1 Brorrard Sheriff ' s office Contract:
a) Discussion of contract renewal
City Manager FlatIey reviewed a five year renewal
proposal to the BSO contract with the Commission and
menbers fron the Broward Sheriff's Office. City
Manager F1atley informed the Commission that Bso has
requested the City pay for one additional Communication
Operator and one Records Clerk. Discuseion continued
regardi.ng increased cost to salaries and the cost of
operati,ons.
I"larie alabalee, Deputy City Clerk/Finance Manager,
responded to Mr. FIatIey's request on the amount of
revenues received for ticketg given out by the
motorcycle policeman. Mrs. Jabalee stated that theCity has received about 20t under the budgeted anount.
Discussion continued regarding adding Cope Unit
services to the contract to assist Code Enforcementwith the problem of abandoned and demolished vehicles.
b) status of the Law Enforcement Trust Fund. Training
Funds and Police Impact Fees
City Manager FlatIey reported that before the BSO
contract the Law Enforcement Trust Fund started with
$88,707 and that $23,000 was received in cases pending
prior to the contract date. Mr. FIatley continued to
explain that the fund gained in interest and that some
money has been spent for legal fees, hurricane
shutters, computer and radar equipment and that the
totaL riqht now is $60.000.
c) District Commander
city Manager Flatley explained that the two candidates
selected to be interviewed by Dania for the position of
Commander for the Dania Branch of the Bso are Captain
Don Bowers and l,ieutenant Tom Carney.
Mr. FIatley informed the Conmission that after speakingwith persons who have xorked with these individuals andpeople in the community, he recommends L,ieutenant Tom
Carney to replace Di.strict Commander Ral-ph Hernandez
based on his outstanding achievements during his 14years with BsO and l-7 years in law enforcement.

The Commission chose not to interview Captain Don
Bowers as they felt that L,ieutenant Carney is f u1-J-yqualified for the position and that action wilf betaken at the March 27 regular meetj-ng.
2.Safe Ieighborhood District PIan
LJarry Leeds. Growth Managenent Consultant, explained tothe Commission that the Safe Neighborhood Distri-ct isthe same area designated for the Community Development
Block crant. Mr. Leeds explained the Iocation as
bounded on the North by Ol"d Griffin Road, East by FECRailroad from OId Griffin all the way to SheridanStreet, South by Sheridan Street, West at SW 12th
Avenue from Sheridan to Stirling and the C-10 Canalfrom Stirling up to O1d criffin.
Mr. Leeds explained key issues and concerns relatinq tolighting, criticat areas. abandoned structures, code
enforcement, community involvement. traffic and crimethat have been addressed in the Safe NeighborhoodDistrict P1an. Mr. I-,eeds reviewed the qoals.
objectives and policies that reflect the intentions ofthe Safe Neighborhood Advisory Committee in addressingthe key issueg discussed. Mr. Leeds expfained costestimates and an analysis of financial resources
demonstrating how the plan can be implemented.
Mr. L.,eeds encouraged adoption of this plan at theregular commission meeting on April 10th in order to
comply with state requlrements to receive the statefunds thru the Communj-ty BLock crant in order toinitiate this p1an.
3. Discussion on a continued pu.blic hearing (L,U-92-89) for aIand use plan change requested by ilohn Ligotti for property eastof SE 5th Avenue in the vicinity of SE 10 Street.
Mr. Donald Stone. Special Projects Coordinator IV.Office of Planning for Brouard County, explained thathe conducted a field inspection of the property locatednorth of Sheridan Street and east of SE 5th Avenue todetermine the environmental sensitivity of the land inthe event it is developed. Mr. Stone added his
comments relating to stormwater runoff being pre-treated, a conservation easement being pfaced upon theexisting wetlands. wetlands being donated to the Countyor being excluded from the Land Use Change Amendment inthe event that the Commission approves this land useplan change.
Mr. Adler informed the Commission that this Land userequest has been through the Local approval process andthat a resolution must be adopted approving the p1an.
The Commission agreed to continue the public hearing on
LU-92-89 for a land use plan change and to advertise itfor the regular commission meeting scheduled ApriI 10,
1990.

5- Conaideration of the Rholanda Higgs-R.ule pension board
Lelbership.
Commissioner Bertino explained that Mrs. Higgs-Rule waaadvised, by her attorney, not to attend meetings forthe Pension Board since she i.s having problems rithHRs. conmissioner Bertino stated that Mrs. Higgs-
RuIe's attorney felt that this could cause
embarrassment to the City so she did not attend
meetings.
Comnissioner Bertino continued to say that Mrs. Higgs-
Rule admitted 6he should have contacted the city
Attorney to determine if the City felt she should not
be attending meetings. He informed the Commission that
Mrs. Higgs-Ru1e wishes to remain on the board if theCity feels she can attend the meetinqs.
Commissioner Bertino also mentioned that Mrs. Higgs-
RuIe was not notified by the Pension Board about her
absences and that the Board should adopt an attendanceprocedure.
City Attorney Adl.er stated that the absence problem is
covered under Article 7, section 18-46 of the city
code.
The Commission decided to take action on Ehis item atthe next regular commission neeting of March 27, 7990.
This workshop meetinq was then adjourned.
