DiPaolo, Chief Financial Officer SUBJECT: Fiscal Year 2022-23 Investment Portfolio Update by Public Trust Advisors Request: Presentation of Fiscal Year 2022-23 Investment Portfolio Update by Public Trust Advisors, the City's investment advisor. Background: Public Trust Advisors has been the City's investment advisor since 2022. The City initially invested $60 million in two distinct portfolios of $30 million, with strategies that provide for a 1- 3 year and 1-5 year time horizon, resulting in slightly different portfolio yields. Fiscal Year 2022-23 is the first full year of the portfolios and Public Trust Advisors has been invited to discuss the performance and the relationship with the City of Dania Beach. Garcia, ICMA-CM, City Manager VIA: Ashley Vlasic, Special Events Manager SUBJECT: Special Events Application Request for Blue Ridge Holiday Tree Sale November 20, 2023 - December 28, 2023 Request: A Special Event is requested by Kevin Blakeman on behalf of Blue Ridge Tree Farm to host their annual holiday tree sale beginning Tuesday, November 20, 2023, through Thursday, December 28, 2023. Background: The requested event will be held at the Community Bible Church located at 4650 SW 30th Ave. Dania Beach, FL 33312. This is a free event that is open to the public and anyone who wants to purchase a holiday tree. The event consists of a large tent set up in the parking lot for the display of the holiday trees. Recommendation The Parks & Recreation Department is recommending that the City Commission approve the special events application request with the conditions noted above. In Memory of Mayor Shirley Gibson City of Miami Gardens WHEREAS, the City of Dania Beach expresses its deepest sympathy on the passing of Mayor Shirley Gibson, a pioneering leader and dedicated public servant; and WHEREAS, Mayor Gibson was a founding member and the first Mayor of the City of Miami Gardens and served as Mayor from 2003 until her term ended in 2012; and WHEREAS, incorporated on May 13, 2003, the area formerly known as Carol City became the City of Miami Gardens, the 33rd municipality incorporated in Miami-Dade County, and Florida’s largest Black majority city; and WHEREAS, Mayor Gibson graduated from St. Thomas University with a B.A. in Criminal Justice and an M.A. in Pastoral Ministries. Mayor Gibson served as a Miami-Dade County police officer for seventeen years; and WHEREAS, Mayor Gibson was a champion for Miami Gardens, she worked tirelessly to instill a sense of pride in the city. She devoted herself to making Miami Gardens more than a pass-through city bringing development and new businesses. Her efforts were visible in community cleanups, road improvements, and enhanced landscaping. She was driven by a desire to see tax dollars used effectively for the community's benefit; and WHEREAS, Mayor Gibson's vision lives on in projects such as Jazz in the Gardens and Miami Garden's City/University Partnership, an initiative providing courses and training to help city residents upskill and improve their economic mobility; and WHEREAS, the passing of Mayor Gibson marks the end of an era for a woman who dedicated her life to uplifting her community and advocating for self-determination. She will be deeply missed. NOW, THEREFORE, on behalf of the Dania Beach City Commission, I, Archibald J. Ryan, IV, Mayor of the City of Dania Beach, Florida, do hereby proclaim October 24, 2023 as: Mayor Shirley Gibson Day in the City of Dania Beach and do extend our sincerest condolences to her family. ATTEST: ELORA RIERA, MMC ARCHIBALD J. RYAN, IV CITY CLERK MAYOR Broward’s First City WHEREAS, Deputy David Wilson has faithfully served the Broward Sheriff's Office for 31 years. He began his career with the Sheriff's Office in 1992 after graduating with a Criminal Justice degree. Deputy Wilson attended the Corrections Academy and worked at the Main Jail and the North Broward Detention Center until 1997. After leaving the jail he attended the police academy with the Broward Sheriff's Office for the Department of Law Enforcement; and WHEREAS, after graduating from the police academy, Deputy Wilson was assigned to the Deerfield Beach District where he served that community for 10 years. After serving for 10 years, Deputy Wilson applied for and was selected to join the prestigious Sheriff's Office Motor Unit where he successfully completed the grueling motor school course. Upon completion, he was assigned to the Dania Beach District in 2008 where he has remained in service as the only motorman in Dania Beach; and WHEREAS, Deputy Wilson’s assignments in Dania Beach include covering all school zones within our city, assisting our pedestrian children going to and from school, speeding enforcement throughout the city, and issuing citations and warnings to educate the motoring public to make Dania Beach's roadways safer. Deputy Wilson also handles traffic crashes throughout the city