A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA, AUTHORIZING ENVIRONMENTAL, CIVIL
ENGINEERING, AND CONSTRUCTION ADMINISTRATION SERVICES
FROM CRAVEN THOMPSON AND ASSOCIATES FOR THE GRIFFIN
MARINE BOAT RAMP IN THE AMOUNT NOT TO EXCEED NINTY-SEVEN
THOUSAND SEVEN HUNDRED AND TEN DOLLARS ($97,710.00) AND TO
EXCEED THE ANNUAL SINGLE VENDOR PURCHASING POLICY OF
FIFTY THOUSAND DOLLARS ($50,000.00); PROVIDING FOR CONFLICTS;
FURTHER, PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Dania Beach Code of Ordinances, Chapter 2, Article 1, Section 2-10,
“Monetary thresholds for certain purchases and payment disbursement authorizations”, Subsection
(a), sets the monetary threshold or limitation at Fifty Thousand Dollars ($50,000.00) for a vendor
each fiscal year; and
WHEREAS, the Public Services Department is requesting authorization to accept a
proposal for environmental, civil engineering, and construction administration services from
Craven Thompson and Associates (CTA) for the Griffin Marine Boat Ramp (the “Project”); and
WHEREAS, CTA was chosen as one of fifteen firms awarded a contract as an approved
engineering consultant for continuing contract services by the City Commission on January 12,
2021, pursuant to RFQ No. 20-005 under Resolution No. 2021-007; and
WHEREAS, CTA will provide environmental, engineering, construction administration,
bidding, and close-out services related to this Project, and which this proposal is made a part of and
incorporated into this Resolution as Exhibit “A”.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1. That the above “Whereas” clauses are ratified and confirmed, and they are
made a part of and incorporated into this Resolution by this reference.
Section 2. That CTA is authorized to provide environmental, civil engineering, and
construction management services for the Griffin Marine Boat Ramp in an amount not to exceed
Ninety-Seven Thousand Seven Hundred Ten Dollars ($97,710.00).
Section 3. That funding for this project will be sourced from a grant provided by the
Florida Inland Navigation District (FIND), complemented by matching funds from the General
Fund. These funds will be appropriated to account No. 103-72-64-575-31-10.

Section 4. That the City is authorized to exceed the annual Fifty Thousand Dollars
($50,000.00) purchase threshold for a single vendor for fiscal year 2024/2025 and for all
subsequent fiscal years that the agreement is in place.
Section 5. That the City Manager and City Attorney are authorized to make minor
revisions to the services Agreement as are deemed necessary and proper and in the best interest of
the City.
Section 6. That all resolutions or parts of resolutions in conflict with this Resolution
are repealed to the extent of such conflict.
Section 7. That this Resolution shall be effective 10 days after passage.

Dear Ms. Yany,
The firm of Craven Thompson & Associates, Inc. (CTA) is pleased to provide the
following proposal for professional services for the above referenced project.
The specific scope tasks are as follows:
I. ENVIRONMENTAL SERVICES (Provided by The Chappell Group)
1.1 Prepare Permit Application
Prepare environmental resource permit applications to the U.S.
Army Corps of Engineers (ACOE), the Florida Department of
Environmental Protection (FDEP), and Broward County Resiliency &
Environmental Department (BCRED) to replace and expand an
existing boat ramp and install new floating docks for transient
mooring. Structural plans of the boat ramp to be provided by MUE
Engineers and the floating dock will be provided by the selected
manufacturer chosen by the design team. Prepare necessary
exhibits to be submitted with the applications.

1.2 Process Permit Application
Process environmental resource permits with the ACOE, FDEP, and
BCRED including responses to Requests for Additional Information
(RAI), revisions to plans, benthic resource survey verification with
agency staff, and coordination with Client and/or contractor.
Prepare correspondence letters to U.S. Fish and Wildlife Service and
Florida Fish and Wildlife Conservation Commission if
necessary.

1.3 Prepare SFWMD Right of Way Permit Application
Prepare right of way (ROW) permit applications to South Florida Water Management
District (SFWMD) for construction of the seawall, marginal dock and floating docks.
Attend preapplication meeting with SFWMD staff prior to submittal of application to
discuss ownership and plans.

Process SFWMD ROW permit applications including responses to Requests for Additional
Information (RAIs), revisions to plans, and preparation of exhibits.

1.5 FIND Grant Application
Preparation of the application for Waterways Assistance Program (WAP) grant with the
Florida Inland Navigation District (FIND) for the construction (Phase II) of boat ramp
improvements including presentation to the commission for approval. Attend FIND board
meeting in Cocoa Beach and assist City with presentation and question and answer
session. Coordination with FIND staff for processing application and providing necessary
documents for approval. Prepare cost estimate with city staff to develop the grant request
amount that is sufficient to cover cost of construction, bidding, and construction
administration.

**This proposal does not include impacts to benthic resources, mangroves, mitigation, processing
sovereign submerged lands lease or variances with the local municipality. If these services are required

▪ Review and responses to RFIs related to clarifications related to the structural items
indicated on the structural construction documents, structural design errors and
omissions).
▪ Structural review of submittals (including up to one re-submittal per submittal)
related to structural components indicated on the structural construction documents
▪ Attending virtual OAC meetings during construction on an as needed and scheduled
basis.
▪ Up to 2 engineering site visits during construction.

IV. CONSTRUCTION ADMINISTRATION – CIVIL ENGINEERING
4.1 Civil Construction Phase Services (CTA Task No. 33120)
▪ Attend Pre-Construction conference meeting
▪ Prepare Meeting Minutes for Pre-Construction Meeting.
▪ Review and process shop drawings.
▪ Perform general site inspections/reviews as required to determine in general if the
work is being performed in a manner that when completed will be in accordance with
the contract documents. Inspections will be part-time, approximately three (3) hours
per day, three (3) days per week for a Senior Supervising Engineer with an anticipated
construction schedule of six (6) months to complete construction of all utilities and
paving.
▪ Take photos of construction activities during site visits.
▪ Review change order request and provide professional opinion of request to City
project manager (if required).
▪ Prepare Change Order on City change order format (if required).
▪ Negotiate change orders on behalf of the City (if required).
▪ Substantial and Final walkthrough with Contractor, Client, and regulatory agencies.
▪ Prepare final punch list and follow-up.

4.2 Project Final Certification (CTA Task No. 31125)
▪ Review as-built information (for approval) provided by contractor’s Registered
Professional Surveyor.
▪ Process as-built drawings through applicable governmental agencies based upon
engineers approved as-built information provided by contractor’s Registered
Professional Surveyor. This does not include field survey services.
▪ Prepare Statement of Substantial Completion of Construction and project close-out
documents.

Acceptance
This proposal and fee schedules are based on acceptance within 30 days of the date of preparation. If not
accepted by you within that time period, we reserve the right to re-evaluate the terms and conditions
contained herein.
The above will be subject to the terms and conditions specified in the Contract Documents. If the
proposed work and fees contained herein are agreeable with you, please provide a Purchase Order and a
Notice to Proceed.
