INDIVIDUALS WHO WISH TO MAKE ANY “CITIZEN’S COMMENTS” UNDER THAT PORTION OF THE CITY COMMISSION
AGENDA, OR WHO OTHERWISE WANT TO ADDRESS THE CITY COMMISSION, MUST FIRST BE REGISTERED WITH THE CITY
CLERK (FORMS ARE AVAILABLE OUTSIDE OF THE CITY COMMISSION CHAMBERS AND MUST BE GIVEN TO THE CLERK
BEFORE THE MEETING). OTHERS WHO WANT TO ADDRESS THE COMMISSION ON ANY MATTERS MUST FIRST BE

Addressing the Commission: A thirty (30) minute "Citizen Comments" period shall be designated on the agenda for citizens and
interested persons to speak on matters whether or not scheduled on that day's agenda. Individuals wishing to speak on a matter
not included on the "Public Hearing" section of the agenda, which matter pertains to an item before the City Commission which
requires a decision of the City Commission, may do so by signing in and submitting a form to that effect with the City Clerk prior
to the meeting. Speakers at Public Hearings shall also submit such a form. Each speaker shall be limited to 3 minutes for his or
her comments. If more than ten (10) speakers express a desire to speak, the Commission shall determine on a meeting by meeting
basis whether to (a) extend the time allotted for citizen comments to accommodate all speakers, or (b) whether to limit the number
of speakers or amount of time per speaker. A speaker's time shall not be transferable to another speaker.

WHEREAS, each year, Women’s History Month offers an important opportunity for us to shine a light on the extraordinary
legacy of trailblazing American women and girls who have built, shaped, and improved upon our Nation; and
WHEREAS, American women have led movements for social and economic justice, made groundbreaking scientific
discoveries, enriched our culture with stunning works of arts and literature, and charted bold directions in our foreign policy.
American women of every race, class, and ethnic background served as early leaders in the forefront of every major progressive
social change movement; and
WHEREAS, American women have played and continue to play a critical economic, cultural, and social role in every sphere
of the life of the Nation by constituting a significant portion of the labor force working inside and outside of the home; and
WHEREAS, the 2024 theme, “Women Who Advocate for Equity, Diversity, and Inclusion” honors women who understand
that, for a positive future, we need to eliminate bias and discrimination entirely from our lives and institutions; and
WHEREAS, women influential in Dania Beach’s history, such as E. L. (Vera) Hill (the first female elected to the Dania Beach
City Commission and the first female elected mayor), Leola Collins (community educator with Collins Elementary named after
her), Mildred Jones (community activist), Rose Lizana (Publisher of Dania Beach Press), Ana M. Garcia (the first female City
Manager), Eve Boutsis (the first female City Attorney) current female elected officials Vice Mayor Lori Lewellen, Commissioner
Joyce L. Davis, and Commissioner Tamara James are just a few of the great women who helped change and shape the landscape
of this great city; and
WHEREAS, it’s appropriate and fitting to recognize the Dania Woman’s Club during Women’s History Month. The club was
founded in 1907 and was known as the Dania Ladies Improvement Society. Later, thirteen ladies were recognized as members
of the Dania Civic Woman’s Club and had their first organizational meeting on July 18, 1923. The pioneering Mrs. Ivy Stranahan
was their advisor. The club’s name was changed to the Dania Woman’s Club so they could join the County Federation of
Woman’s Clubs. Mrs. K. Wilkinson was elected as the first president. The Dania Woman’s Club is the oldest Woman’s Club in
Broward County and to this day continues to thrive as a vibrant woman’s organization that works to benefit the Dania Beach
community. The current president is Ms. Jessica Lizana; and
WHEREAS, during Women’s History Month, let us honor the accomplished and visionary women who have helped build
our country, including those whose contributions have not been adequately recognized and celebrated. And let us pay tribute
to the trailblazers from the recent and distant past for daring to envision a future for which no past precedent existed, and for
building a Nation of endless possibilities for all its women and girls.
NOW, THEREFORE, on behalf of the Dania Beach City Commission, I, A. J. Ryan IV, Mayor of the City of Dania Beach, Florida,
do hereby proclaim March 2024 as:

