HomeMy WebLinkAboutR-2025-011 One Stop Aquatic Safety LLC - Piggyback Homestead for Pool Operations and Lifeguard ServicesRESOLUTION NO. 2025-011 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING AN AGREEMENT FOR THE PURCHASE OF POOL OPERATIONS AND LIFEGUARD SERVICES FROM ONE STOP AQUATIC SAFETY, LLC, WITHOUT COMPETITIVE BIDDING AND WITHOUT ADVERTISEMENT FOR BIDS, BY UTILIZING THE PRICING UNDER THE CITY OF HOMESTEAD, FLORIDA INVITATION TO BID (ITB) 202120 IN THE AMOUNT OF FIVE HUNDRED TWENTY-NINE THOUSAND SIX HUNDRED AND NINETY-SEVEN DOLLARS ($529,697.00); PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4, Subsection (j), authorizes the City Manager to purchase supplies, services, equipment and materials for the City government in amounts in excess of the established monetary threshold without competitive bidding and without advertisement for bids if he/she is authorized to do so in advance by a resolution adopted by the City Commission and if such purchases are made pursuant to a competitive bid obtained within the last eighteen (18) months by other government agencies, such as the federal government, state of Florida or a Florida municipality or county; and WHEREAS, the Dania Beach Code of Ordinances, Chapter 2, Article 1, Section 2-10, “Monetary thresholds for certain purchases and payment disbursement authorizations”, Subsection (a), sets the monetary threshold or limitation at $50,000.00; and WHEREAS, the City is seeking proposals from qualified firms to provide lifeguard and aquatics management services at the City’s pools located at PJ Meli Aquatic Complex and CW Thomas Park; and WHEREAS, the Parks and Recreation Department has obtained a proposal from One Stop Aquatic Safety, LLC for the services in the total amount of Five Hundred Twenty-Nine Thousand Six Hundred and Ninety-Seven Dollars ($529,697.00) utilizing pricing under the City of Homestead ITB No. 202120 entitled “Pool Operations and Lifeguard Services”, which proposal and piggyback agreement has been deemed by staff to be the most responsive and responsible and are incorporated by reference and attached as “Exhibit A”; and WHEREAS, the City Administration recommends that the City Commission waive formal bidding and authorize the procurement of the services from One Stop Aquatic Safety, LLC utilizing the City of Homestead ITB No. 202120 based on the staffing plan recommended by the Parks and Recreation Director. 2 RESOLUTION #2025-011 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the foregoing “Whereas” clauses are ratified and confirmed to be true and correct and they are made a part of and are incorporated into this Resolution by this reference. Section 2. That the proper City officials are authorized to execute the Agreement for the procurement of the services from One Stop Aquatic Safety, LLC under the City of Homestead (ITB) No. 202120, which Agreement is attached and incorporated by this reference as “Exhibit A”. Section 3. That the annual proposal amount of Five Hundred Twenty-Nine Thousand Six Hundred and Ninety-Seven Dollars ($529,697.00) shall be funded through the General Fund PJ Meli Aquatics Division Contractual Services Account No. 001-72-06-572-34-10, which proposal is attached and incorporated by this reference as “Exhibit B”. Section 4 That upon approval of this Resolution, General Fund Unassigned Reserves (Account No. 001-00-00-389-90-01) in the amount of One Hundred Seventy Seven Thousand Dollars ($177,000.00) will be appropriated to PJ Meli Aquatics Division Contractual Services Account No. 001-72-06-572-34-10, which consists of the amount needed to cover the cost of the new agreement with One Stop Aquatic Safety, LLC for approximately eight and one half (8 ½) months of fiscal year 2024-25. Section 5. That all services procured under the Agreement shall be pursuant to the terms and pricing provided under the City of Homestead ITB No. 202120, which ITB is attached and incorporated by this reference as “Exhibit C” and the total cost may change from year to year based on the actual staffing plan and pool operating schedule. Section 6. That all resolutions or parts of resolutions in conflict with this Resolution shall be repealed to the extent of such conflict. Section 7. That this Resolution shall be effective 10 days after passage. 3 RESOLUTION #2025-011 PASSED AND ADOPTED on January 14, 2025. Motion by Vice Mayor Salvino_____, second by Commissioner Rimoli_____.
