Larry Leeds, Growth Management Consultant, revj-ewed with the
commission the guidelines relating to the concurrency ordinance and
Zoning ordinance regarding revisions to the schedule of t,ot. Yard.
Bulk and use Regulations that are expected to be heard for the second
public hearjng on February 27, 7990-
Mr. L.,eeds explained that the concurrency ordinance requires every
development ,t i"t i" going to add to the impact of an existinq site to
go thru a concurrency determination.
Mr. L,eeds explained that each site is dependent upon if jt has been
ptatted and during what time frame. If property has been. platted
LeLween March 20, LgTg and october 1, 1989, for aII practical
purposes, it would be considered vested and vesting is for five years
until 1995.
Mr. L.,eeds informed the Comrnission that for a development trying to
plat after October 1, 1989, the ordinance requires county or city
l-r"r...rr"y determination and if the county collected suitable impact
fees then iania would accept there reviey to save a per6on from going
thru the process twice.
Mr. t,eeds reminded Ehe commission about Dania being in a compact
Deferral area. compact Deferral prohibits development unless it falIs
within one of the exceptions of the ordinance or unless it qualifies
for some other alterrr"Li.r.. Exceptions includei DRI's. Single family
and one fanily dupl-exes, projects which received vested rights Lhat
are undervray ind projects- which are in. close proximity of a public
road which is soon to be completed for which there is a contract to
comprete within a certain tirne frame. If a particular project does
not fa1I into any of the exceptions, the concurrency Ordinance
provides for alternative methodg of demonstrating hoH roadway-.orr"r.."r.y can be obtained. One method is for the developer to
provide an Action Plan denonstrating alternative methods of
icconnodating his project within the roadway netxork'
Mr. Leeds said that this ordinance provides for the maximum nunber of
alternatives, the action plan for pendilg developmentg in the area,
and principle of equivilency. Mr. L,eed6 explained that principle of
equivilency is another way for property owners to meet concurrency
requirenenis for existing businesses in the entire city that want to
provide a neH devel,opment that will not generate any additional
impact.
Mr. Leeds expfained that he is attempting to apply to the County
and state to designate Dania as a "Redevelopment Area" and if
this desiqnation is approved, a change will have to be made to
the County I-,and tlse PIan. This designation would all-ow Dania to
issue buildi.ng permits with a lower fevel of roadway service than
is currently provided for in the Comprehensive P1an.
2- Dania Beach Parking Permits
Commissioner Cook requested the Co$mission revisit the ordinance
regardlng beach parking permits to possibl"y include property
oHners uho are registered voters that rent automobiles that live
here sj-x months out of the year. Commissioner Cook suggested
using a temporary sticker that could designate the time frame
they would be allowed to use it.
The Commissi,on agreed to consider amending the ordinance to
any automobile lease agreenent and that persons woufd sti11
to provide documentation according to the ordinance to show
they are property owners who reside here.

Commissioner Cook also informed the Commission of a decision that
Has nade by former City Manager Marant to allow city employees to
purchase parking permits at a cost of $5.00 and suggested this be
i-ncluded in the ordinance.
city Manager FIatIey informed Comrnissioner Cook that he has not
impfemented this procedure and that the only employees exempt
from purchasinq a permit are city lifeguards.
3. Discussion regarding the Dania Pier Lease
Don V. Streeter. Fishing Pier Complex, informed the Cornmission
that due to the increase in beach parklng from $-50 to $1-00 he
is requesting the Commission consider reducing his liability
insurance requirement from SL,000.000 to $500,000 coverage. to
enact a temporary percentage reduction in his gross incone that
would equal a 28.163t decrease and that the city reerect an
appropriate sign in a conspicuous place announcing the free
parking privilage for fisherman to assist him in his operatj-on at
the pier.
The Commission discussed the need for an isolation transformer
and planking repairs at the pier.
City Manager Flatley informed the Commission that the main
problem with the pending bill to establish a regional wasteHater
authority is relating to the voting power that has been given to
the City of Hollywood. Mr. Flatley suglgested that comments be
prepared to change the voting structure so that every citY be
given an equal voting opportunity and no one city would have the
majority vote and to change ambigui-ties within the bill.
Discussion followed regarding the possibility of usinq the
Florida League of Cities votinq formula for this bi11.

The Commission discussed. with Mr. Streeter, the need to cl-ean up
the Pier operation to promote a better appearance to help his
business.
The Commission had no problem with doing some electrical repairs
at the pier, to reerecting the sign for free parking and reducing
the liabllity insurance requirement to $500,000 for Mr. streeter.
Consideration of pending bill to establish a regional
wastewater authority.
The Comnission agreed that Dania should stand with other citiesto state that this bil-l is premature and that there are revisionsthat need to be worked out prior to this bill going to thelegislature.
This workshop meetinq was then adjourned.