As I write my manager’s report to you, the below report is official! We are extremely pleased, and I will
continue to be in communication with Rana Brown and the members of the Ron Book Team. Please note
that the below is not in the budget until the Governor signs the budget. Our success in Tallahassee
during these past 5 years has been of historic proportions averaging $1 million plus per year.
Speaking of our success in Tallahassee, we were awarded $200k for Mullikin Park in 2022. The design for
this park project is 75% completed and we are targeting June as the date for the next step; invitation to
bid.
As of Wednesday, March 6th at 10:00 a.m., more than 500 tickets for the Beer, Wine and Spirits
sampling had been sold for our Dania After Dark Wine and Seafood Festival. As a reminder, this event
has no cover charge and has free entertainment, live music, and free activities for the entire family. We
will provide details post event. We will continue to assess via surveys, and or other feedback from our
community, as well as conversations with all of you and our special events Team.
The demolition of IT Parker is completed. We have a targeted completion/ribbon cutting date of
October 2024. Time frames are subject to change due to unforeseen circumstances.
I am happy to report that the covered shade area on the north side at Mildred V. Jones Park has been
completed.
Several months ago, our Parks and Recreation Director presented all the Dania after Dark events for
Fiscal Year 23-24 that commenced with Oktoberfest this past October.
Our special events and marketing team, working closely with all departments and the Manager’s office
has been focusing on a calendar (see included as back up) that augments and enhances existing events,
adds new events per your recommendations and includes upcoming ribbon cutting events as well. As we
have discussed, the aforementioned activities will culminate in our 120th Celebration Party this
November 2024 where our entire community will be able to attend/ participate at no cost to them. The
details and funding of many of these events are still to be determined, particularly new requests in Fiscal
Year 23-24 (Gala that we have added for September 2024) should you decide you want to move forward
with, and fund. Additionally, per your request, we have added a tomato infusion to our taste of Dania
Beach for May, and should you want a stand-alone event, it must be funded and calendared.
As we craft the budget for Fiscal Year 24-25 with you, the October 2024 through September 2025 events
will have budget dollars associated with the events planned. Please note, our Marketing and
Communications Division Director reminded us that our 120th continues until November 2025 when we
turn 121. There are plenty of opportunities to keep celebrating and delivering more special events for
our community in the next fiscal year.
I have included a detailed projects/ funding report (see attached) to show the magnitude of all Citywide
projects we are working on, as well as funding attained and pending monies to complete. This allows
you to make educated decisions and assists you greatly as we begin budget discussions/ workshops with
you next month.
I have included an update from the Marketing and Communications Division Director, Nanette
Rodriguez, that depicts the return on the investment with Visit Ft. Lauderdale. As we work on the Fiscal
Year 24-25 proposed budget, we will further discuss and recommend accordingly.
I have included some examples of business cards for your consideration that give you great
options. Upon your approval of 1 or perhaps 2 options, (up to you) we can move forward with
procurement. Kudos to the team that worked together on this endeavor and to Nanette and Sussette
that brought all suggestions together to create what is before you.
Our new Ocean Park Marina management company, Oasis, has hit the ground running. They are working
very closely with our Director and Deputy Director of Parks and Recreation. This past Wednesday, March
6th, we met with them and discussed our expectations. I plan to visit Fernandina Beach, Florida soon to
see the Oasis operations there. We discussed our adopted strategic plan and your/our priorities such as
safety, aesthetics, the environment, and quality of life. The Oasis team or the manager will be making a
presentation to all of you in the near future as they are in assessment mode.

Visit Lauderdale 2023 Dania Beach Business Participation Campaign
• Dania Beach partnered with Visit Lauderdale for media buys during FY 2023 in
the amount of $50,000 (net). The campaign consisted of outdoor billboard ads
through Clear Channel; fifteen second video ads in the New York Times and
Premion (digital streaming channels); and a full-page ad in AFAR magazine.
• Overall, the campaign over delivered resulting in over 1.3 million bonus
impressions and over 63% in positive value benefit ($81,555) vs Dania Beach’s
initial investment of $50K.
• Projected delivery was 4,027,000 and achieved delivery was 5,405,770
(+1,378,770).

6.PUBLIC SAFETY REPORTS
Lieutenant Cooper gave an update on recent criminal activity in the City to include a shooting in
the area of 600 SW 1st Street, a hit on the License Plate Reader of a stolen vehicle from the City,
and homeless outreach. She noted Captain Tarala is currently in Tallahassee for a leadership
course. Deputy Boris spoke about a license plate hit on the License Plate Reader of a stolen
vehicle from the airport, resulting in the arrest of a convicted felon with multiple charges.
Fire Chief Pellecer gave an update on call volumes and departmental activities including the trip
to Osage Ambulance Company. He noted he will schedule another Push-In Ceremony once the
rebuild of the truck is complete.

