BSO, regarding the Graffiti problem in the City andrequested Lt. Freedman to address this issue. Lt. Freedman stepped forward to exprain the new Graf f i.ti creanupProject Program and efforts being made bo identify the gangmembers responsible for this crime so that they are made tocleanup the graffiti. Comnissioner Bertino stated that regufations regarding Lhisqraffiti issue wilI be implemented in the minimum houiingstandard ordinance presented by Commissioner Cook. 1REGUIJAR MEETING APRIL 24, 1990 1 *Dania DoHntol,n study by FIU Schoo1 of Desiqn Betty Hassett and Kimberly Mayo, students in the Masters Program of Landscape Architecture, Graduate School of Design at FIU, explained that Dania was chosen as a model for town planning due to Dania's sma11 town sca1e. historical significance and unique antique center. Ms. Hassett and Ms. Mayo described the factors used in preparing the design drawings presented to the Dania Downtown Development Commj-ttee. Mayor Mc Elyea thanked Ms. Hassett and Ms. Mayo for choosing Dania for their s tudy. City Manager Flatley commended Fred Johnson, Professor of the school of Design, Landscape Architecture at FIU and Mike Smith, Staff Coordinator for the Downtown Development Committee. for assisting in this project with FfU. PULLED FROM CONSENT AGENDA Items 1.5 and 1.7 CONSENT AGENDA Mi nutes 1.1 April 10, 1990 regular neeting- Reso1utions 1..2 City Attorney Adler read the title of the resolution approving lease renewal agreement between the City of Dania and Arcade Gaming II, fnc. and auLhorizing the appropriaEe cityofficials to execute said agreement; and providing for aneffective date. 1.3 City Attorney Adler read the title of the resolution approving agreement between City of Dania and Coastal TechnologyCorporation for engineering services relative to Dania FishingPier inspection. and authorizing the appropriate city officialsto execute said agreementi and providing for an effective date. 1.4 City Attorney Adler read the title of the resolution approving application for community development block grants for 1990-1991, between City of Dania and BroHard County; andauthorizing the appropriate city officials to execute saidapplication; and providing an effective date. 1.6 City Attorney Adler read the title of the resolutiondeclaring certain personal property as being obsolete and surplus and no longer needed for municipal purposes and further declaringthe intent of the City to self same. Ordinances (First Reading) L.8 City Attorney Adler read the title of the ordinance amendi.ngthe charter of the City of Dania to establish the position ofDirector of Utilities. A motion r.ras made by Commissioner Bertino, seconded by Commissioner Grace to approve the consent agenda as read by CityAttorney Adler with the exception of items 1.5 and 1.7. City Attorney Adler explained that the City obtained this property, aka/ Big Nassau Daddy's, 1506 S. Dixie Highway, thru foreclosure of a Code Enforcement Lien and that due to the extensive encumbrances on the property, he has recommended to declare this property surplus and se11. A motion was made by Commissioner Bertino. seconded by Conmissioner Cook to adopt the resolution declaring this property surplus to sell and to fix the minimum bid anount in theresolution at S25,000. PUBIJIC IIEARINGS AND CITHER RELATED MAITERS Building & Zoning 4.1, City Attorney Adler informed the Commission of a variancerequest (VA-o3-90) by Munther Alaiwat, peti.tioner, to redesign aparking 1ot in conjunction with the following: (a) allow construction of a 6' fence in an exterior side yard (maximum 4' allowed)(b) allow elimination of one parking space (12 spaces currently provided ) Munther Alaiwat stepped forward to explain that in an effort toincrease traffic in the shopping center, he wants to close theparking lot entrance presently on the westside and make a newentrance on the southside. Mr. Alaiwat also stated that he wantsto construct a 6' fence to aide in security. Mr. Sugarman stated that MEBA has attempted to accommodate theseviolations after moving the dumpsters four times. Mr. Sugarmanexplained that MEBA was finally sited for violating the zoningcode for operating an Off-site Trash Transfer Facility. Commissioner Bertino explained that he wilI be working with Commissioner Cook to include this issue in her minimum housing standard ordinance. Commissioner Bertino explained that measures will be taken to site the individuals responsible and that he will be working with Commissioner Cook to include this maintenance problem in her minimum housinq standard ordinance, 9.2 Vice Mayor Mikes explained that staff and director of the Environmental Quality Controf Board kept secret from Dania pertinent information on both the Multidyne Incinerator Site No. l which proposed the cleaning and washing of bio-hazardous materials transport vehicles at a public facility in Dania as well as the proposed sitingr of a second facility in an area pending annexation into Dania. Vice Mayor Mikes explained that this caused two Broward County Conmissioners to call for the resignation of the Director of the EOCB as they did not feel he was protectinq the health and welfare of the residents of Broward County. Vice Mayor Mikes made a motion, seconded by Commissioner Bertino to adopt the resolution requesting the appointed board members of the Broward County Environmental Control Board (BCEQCB) to provide new staff leadership at BCEQCB. The motion passed on the following rolf call vote: 9.3 City Manager Flatley informed the Commission that all revisions have been included in the Large User Raw water agreement between Broward County and the City of Dania and that it is ready for signature. Mr. Flatley explained that no action needs to be taken as this agreement was approved September 26, 1989 by resolution subject to the revisions that were made by the City Attorney and City Manager. 10.
