A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA PERTAINING TO ADVANCE APPROVAL TO
PROCEED WITH A BID ADVERTISEMENT FOR A PUBLIC PRIVATE
PARTNERSHIP FOR THE CITY CENTER REDEVELOPMENT PROJECT
CONSISTING OF A MIXED-USE DEVELOPMENT WITH PUBLIC AND
PRIVATE FACILITIES; PROVIDING FOR CONFLICTS; FURTHER,
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, during the past few years, the Dania Beach Community Redevelopment
Agency ("CRA") Board has, through Requests for Qualifications, sought interest from the
development community to redevelop in the Downtown City Center, specifically the City Hall
site; and
WHEREAS, previous Requests for Qualifications were not guided by an intensive
process of community engagement and stakeholder involvement and have not yielded an
actionable plan,proposal or agreement for redevelopment of the City Hall site; and
WHEREAS, at the February 26, 2018 CRA Board workshop the CRA Board expressed a
renewed desire to revisit, examine and evaluate the possibility of redevelopment of City Hall and
the site in general; and
WHEREAS, at the March 13, 2018 CRA Board meeting, the CRA Board after
discussion and consensus, agreed to move forward with a City Center Redevelopment Charrette;
and
WHEREAS, the CRA Board authorized the solicitation of a firm to facilitate a
community charrette and plan for redeveloping the City Hall/Downtown City Center site; and
WHEREAS, at the May 8, 2018 CRA Board meeting, the CRA Board approved an
Interlocal Agreement with Florida International University Metropolitan Center (FIU) for an
Economic Analysis and Community Charrette to serve as a guide and foundation for determining
the feasibility of and process for redevelopment of the City Hall/City Center site; and
WHEREAS, FIU completed the economic analysis and subsequently conducted a
Developer Focus Group and Community Charrette on July 10, 2018 and July 23, 2018
respectively, drawing over 130 residents, business owners and developers; and
WHEREAS, FIU was also tasked with completing a City Center Action Plan as part of
the Community Charrette Report and at the September 11, 2018 CRA Board meeting, FIU
presented the preliminary Action Plan to the Board; and
WHEREAS, on October 1, 2018, the CRA Board held a workshop to discuss the
finalized City Center Community Charrette and Preliminary Action Plan Report as presented by
FIU; and
WHEREAS, at the October 9, 2018 CRA Board meeting, the CRA Board adopted
Resolution No. 2018-CRA-020 accepting the City Center Community Charrette and Preliminary
Action Plan Report and authorizing the advancement of a public private partnership development
initiative for the City Center project; and
WHEREAS, at the December 11, 2018 City Commission meeting, the City Commission
adopted Resolution No. 2018-180 authorizing an agreement with the CRA and Colliers
International South Florida, LLC for Real Estate Brokerage and Lease Management Services
relating to the City Center Redevelopment project; and
WHEREAS, City staff along with CRA staff, has met with Colliers International South
Florida, LLC to prepare an Offering Memorandum as the Request for Proposal (RFP), a copy of
which is attached as Exhibit"A" and made part of this Resolution by this reference; and
WHEREAS, City staff believes it is in the best interest of the City to advertise the RFP
to market the City Center Redevelopment Project to developers;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH,FLORIDA:
Section 1. That the foregoing "Whereas" clauses are ratified and confirmed to be true
and correct and they are made a part of and are incorporated into this Resolution by this
reference.
Section 2. That the proper City officials are authorized to advertise a Request for
Proposals for a Public Private Partnership for the City Center Redevelopment Project, which is
attached as Exhibit "A", and made a part of and incorporated into this Resolution by this
reference.
Section 3. That all resolutions or parts of resolutions in conflict with this Resolution
are repealed to the extent of such conflict.

passage and adoption.

THE OFFERIN First
Redevelopment Summary for Public Private Partnership Offering
Colliers International, on behalf of the City of Dania Beach and the Community Redevelopment Agency (the City), is pleased
to present the opportunity to re-develop the approximately six and one half (6.5) acres City Center Site. The City is willing
to contribute the site as part of an overall Public Private Partnership ("P3") plan. The Site was recently appraised at
$12,310,000. The site currently consists of the existing City Hall Building of approximately 29,000 SF together with a 440
space parking structure that is able to be expanded to 660 spaces by adding two floors. The City is seeking to create a
new City Hall and commercial complex as part of an overall vision to stimulate development in the City's "Urban Core".
In addition to the existing City Hall, which would be demolished as part of the plan, and rebuilt on the site, the property houses
an existing fire station, and two small historic buildings, all of which the City believes can be relocated to other City owned
property leaving the majority of the site available for a complete redevelopment. The existing parking structure can be utilized to
serve the new City Center development. The County Library can stay as-is or be rebuilt on site as part of a government campus.
The City Center site is located a block west of the intersection of Dania Beach Boulevard and Federal Hwy (US1). The City
is seeking proposals for a "Re-imagined City Center" by qualified developer(s). The intent of the City is to encourage private
developers to use their entrepreneurial skills and financial resources to design and construct a variety of needed housing, retail,
restaurant, and entertainment venues and possible office space. The City believes that a new City Center would create and
stimulate a broader redevelopment of the entire "Downtown" Area and contribute to the Renaissance of Dania Beach. Under
the City's current City Center (CC) zoning regulations, using all available performance-based density bonuses and a maximum
allowable building height of 14 stories, and leaving the existing parking structure in place, the site could technically accommodate
approximately 1.4 Million square feet of new building space. This could allow a maximum residential development density of over
950 units to be designed and built in phases.
A new City Center Redevelopment should:
1) Jumpstart and stimulate redevelopment of the City's Urban Core.
2) Provide an open canvas to developers for a multi-year phased development plan.
3) Significantly advance the City's image and brand identity.
4) Advance the City's region-wide competitive position.
5) Address broader community and economic development needs and cultivate art and culture.

The Greater Fort Lauderdale beaches include 23 miles of sunkissed beaches and are also an an easy walk from many hotels,
restaurants and activities. The beaches, including Hollywood, Dania Beach, Deerfield Beach, Pompano Beach, Lauderdale-
by-the-Sea and Fort Lauderdale, are proud to have been continuously certified as Blue Wave Beaches by the Clean Beaches
Council of Washington DC since 1999. As the hidden gem of the area, Dania Beach is home to some of the prettiest and least
