After the video presentation. Glenn Moris steppedforward to express his appreciation for winning thisaward and commended Faye l{alker, Leader of the DaniaGirl Scout Troop, along with the 20 girl scouts whorecently assisted him in planting drought-res i s tenttrees and shrubs at the new soon-to-be park on NW 14t.h way . City Manager Ffatley informed the audience and Commission that clenn Morris is a Board Member of theBroward County Soil & Water Conservation Board and thathe has recently obtained a Masters Degree in MarineSciences. Mr. Flatley commended clenn Morris for hismany accomplishments for and on behalf of the City ofDania and Broward County aside from his outstandingperformance as the City's Captain of the Lifeguards atDania Beach. clenn Morris commended Dania,s Management for theircooperation with the Broward County Soil & WaterConservation Board and Broward Make It Shine program. Mayor McElyea commended Glenn Morris on behalf of theentire Commission for his efforts. *"Take Pride In Dani a,,1. Dania Posse2. Swale Cleanup (Mayor McElyea ) Mayor McElyea informed the audience of two projectscalled the Dania posse and the Swale Cleanup that willbegin in July in cooperation with the Dania Commission.Mayor McEIyea explained that with regards to the SwaIeCleanup Project, he will purchase trash bags and offer50 cents for every baq filled ni,th swale trash tochildren participating in this program. 1REGULAR MEETTNG iILTNE 12, 1990 PRESENTATIONS 1 Commissioner crace commended Mayor McElyea for his cleanup ideas and commended the Commission for their efforts in doing something very positive for the City. City Manager Flatley added that the Dania Posse Program is funded by the Citizens of Dania and private business and reported that $400 has been raised with promises of S1,000 fron major businesses in Dania. Mr. Flatley mentioned that the Dania Posse consists of the Mayor, Commissioners and himself who will award T-shirts with the words "You and I Make Dania Beautiful" to individuals arrested for r^rorking on their property. Mr, Flatley nentioned that alf citizens are wefcome to become a part of the Posse. *Commander Carney, BSo, stepped forward to present a plaque, sponsored by Mr. Ronnie Mi11er of Mr. Clean Car Wash, to the individuafs that make up the Criminaf Investiqations Division of Dania for their accomplishments durinq the month of May. Commander Carney commended the foffowing individuals and reported on their accomplishments for the month; sgt. Pete Kronus, sst. Mike Menge. Det. 'fames Fondo, Det. Robert L,anderville and Det. Timmy Moran. Conmander Carney expressed his appreciation for beinggiven the opportunity to present this presentation and requested to conduct this presentation on a monthlybasis. The Commission aqreed to continue this program on a monthly basis and commended each individual . Ed E1we}l. Elwe1f Construction, 11-04 Nw lst Street. Ft. Lauderdafe, Florida stepped forward to explain that dueto hrater restrictions and other considerations. Va1ueRent-a-car decided to remove the idea of a reflecting pond at the entrance of the property. Mr. Elwel1 couldnot answer why he needed approval of a revised siteplan as he explained the original site plan approved bythe Commission did not show the reflecting pond. Commissioner Cook recommendation on asked Mr. Willthis request. will A11en, crowth Management Director.approval of this revised site ptan withto be added as sholJn. recommended sod and trees WilI Allen informed the Commission that the original,site plan approved by the Commission did not show thereflecting pond but that the landscaping plan attachedto the site plan did show the pond and that Mr. EIweIIhad to come before the Commission to obtain approvaL to remove this pond from his project. Commissioner Bertino expressed his opposit j-on toremoving the pond as he felt thls Hould enhance thebeauty of the building and property in that area. Mayor McE]yea expressed his concern for the four flagpoles shown on the site plan. A motion was made by Commissioner Cook, seconded byCommissioner Grace to approve this revised site plan asrequested by Value Rent*a-car with the understandingthat there will only be one flag pole and additionalsod and trees will be included as originally presented. 