2. MOMENT OF SILENCE AND PLEDGE OF ALLEGIANCE
Mayor Ryan called for a moment of si lence followed by the Pledge of Allegiance to the United
States Flag.
3. PRESENTATIONS AND SPECIAL EVENT APPROVALS
3.1 Broward County Public Schools -School Board Member Daniel Foganholi -The
Future of our Schools -Sponsored by Commissioner James
Commissioner James reminded everyone of two upcoming community meetings to discuss the
future of our schools:
April 10, 2024 -6:00 p .m. Attucks Middle School
April 15 , 2024 -6:00 p.m. Collins Elementmy School
School Bom·d Member Daniel Foganholi spoke and provided the Commission with upd ates on
the schools in our community. Principal Janet Giancarli from Olsen Middle School spoke about
the achievements made at Olsen Middle School.
3.2 Mayor Frank C. Ortis, City of Pembroke Pines -Sponsored by Vi ce Mayor L ewellen
Vice Mayor Lewellen connnented that Mayor Ortis is unable to attend tonight. This item will be
on the next agenda.
3.3 FCCMA Honoring Dania Beach: Celebrating 75 Years of Connnission-Manager
Governance -City Manager's Office
Sarah Hannah Spurlock presented a certificate to the city for their 75 years of Commission-
Manager form of governance.
3.4 Stormwater Revenue Sufficiency and Discussion on Capital Funding -
Finance/Raftelis Financial Consultants
Chief Financial Officer Frank DiPaolo introduced the item and Raftelis Financial Consultants
provided a presentation on the stormwater rate study.
There was consensus to move forward with the analysis.
3.5 Special Event Application -Lauren's Kid's "Walk m My Shoes" -Parks and
Recreation
City Manager Garcia connnented that this has been reviewed and approved by all departments.
Commissioner James made a motion to approve the application. The motion was seconded
by Commissioner Salvino which carried unanimously on voice vote.
3.6 Special Event Application -Florida Mega Market -Parks and Recreation
City Manager Garcia connnented that this has been reviewed and approved by all departments.
Commissioner James made a motion to approve the application. The motion was seconded
by Commissioner Davis which carried unanimously on voice vote.
3.7 Request for Proclamation Approval -National Autism Acceptance Month -
Presentation to Dan Marino Foundation -April 7, 2024 -Sponsored by Commissioner
Davis
City Manager Garcia connnented that this has been reviewed and approved by all departments.
Commissioner James made a motion to approve the application. The motion was seconded
by Commissioner Salvino which carried unanimously on voice vote.
3.8 Retroactive Approval of Proclamation -Expression of Sympathy for Deborah
Sinnnons -Sponsored by Commissioner James
Commissioner Davis made a motion to approve the application. The motion was seconded
by Commissioner James which carried unanimously on voice vote.

5. ADMINISTRATIVE REPORTS
5.1 City Manager
City Manager Garcia presented her managers report and touched on the following topics:
Dania Cut-off Canal Resilience Project Grant
Dania After Dark on April 13 th -Blues and BBQ
Exploring two additional floors for the parking garage
Construction at Lucky Fish is moving along
Mars Pet Care certified City for pets until 2027
Employee armual report created by the Human Resources Department
CW Thomas Park
Schedule of time and costs for relocating the A.C. Frost House
There was consensus to move forward with CW Thomas Park.
5 .2 City Attorney
City Attorney Boutsis informed the Commission that the Form 6 lawsuit has been filed and gave
an update on the ongoing Code Compliance investigation of the Assisted Living Facility.
5.3 City Clerk -Reminders
City Clerk Riera reminded the Commission of the following upcoming meetings:
April 8, 2024 Budget Workshop Meeting-4:30 p.m.
April 9, 2024 CRA Board Meeting-5:30 p.m.
April 9, 2024 City Commission Meeting-7:00 p.m.
6. PUBLIC SAFETY REPORTS
Lieutenant Cooper gave an update on recent criminal activity in the city to include the an-est of a
first-degree murder suspect and provided an update on a homeless outreach situation that
resulted in a positive outcome. She noted that two new deputies will be graduating from the
academy tomon-ow and after additional training, will be coming to Dania Beach. She
introduced the nightshift supervisor, Sgt. Hernandez, to the Commission and staff.

Fire Chief Pellecer gave an update on call volumes and spoke about the car seat installation
training program that is being held at the station. He noted that the fire fighters have been
training at the City of Hollywood Fire Academy with the new recruits and asked for the
Commissions support on Consent Agenda item 8.5 -"Safer" Grant and thanked them for always
supporting the fire department.

