HomeMy WebLinkAboutR-2025-003 Waive Competitive Bidding and Purchase Access Control and CCTV from ER Tech Systems Group,Inc.RESOLUTION NO. 2025-003 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE PURCHASE OF AUDIO AND VIDEO PRODUCTION AND BROADCASTING EQUIPMENT AND PROFESSIONAL SERVICES FROM ER TECH SYSTEMS GROUP INC. (D/B/A BROADCAST SYSTEMS), WITHOUT COMPETITIVE BIDDING AND WITHOUT ADVERTISEMENT FOR BIDS, UTILIZING GSA CONTRACT NO. GS07F173GA; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4, Subsection (j), authorizes the City Manager to purchase supplies, services, equipment and materials for the City government in amounts in excess of the established monetary threshold without competitive bidding and without advertisement for bids if he/she is authorized to do so in advance by a resolution adopted by the City Commission and if such purchases are made pursuant to a competitive bid obtained within the last eighteen (18) months by other government agencies, such as the federal government, state of Florida or a Florida municipality or county; and WHEREAS, the Dania Beach Code of Ordinances, Chapter 2, Article 1, Section 2-10, “Monetary thresholds for certain purchases and payment disbursement authorizations”, Subsection (a), sets the monetary threshold or limitation at $50,000.00; and WHEREAS, the City is seeking to replace and unify its current physical access control and CCTV capabilities; and WHEREAS, the IT Division has met with several vendors to obtain information and pricing on comprehensive access control and closed-circuit television (CCTV) systems; and WHEREAS, the City has obtained a proposal from ER Tech Systems Group Inc. (d/b/a Broadcast Systems) for the purchase of access control and CCTV related hardware, equipment and professional services to be installed at City owned facilities and locations throughout the City; and WHEREAS, the proposal is through a GSA Contract and was deemed by staff to be the most responsive and responsible, and provides for improved access control and CCTV capabilities; and 2 RESOLUTION #2025-003 WHEREAS, the City Administration recommends that the City Commission waive formal bidding and authorize the access control and CCTV System purchase in the amount of Four- Hundred Twenty-Seven Thousand One Hundred Forty Five and Sixty-Two Cents ($427,145.62) utilizing GSA contract pricing. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the foregoing “Whereas” clauses are ratified and confirmed to be true and correct, and they are made a part of and are incorporated into this Resolution by this reference. Section 2. That the proper City officials are authorized to execute the necessary documents for the purchase of an access control and CCTV system from Broadcast Systems exceeding the annual vendor threshold of Fifty Thousand Dollars ($50,000.00) under GSA contract no. GS07F173GA. Section 3. That the proposal totaling Four-Hundred Twenty-Seven Thousand One Hundred Forty-Five and Sixty-Two Cents ($427,145.62) is funded from Information Technology Fund Account No. 507-17-04-516-64-00, which proposal is made a part of and incorporated into this Resolution by this reference as Exhibit “A”. Section 4. That the City is authorized to exceed the proposal amount for minor changes to the scope or price increases, subject to the availability of funds. Section 5. That all resolutions or parts of resolutions in conflict with this Resolution shall be repealed to the extent of such conflict. Section 6.