Commissioner Davis requested clarification about the collector road and why the access point
was placed on SW 22nd Avenue as opposed to SW 42nd Street and why it is 24-hour access
opposed to 7:00 p.m. to 7:00 a.m. She questioned if there is any room for compromise.
City Attorney Boutsis responded that what is being asked is the site plan and that was approved
in December. It has nothing to do with what is on the agenda tonight. Tonight is for the land use.
The area is industrial, and any other designation other than industrial would be a spot zoning on
this property. It is recommended to be consistent with State law, to make it industrial and the
other item on tonight, is zoning, and that is the recommended motion of staff.

Planning and Zoning Manager Viviana Batista introduced the item.
Commissioner James asked if the surrounding properties are zoned the same and Planning and
Zoning Manager Viviana Batista responded that what they are asking for matches the land use
designation and the zoning district request.
Mayor Ryan opened the floor to public comments and the following spoke:

Deputy Director Corinne Lajoie clarified that there are different zoning districts in this area. The
zoning that is currently there is M2, which is an Industrial Zoning District with the county. They
are changing it from County Industrial to the City’s Industrial Zoning District. Mr. Reich’s
property to the north and west remains Residential from years ago. There is industrial in the area
and the land use designation for the property in that area is also industrial.
Commissioner James asked if this is the only residential property in the area and Deputy Director
Lajoie responded yes.
Commissioner Davis asked for clarification on what was put in place for buffers so that Mr.
Reich does not see the parking spaces from his property and Mr. Kerr responded that the site
plan, lighting, and landscaping meets the City Code. The trees must meet FPL standards, but
they will still have a shield of visibility from his property.
Vice Mayor Lewellen made a motion to approve the ordinance on first reading. The motion
was seconded by Commissioner James which carried unanimously on voice vote.

City Attorney Boutsis read the title of the ordinance.
Mayor Ryan would not want to restrict to one application per year and Commissioner James was
in favor of striking it.
Mayor Ryan asked for clarification on payment for the street signs and Commissioner James
responded that it would be the same process that the city used for other renaming of facilities and
streets.
Vice Mayor Lewellen provided the costs involved for street signs and custom signage for the
park renaming and commented that she feels that the applicant should be responsible for the
costs involved.
Commissioner James commented that she wants it to be consistent city wide.
Commissioner Davis does not have an issue with the city incurring the minor costs for those
designations.
Mayor Ryan suggested putting a cap on the costs such as $10,000.00.
Commissioner James was in favor of the cap amount.
Commissioner James made a motion to approve the ordinance on first reading with the
amendment to strike the one application per year.

Principal Jackson would like to hold a small parade for the students marking the Anniversary of
Collins Elementary School on March 19th from 8:30 a.m. to 9:30 a.m. It will be approximately
325 people including staff. Principal Jackson is requesting assistance with road closures, BSO
and permits. Commissioner James is requesting support from the Commission to utilize
$5,000.00 from the Commission contingency to assist with the parade.

15.1 Commissioner Davis
Commissioner Davis spoke about the Black History month events that she attended this month
and noted that she would love to see the City do something for Black History month. She is
seeking consensus from the Commission to utilize $5,000.00 of the Commission contingency for
a table sponsorship at the Broward League of Cities 67th Annual Gala at Margaritaville.
Commission consensus was received.
15.2 Commissioner James
Commissioner James expressed her disappointment with what the City has done for Black
History month over the last several years. She would like to see Black History month has some
significance of events in the City.
15.3 Commissioner Salvino
Commissioner Salvino spoke about the Linear Park Renaming & Sign Unveiling Ceremony in
honor of William “Bill” Harris. He encouraged all who missed it to come out and see the new
signage at the park.
15.4 Vice-Mayor Lewellen
Vice Mayor Lewellen had nothing to report.
15.5 Mayor Ryan
Mayor Ryan spoke about bringing back the Tomato Festival.
There was discussion amongst the Commission regarding the Tomato Festival and the history of
the event.