THAT THE PROHIBITION AND ENFORCEMENT MEASURES CONTAINED IN THE
CODE COMPLY WITH CONSTITUTIONAL REQUIREMENTS FOR SUCH ORDINANCES
AS SET FORTH BY THE UNITED STATES COURT OF APPEALS FOR THE ELEVENTH

"PARKING AND STORAGE OF MOBILE LIVING UNITS", AND SECTION SEC. 105-140,
ENTITLED "RESTRICTIONS ON PARKING COMMERCIAL AND RECREATIONAL
VEHICLES IN RESIDENTIAL AREAS" TO CLARIFY THAT MOBILE HOMES OR

Commissioner James expressed her concern for repeat violations from vacation rentals and City
Attorney Boutsis responded that she will work with Community Development on providing the
information to the Manager for review.

13.1 Appointment of Director, Alternate and Second Alternate for Broward Leage of
Cities Board of Directors
Commissioner Davis commented that she would like to continue her role as Director.
Vice Mayor Lewellen nominated Commissioner Davis as Director. There was consensus for the
nomination.
Conunissioner James nominated Vice Mayor Lewellen as an Alternate and Mayor Ryan as
second alternate. There was consensus for the nomination.
13.2 158 Federal Highway -Discussion and Possible Action to Designate the Structure
Historic with Broward County -Sponsored by Mayor Ryan
Mayor Ryan explained that the city can apply to designate the structure as historic with the
County.
Commissioner Salvino commented on ra1smg funds to get the house relocated, the future
location of the house and finding grants and funding to assist with this project.
Mayor Ryan feels that there is a lot of support from the community, and they have already
received a $6,000 donation from those who attended the meeting tonight and he feels that the
City and Commission can assist in preserving the history of the city.
Vice Mayor Lewellen expressed her concern for the two possible locations of Frost Park and
next to the Women's Club. She is happy that the City was able to get more time and is happy to
assist with fundraising, but she is also concerned that this property is not the City's. The house is
on a property that is not the City's and if the City goes through the process of having it declared
historical, it will change the value of the property. The property owner has already indicated they
were trying to sell the property and that causes her to have legal concerns.
City Attorney Boutsis said she has spoken to the mayor about this, and Be1i J. Hanis would be
something to be concerned about in this location. It may be prudent to wait until the city has
gathered the money and is able to move it before doing the designation.
Discussion continued amongst the Conunission and there was consensus to enter into an
agreement to not demolish the home until the end of the year.
City Manager Garcia suggested staff will bring back some additional location options at the May
meeting and the Commission agreed.
Joanna Granett -450 SE 7th St, commented about meeting Mr. Giordano at another event and
she spoke to him about the AC Frost house and putting it into a plan.
13.3 Request to Use City Seal on Uniform vs. City Logo
Mayor Ryan commented that he would like the seal on shirts instead of the City logo.

After some discussion on the branding guidelines and use of the City seal and logo, there was no
action on this item.
14. APPOINTMENTS

15. COMMISSION COMMENTS
15 .1 Commissioner Davis
Commissioner Davis spoke about the updates at Olsen Middle School and is requesting
consensus from the commission to utilize $4,500.00 of commission contingency funds for their
promotional ceremony. Commission consensus was received. She is also requesting to utilize
$250.00 of her personal contingency funds to cover the cost of the 8th grade field trip for one of
the less fortunate students. Commission consensus was received.
15.2 Commissioner James
Commissioner James spoke about attending the Iftar dinner with her colleagues and learning
about different traditions and cultures. She said she listened to the workshops held by Broward
County Public Schools and urged the Commission and community to advocate for our schools in
Dania Beach. She attended a wreath making class held at C.W. Thomas Park and is requesting
the Parks staff to add those events on the Commissioners calendars so that they may stop by and
be a part of the events. She wished everyone a Happy Easter.
15.3 Commissioner Salvino
Commissioner Salvino requested to utilize $500.00 of personal contingency funds to assist the
Prestige Club with providing special popcorn for the Collins Elementary 65'11 Anniversary.
Commission consensus was received.
15.4 Vice-Mayor Lewellen
Vice Mayor Lewellen thanked her colleagues for passing the Ordinances that she sponsored and
commended City Attorney Boutsis for her assistance. She spoke about the Homeless Outreach
story that Lieutenant Cooper brought forward tonight and gave kudos to the Homeless Outreach
Team for everything they have done. She attended the Collins Elementary Parade and had a lot
of fun. She acknowledged City Manager Garcia for her 5 years of service to the City. She
requested to utilize $3,000.00 of her personal contingency funds to pay for the fees for the Coast
Guard Auxiliary to host boat safety classes at Frost Park. Commission consensus was received.
She wished eve1yone a Happy Easter.
15.5 Mayor Ryan
Mayor Ryan said Go Olsen Vikings, Go Dania Beach Dolphins, Go Collins Tigers, and he
wished everyone a Happy Easter.