and investigates all hit-and-run investigations in Dania Beach; and WHEREAS, Deputy Wilson also takes part in planning all special events relating to traffic to give his professional opinion of traffic-related issues. We sold 625 beer tasting tickets, making this a “Sold Out” feature of our event. We will increase the ticket sales for next year as we could have sold 100-200 more. The Casino at Dania Beach was our platinum sponsor at $25k and Memorial Health came in at $5k. The $30k sponsorships truly boosted our event and we are very grateful to our partners! As our D.A.D. events grow in popularity, we will seek and receive additional sponsorships. Thank you to Director Eric Brown, Deputy Director Cassi Waren, Special Events Manager Ashley Vlasic, our Parks and Recreation Team, Director Fernando Rodriguez, Deputy Director Dincer Ozaydin, and the entire Public Services Team. Additionally, the promotion and marketing of this event was outstanding due to the efforts of Communications Director Nannette Rodriguez! An all around remarkable “Team” contribution by so many members of our City staff. We had a week of preparation and execution on a multitude of planned and unplanned details and events in our City such as the Peace and Prayer event, the Senior Leadership Summit, the Employee Picnic, and D.A.D. Our BSO Law Enforcement Team ensured everything occurred without incident. Additionally, our BSO Team ensured that all Hebrew schools and Jewish places of worship including our Holocaust Museum were protected and significant proactive measures were implemented and carried out in our City. Thank you to Chief Tarala, Deputy Cooper, and the entire BSO Team. Our second annual Leadership Summit occurred on Wednesday October 11th where 18 members of our Senior Team participated in a 5-hour educational and interactive session planned by our Director of Human Resources and her Team. We focused on the Art of Critical Conversations and the pillars of The Four Agreements. The “Pioneer,” our newly created resident newsletter, will go out the first week of November. Our goal is to do a biannual newsletter with the next one going out in April. We are set and ready to go with a truly amazing Fall Festival event at C.W. Thomas Park on October 27th from 5-8 p.m. Thank you to Memorial Healthcare System for being our sponsor. We are very excited to commence Phase 2 of our City-wide Landscaping and Beautification Plan as we move towards enhancing the area east of 95 on Griffin Road and Federal Highway and other key thoroughfares in our City. On October the 12th we met with the VP of NSU and key members of the NSU team. Parks and Recreation Director Brown and Deputy Director Waren joined me. We are moving forward exploring the possibilities of a partnership bringing collegiate women’s rowing to our City. We will keep you posted once the assessment is complete. Our second annual State of the City Address dinner and recognition ceremony will take place on November 9th at Le Meridien Hotel. Mayor Ryan will reflect on our rich history as well as elaborate on the current and future plans for our great City. Our next Dania after Dark will be Saturday, November 11th from 6-9 p.m. You don’t want to miss it! Garcia, ICMA - CM, City Manager FROM: Jason Tarala, Captain/Chief - Broward Sheriff’s Office RE: Dania Beach Monthly Memo to City Manager – September to October 2023 Below are the Monthly Crime Reports for part 1 crimes from 9/15/2023 to 10/12/2023: Notable Increases/Decreases When compared to the previous month: • Overall, part 1 crimes continued to decrease – an additional 25%. • Auto thefts (vehicle, motorcycle, & other) decreased from 28 to 15 – almost a 50% decrease. • Vehicle, residential, business, and structural burglaries all decreased. Overall, experiencing a 30% decrease. • Robberies increased, from 4 incidents to 11. It should be noted, the armed car jacking incident is still being investigated to determine its validity. • Overall, thefts decreased. Retail thefts decreased from 26 to 9. In Dania Pointe, retail thefts drastically decreased from 14 to 2. • Theft of motor vehicle parts increased from 8 to 14. Total Arrests • 39 arrests made by Road Patrol • 17 arrests made by the Crime Suppression Team • 21 arrests made by Criminal Investigations Notable Arrests and Seizures • A suspect was arrested for authoring and sending text messages threatening to injure and kill the victim. • A customer of Sprouts Farmers Market stole numerous items. As she was leaving the store, she threw several glass bottles at employees and pointed a handgun at them. She was arrested and charged accordingly. • A repeat offender was arrested for felony petit theft after stealing shoes from Shoe Carnival. • Two suspects were arrested for stealing almost $900 worth of products from Ulta Beauty. Both suspects have an extensive history of stealing from Ulta’s in the tri-county area. • A golf cart was purchased, then later, the money fraudulently returned to the buyers. Two suspects were arrested for defrauding Broward Electric Car & Equipment • An out of state resident was arrested for stealing the victim’s identity and using it to rent out a townhouse. A criminal history check revealed the suspect stole numerous other identities and fraudulently rented properties in four other states. 