SUBJECT: APPROVAL OF AGREEMENT – FLORIDA DEPARTMENT OF
TRANSPORTATION – NW 1ST STREET IMPROVEMENTS PROJECT
Request:
The Public Services Department (PSD) requests the approval to enter into an agreement with the
Florida Department of Transportation (FDOT) for a Streetscape Beautification Project on NW
1st Street, from Bryan Road to State Road 5/US 1.
Background:
The goal of this project is to enhance the visual appearance and pedestrian safety along the
corridor. PSD seeks commission approval for a funding agreement, under which FDOT will
reimburse the city up to $360,264.00 for project-related expenses as detailed in the design
services agreement. The project will provide sidewalk improvements, bike lanes, and pedestrian
amenities to create a more attractive and safer street. This will be a great benefit to the
neighborhood as SW 1st St is the main pedestrian road between US1 and Dania Point.
The funding agreement is specifically for the design phase of the project. After the design is
complete, there will be an agreement that will stipulate the details of the construction phase,
which will also be eligible for grant funding. The estimated cost for the design phase of the
project is $360,264. FDOT has agreed to cover costs up to this amount, and the City will be
responsible for any costs exceeding.
Budgetary Impact
Financial assistance from FDOT totaling $360,264 for the design phase will be invoiced as the
project progresses. Any amount beyond the FDOT commitment funding (if applicable) will be
borne by the City; therefore, this cannot be estimated at this time.
Recommendation
PSD recommends approval entering into the agreement with FDOT for the Streetscape
Beautification Project on NW 1st Street.

WHEREAS, the project entails sidewalk improvements, and the addition of bike lanes and
pedestrian amenities; and
WHEREAS, the Florida Department of Transportation (FDOT) has agreed to reimburse
the City of Dania Beach up to $360,264.00 for project-related expenses associated with the design
phase of this project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1.That the above “Whereas” clauses are ratified and confirmed as a part of and
incorporated into this Resolution by this reference.
Section 2.That the proper City officials are authorized to enter into an agreement with
the Florida Department of Transportation (FDOT) for the receipt of grant funding in the amount
of Three Hundred Sixty-Thousand Two Hundred Sixty-Four Dollars ($360,264.00) for the
Streetscape Beautification Project on NW 1st Street.
Section 3.That the City Manager and City Attorney are authorized to make minor
revisions to the agreements which are deemed necessary and proper and in the best interest of the
City and to execute extensions that do not alter costs or scope of the agreement.
Section 4.That funding will be appropriated within the Grant Fund, with the city
responsible for any costs exceeding the agreed amount and managing any deficits that may arise
during the project's completion.

Section 5.That the City Commission authorizes PSD to proceed with the Streetscape
Beautification Project, with the understanding that a later agreement will detail the construction
phase, which will also be eligible for grant funding.

Section 7.That this Resolution shall be effective 10 days after passage.

THIS LOCAL AGENCY PROGRAM AGREEMENT (“Agreement”), is entered into on
, by and between the State of Florida Department of Transportation, an agency

of the State of Florida (“Department”), and City of Dania Beach (“Recipient”).
NOW, THEREFORE, in consideration of the mutual benefits to be derived from joint participation on the Project, the Parties
agree to the following:
1. Authority: The Department is authorized to enter into this Agreement pursuant to Section 339.12, Florida
Statutes. The Recipient by Resolution or other form of official authorization, a copy of which is attached as
Exhibit “D” and made a part of this Agreement, has authorized its officers to execute this Agreement on its
behalf.
2. Purpose of Agreement: The purpose of this Agreement is to provide for the Department’s participation in NW
1st Street from Bryan Road to State Road 5/ US 1, as further described in Exhibit "A", Project Description and
Responsibilities attached to and incorporated in this Agreement (“Project”), to provide Department financial
assistance to the Recipient; state the terms and conditions upon which Department funds will be provided; and
to set forth the manner in which the Project will be undertaken and completed.
3. Term of Agreement: The Recipient agrees to complete the Project on or before December 31st, 2025. If the
Recipient does not complete the Project within this time period, this Agreement will expire on the last day of the
scheduled completion as provided in this paragraph unless an extension of the time period is requested by the
Recipient and granted in writing by the Department prior to the expiration of this Agreement. Expiration of this
Agreement will be considered termination of the Project. The cost of any work performed after the term of this
Agreement will not be reimbursed by the Department.
4. Project Cost:
a. The estimated cost of the Project is $ 360,264.00. This amount is based upon the Schedule of Financial
Assistance in Exhibit "B", attached to and incorporated in this Agreement. Exhibit “B” may be modified
by mutual execution of an amendment as provided for in paragraph 5.i.
b. The Department agrees to participate in the Project cost up to the maximum amount of $360,264.00 and
as more fully described in Exhibit "B". This amount includes Federal-aid funds which are limited to the
actual amount of Federal-aid participation. The Department’s participation may be increased or reduced
upon determination of the actual bid amounts of the Project by the mutual execution of an amendment.
The Recipient agrees to bear all expenses in excess of the total cost of the Project and any deficits incurred
in connection with the completion of the Project.
c. Project costs eligible for Department participation will be allowed only from the date of this Agreement. It
is understood that Department participation in eligible Project costs is subject to:
