1. Adoption of resolution entitled:
Clty Attorney Adler read the resolution in its entirety
as required by the City Charter and Section 200.065,
Florida Statutes, approving the proposed mi]lage rate
necessary to be levied for the fiscal year 1990-91; and
providing for a public hearing when objections thereto
witl be heard and questions concerning same wilf be
answered; and repealing all resolutions or parts of
resolutions in conflict herewith; and provlding for an
effective date.
Mayor McElyea opened the public hearing. Hearing no
one speak in favor or opposition, the Mayor closed the
public hearinq.
A motion was made by Commissioner

Anita Serpe, on behalf of the Chamber of Conmerce,stepped forward to request pre-fundinq by the Clty forthe project "cateway Dania',. Ms. Serpe explained thatthis project consists of usinq anti-graffili palnt topaint 115 pafn trees along each side of the biidge,s1/4 ml1e lonq interior wall on Griffin Road andexplained that letters 24" talf and 90, long willdepict "The City of Danla',. Ms. Serpe mentioned thatthis project is expected to position the City as the"Design and Antique Center of South Florida" andinvited Commission involvement on Saturday by drawingtemplets of the palm trees which uould then be paintedin by professional painters.
Kurt Ely mentioned that the design work will beconducted by the Chairman of the "Broward Make It ShineProgram" and that the Hork will be professionalfy
completed.
City Manager Flatley mentioned that the City would putthe money up front to fund this project and that theChamber plans to raise funds to reimburse the Citylater. Mr. FIat1ey stated that this project wiflcoincide with the two (2) days planned for the "FabricFair" at the Design Center of the Americas andexpressed positive benefit to Dania.

Harriet Colucci, Executive Vice president of theChamber. explained that the Chamber has beeninstrumental in assisting the Clty in reference to theannexation of the Ravenswood area by planning andorganizing meetings. Ms. Colucci explained that theChamber provldes social services for the Citv andassists residents on a daily basis.
Vice Mayor Mikes and Commissioner Grace concurred thatthe City of Dania does not have the funds for these

City up to donations to other organizations that also
do good things on behalf of the City.

Chamber is considered by the general public as beinq apart of the city and felt a need to contribute to this
orqanization as they are involved with doing municipaf
work.
Vice Mayor Mikes confirmed the City's position not to
donate to organizations in accordance with a resolution
adopted some years ago establishing that policy and
felt the Chamber is capable of providing their own
funding as they are tied directly to all businesses in
the City.

been appropriated to be used for capital purchases as
presented to the Commission on August 28 pending the

Vice Mayor Mikes expressed appreciation to Lhe Chamber of
Conmerce for their efforts on behalf of Dania and expressedpossible donations in the future when the City is in abetter financial position by givinq a1I organizations anopportunity to address the Commission.
A motion was made by Commissioner Bertino, seconded by
Commissioner Cook to request the Chamber of Commerce tobring back on a project basis and a budget on a project
basis of monies that they would want the city to fundto them for municipal services that they are providing
on behalf of the City that are considered of a positivenature to be helping the CiLy financially.

Commissioner Bertino clarified that his motion was made

the City and the Chamber.

b) Area Agency on Aging of Broward county
City Manager Flatley mentioned that the Area Agency on
Aging has requested the City donate their fair share of
$6.389.00 due to their serving 3,693 Dania senior
citizens. City Manager Flatley explained that this
agency receives federal funds and if Dania does not
contribute there would be no change in services to
these senior citizens.
Commissioner Bertino expressed his opposition to
donating to this organization a6 they do receive state,
county and federal funds pald from taxpayers to
operate.
Citizen A1 Spies expressed his view that the Federal
Government has cut funding to agencies like the Area
Agency on Aging which is why they are coming to loca1
governments for assistance.
Discussion continued on the taxing procedures that will
be utilized for the residentiaf and commercialproperties newly annexed into Dania.
A motion was made by Commissioner Grace, seconded by
Commissioner Bertino to deny this request by the Area
Agency on Aging.