9/15/2023 – 10/12/2023 77 • A suspect was identified and arrested in reference to a shooting that occurred in College Gardens in August. Suspect used an assault rifle and when placed into custody the rifle was in his possession. Suspect was charged with attempted murder amongst other felony charges. • Suspect was arrested for an Agg Assault with a firearm after displaying a firearm at a couple after an argument over jumper cables. Proactive Enforcement Initiatives The Crime Suppression Team (CST) conducted a residential search warrant on a subject responsible for repeatedly selling narcotics in Dania Beach. The search yielded 68 grams of cocaine, along with a firearm. CST also sought out two dangerous felons that frequent Dania Beach. One suspect had an active warrant for committing a strong-armed robbery at the Ideal Food Basket. He is a key “person of interest” in numerous other robberies throughout Broward County and was successfully taken into custody. The other suspect was wanted for sexual battery and false imprisonment (that occurred in Dania Beach). He was found to be in possession of a large amount of cocaine, oxycodone, ecstasy, methamphetamine, and marijuana at his time of arrest. Additionally, CST completed 14 other arrests along with another seized firearm. Broward Sheriff’s Office Dania Beach District implemented our Incident Action Plan. It details our operational plan for all our religious institutions, and locations identified as security risks or vulnerable targets needing increased BSO presence. We conducted checks to include stationary positions during the weekend for payer services at all Jewish centers including the Holocaust Museum. Myself, Lieutenant Cooper and Mayor AG Ryan visited the Israeli collection supply location as well as the AICP Islamic Center and spoke with the Shaykh to provide safety and security and meet his congregation. Motors/Commercial Vehicle Enforcement BSO’s Regional Traffic Unit, with the assistance of Dania Beach’s Motor Unit, concentrated their enforcement along SE 5th Ave, focusing on rush hour traffic. Their efforts generated 40 tickets and violations. Additionally, from 9/20/23 to 10/4/23 a traffic study was conducted at the same location for the northbound and southbound lanes of traffic. To summarize the analysis of the Northbound traffic, a total of 41,648 vehicles were captured, and the percentage of vehicles traveling over 15 mph the posted speed limit was 4 percent of all vehicles. To summarize the analysis of the Southbound traffic, 44,381 vehicles were captured, and the percentage of vehicles traveling over 15 mph the posted speed limit was 0.6 percent of all vehicles. The analysis concluded that the majority of all vehicles were traveling within the posted speed limit, and those vehicles that were speeding were within 10 mph of the posted speed limit. • Additional deputies conducted traffic enforcement in various school zones, resulting in another seven citations. • Due to an increase in traffic crashes along Federal Hwy and Dania Beach Blvd, additional patrols and traffic enforcement initiatives have been organized. • Pedestrian and vehicular traffic continues to be strictly enforced near the Brightline and Tri-Rail train tracks located at Griffin Road/I95 and Dixie Hwy/Phippen-Waiters Road. Homeless Outreach Team • Continuous efforts are underway to seek long term care and housing for Timothy Collins, the disabled, homeless man that frequents Happy Family Food Market. Currently, a second petition for an ex-parte order was recently submitted. A status hearing has been scheduled for October 17th. As advocates of mental health awareness, Vice Major Lori Lewellen and Florida House Representative Hillary Cassel are sharing in these efforts. Detectives are also investigating the possibility that Timothy’s disability checks are being siphoned by another family member. • Two separate clean ups were organized and conducted for the homeless encampments at the 700 block of Phippen-Waiters Road. • 7-Eleven (1554 S Federal Hwy) and the surrounding area, continues to be a focal point for high visibility enforcement and directed patrols for loitering Neighborhood Support Team (NST) Follow-Up/Directives/Initiatives High Holiday (Increased Patrol) – September 16, 2023 – Increased patrol was conducted of all Jewish Centers & Synagogues due to the High Holiday. Dania Beach Clean-up – September 16, 2023 – Participated in the Dania Beach “Beach Clean-Up” which was sponsored, in part by Coca-Cola.