4REGUI-,AR IITEETING JUNE 12, 1990 City Manager Flatley informed the Commission that theother three vehicles wil-l be sent to a City that isholding an auction in an effort to obtain the bestprice possible. Mayor McElyea opened the public hearinq. Hearing no one speak in favor or opposition, the Mayor closed thepublic hearing. The motion failed on the following ro11 caII vote: 5.2site 9240 Vice-Mayor Mikes-no Mayor McElyea-no City Attorney Adler informed the Commission ofplan approval request for a warehouse building square feet by Frank Kunzig. Due to the petitioner not being present, Vice Mayor Mikes made a motion, seconded by Commissioner Bertinoto continue this site plan request by Frank Kunzig to the next regular meeting of June 26, l99O and requested more detailed plans be submitted reflecting plan numbers and dates. City Attorney Adler informed the Commission of request by the Florida Department of Transportation waive permit fee for storm drainage along Tigertail Road from Bryan Road to the C-10 canal. A moti-on was made by Vice Mayor Mikes, seconded by Commissloner Grace to deny this request. The motion passed on the follouing roll call vote: City Manager Flatley responded to Commissioner Gracetsinquiry that he will advise the Commlssion when hereceives information from the Department ofTransportation on when and how long Bryan Road witl beclosed for completion of this project i-n order toadvise Dania residents. 8. APPOINTMENTS 8.1 A moti-on was made by Commissioner Bertino, seconded by Commissioner Cook to nominate Tim McCtoudand BuIa Lair as fifth rnember alternate of the CivilService Board to be elected by the employees. EXPENDITURE REOUESTS-none 7. SPECIAI, REQUESTS 9 DI SCUS S TON 9.1 Vice Mayor Mikes advised the Commissi.on of aproposed hazardous materials incinerator to beconstructed on the south end of Port Everglades. ViceMayor Mikes explained that in addition to burninq bio-hazardous materials. which is being done by the Multi-dyne and Sani-med facilities further north in theCounty, this facility intends to burn up to 3 mill-ionpounds a month. Vice Mayor Mikes stated that thisfacility wiII not only qualify to burn bio-hazardous materi-af s but also hazardous materials in a number ofclassifications . Vice Mayor Mikes made a motion, seconded by Commissioner Bertino to advise Port Everglades ofDania's opposition to going forward with this proposedincinerator facility due to this bej,ng against the bestinterest of protecting the health and welfare of theresidents of the City of Dania. Commissioner Bertino suggested to go a step further andresearch 1egal recourse that the City could exerciseindependently of atI of the other agencies andindividuals i.nvolved and, if we can, to direct CityAttorney Adler to move forward. City Attorney Adler stated that he will prepare aletter to the City of Hollywood expressing oppositionto them issuing a permit for Port Everglades for this pro j ect . City Attorney AdIer informed the Commission that thehours for pick-up of qarbage is included in the Seacoast contract but not included in the City Code andsuggested an ordinance be prepared to add this to theCity Code . A motion was made by Commissioner Grace, seconded Commissioner Cook to prepare an ordinance statinggarbage pick-up service cannot begin until 7:00 aDania. by tha t m. in During Administrative Reports under iteu 11.2 for theCity Attorney, Commissioner Grace and Commissioner Cookwithdres this motion as they were advised by the cityattorney that it was not necessary. City Attorney Adler stated that he would have thisordinance prepared for the next regular meeting of ,June26. 6REGULAR MEETING JUNE 12, 1990 9.3 Commissi-oner Bertino reported that he and City Manager Flatley met with Senator Foreman sorne monthsago regarding the completion of the bikepath alongDania Beach Boulevard. Commissioner Bertino reportedthat Iegislative approval has been obtained for Daniato receive S50,000 from the State and the FloridaDepartment of Transportation possibfy paying anyadditional costs to complete thls bikepath. 