof Dania that will service the needs oufl ined above. I request permi;-
sion to employ James Stevens in this capacity and I feel that th6 Cilywlll benefit greatly from his experience,
The South Broward Hospital District is planning for the implementationof emergency medical service to the cifizens of Soultr Broward. lrle haveone rescue unit capable of handling this equipment at the present time.
It pobably will be next budget year before the two units would be nec-essary, however in anticipation of this shou ld the Cornmission endorsethe concept you should also authorize the advertising for a vehicleto install the emergency equipment in at such time as needed.
I have reviewed the pol:be manual prepared by Chief !r/il,l ls whichregulates conduct and operation in the department. l{e will havecopies of thls for you by the l4onday meeting. Request Commissionapproval of these deparfmental rules.

5 We have a serious problem of reading meters at approximately slxtylocations in the City due to fences and dogs. lt was not bad as
long as gates were un locked and left opened, however in so many insfancesthe $afes are locked and the dogs are loose in the yard. This makesis necessary to send a meter reader back again and again until wefind the owners home. Our ordinance 576 provides thit no meter may
be enclosed by a fence, ye+ these fence problems are lnherited from
years ago in many instances.
Solution of the problem could be one of the following and I requestfhe Commission fo set a policy for guidance in this matter:l. For a single family home, a minimum of $20. per month for waterand sewer could be established. Then no reading would be necessaryexcept possibly once a year, where no sewer lnvllved a monfhly mlnimumcharge shou ld be $15.2, A $5. charge for having a meter reader make an additional frip toread the meter after \',orking hours, generally when fhe owners are home.3. lf the person who has the fence and dog does not wanl to pay theabove charges fhen his alternate would be to make a jog in the ienceto mak6 the meter available for reading.

6 Request authorization to advertlse for bids for labor and maferial for
various streets and alleyts paving and resurfacing. Bids to includeunit prices on the following:
Requesf authorlzation to advertise for bids for the installation of 6"water line along S.E. frd Avenue between 4th and 7th Streef. This is
essential to make the loop in our system and prrbvide adequate volume
and pressure, The estimated cost is $12,850,
Request aufhorization to advertise for bids for fwo paddle ball courts.
These were authorized by the Commission in the budget.
Recormend H & H Crane service be arvarded contract for force laborfor fhe City as the low bid.

Recommendat ion and corments by +he City Manager on sewage package plant.
We are experiencing more and more problems from Vandalism and the dis-
carding of lrash at the boat parking area, Houston Park. We have foundthat there is an extensive use of vrater by fhe boaters in washing their
boats, but worse than this they fend fo leave the wafer running when theyleave. Approximafely 80S of the users of this facility are from out oftown. I request the Conrnissionrs authorization to set the charges for
non-residents, for the launching of their boats and the parking 6f theirtrailers at $1.0p or if the Commission would approve $1.50 per day.
Residents should be permitted to continue using the faci lity for the
present charge of 50G per day.
14. For the Commissionts informafion as well as the publicrs, we will begin. October 22 on a tota I clean-up of the City, We will begin in the
Malaleuca Gardens area in the first week, we will then move to the
N.E. section east of Federal Highway and north of Beach Boulevard, lhe