9.4 On the subject of Modetlo Park, Commissioner Gracecomplained about the lack of proper management to thepark building, personnel attitude, lack of maintenanceand repairs to the pool , high costs to the families forthe summer program, needed playground equipment andproper spending of the $154,000 allocated thls year. Commissioner Grace expressed a need for this park to berun as a community minded operation and the need tolook out for the children and families who utilize thispark in that area. Commissioner Grace suggested a workshop group beorganized to insure the needs of the park are being metand to ensure that the staff working at the park arequalified and happy in their positions for the bestinterest of the chi ldren. City Manager Flatley recommended to meet hrith Commissioner Grace to discuss better communication andcoordination of the programs and repairs for the park. City Manager Flatley reported that there are equalbudget amounts for Modello Park and Frost Park of $154,000 each. Commissioner Cook mentioned that a few weeks back sherequested a price quote on extending the fence about 30feet on the northwest end and southeast end near theball parks along with repairing or replacing the dugoutnet at Modello Park. Commissioner Cook requested City Manager Flatley to look into these two items in aneffort to accomplish them in the very near future. Commissioner Grace also requested that renaming the diamond at Modello Park to Kit curry be discussed inthe Workshop Meeting. City Manager Flatley stated that he would get back to Commissioner Grace on scheduling thj.s workshop beforethe end of the week. Mrs. Mildred ilones stepped forward to express herconcerns for the needs at ModeIIo park and lnquiredinto the staff procedures at the Park. Mayor McBlyea reassured Mrs. .Iones that this issue willbe handled with the City Manager and Conmissioner Graceto resolve the problems at Modello park. City Attorney Adler stated that a ro11 call necessary as the Commission directed him to ordinance and a motion is not required. City Manager F1atley informed the audience thatdiscussion of Tigertail Park, located at Ravenswood andGriffin Road, will take place at the Workshop Meeting scheduled June l-9 at 7:30 p.m. and citizenparticipation is welcomed. 11.2 City Attorney City Attorney Adler stated that he will have the ordinance prepared relating to the garbage pick-up service time by the next regular meeting of June 26, 1990. is notprepare the Grace withdrew their motion 12. COMI'IISSION COITMENTS 12.1 Commissioner Bertino Commissioner Bertino commended Harrington and GertrudeHerr for celebratinqr their 65th wedding anniversary and expressed the positive i-mpact on the community. Commissioner Bertino expressed a need for having largehiSh 4 wheel drive vehicles available for rescue workers in the event of floods in the City in relationto hurricane preparedness. City Manager Flatley mentioned that this type ofvehicle $,as just purchased for the Fire Chief. Commissioner Bertino urged the public to be especiallycareful with their driving since school is being 1etout for the summer after Thursday. 12.2 Commissioner Cook Commissioner Cook reported on the beautifulkindergarten graduation ceremony that took place at the Camp Blanding Day Care Center on Sunday afternoon. Commissioner Cook commended Dorothy James and Barbara l,awson for their outstanding contribution to this ceremony . Commissioner's made on item 9 Cook and 2. Commissioner crace mentioned that there will be a voters reqistration drive being held on Saturday, ilune 16 from 9:00 a.m. to 4:00 p.m. at Robb's Barber shop, 602 NW 1st Street. Commissioner Grace read a graduation prayer for all of the 1990 graduating students in Dania. 12.4 vice Mayor Uikes vice Mayor Mikes reported that. at his request, the airport donated 14 trees that were going to be destroyed in relation to the creenbelt project in the Nautilus Isle area. vice Mayor Mikes confirmed thatairport workers. not Dania workers, were responsible for hitting a water line that caused a delay in water service being restored in that area. Vice Mayor Mikes informed the audience that he personally worked along with the PubIic works Department to repl-ant these trees in that area. vice Mayor Mikes informed City Manager Flatley that the sprinkler timer musL be fixed alonqt the walf to ensure the trees are properly maintained.
