INDIVIDUALS WHO WISH TO MAKE ANY “CITIZEN’S COMMENTS” UNDER THAT PORTION OF THE CITY COMMISSION
AGENDA, OR WHO OTHERWISE WANT TO ADDRESS THE CITY COMMISSION, MUST FIRST BE REGISTERED WITH THE CITY
CLERK (FORMS ARE AVAILABLE OUTSIDE OF THE CITY COMMISSION CHAMBERS AND MUST BE GIVEN TO THE CLERK
BEFORE THE MEETING). OTHERS WHO WANT TO ADDRESS THE COMMISSION ON ANY MATTERS MUST FIRST BE

Addressing the Commission: A thirty (30) minute "Citizen Comments" period shall be designated on the agenda for citizens and interested
persons to speak on matters whether or not scheduled on that day's agenda. Individuals wishing to speak on a matter not included on the
"Public Hearing" section of the agenda, which matter pertains to an item before the City Commission which requires a decision of the City
Commission, may do so by signing in and submitting a form to that effect with the City Clerk prior to the meeting. Speakers at Public
Hearings shall also submit such a form. Each speaker shall be limited to 3 minutes for his or her comments. If more than ten (10) speakers
express a desire to speak, the Commission shall determine on a meeting by meeting basis whether to (a) extend the time allotted for citizen
comments to accommodate all speakers, or (b) whether to limit the number of speakers or amount of time per speaker. A speaker's time
shall not be transferable to another speaker.

16. ADJOURNMENT
WHEREAS, on average, 650 people die each year in boating-related accidents in the United States,
with most of these incidents caused by human error and poor judgment and not by the boat, equipment, or
environmental factors; and
WHEREAS, on June 23, 2024, the United States Coast Guard Auxiliary will celebrate its 85th year of
volunteer service to Dania Beach and to the boaters of America; and
WHEREAS, Coast Guard Auxiliary Flotilla 39 proudly serves the U.S. Coast Guard Station Fort
Lauderdale and the city of Dania Beach residents by teaching boating safety classes, conducting vessel
safety checks, and provides for harbor safety patrols assisting the U.S. Coast Guard and local law
enforcement agencies by patrolling the local waterways; and
WHEREAS, each day, more than 24,000 Coast Guard Auxiliary volunteers continue to provide support
to Coast Guard units across the U.S. by saving lives and property, assisting recreational boaters,
conducting safety patrols, performing vessel safety checks, teaching boating safety courses to educate
recreational boaters, and participating with the U.S. Coast Guard in training and support missions; and
WHEREAS, Flotilla 39 Dania Beach, supports boating safety by providing Operation Clear Channel
support providing safe transit for cruise ships, tankers, freighters, and other commercial vessel traffic
through Port Everglades; and
WHEREAS, this year, May 18-24, 2024, is National Safe Boating Week in the United States, and the
U.S. Coast Guard Station Fort Lauderdale and Coast Guard Auxiliary Flotilla 39 Dania Beach encourages
all boaters to help raise awareness about boating responsibly and to take appropriate precautions before
leaving the dock this season; and
WHEREAS, boating is an important part of our national and local heritage; let us respect Safe Boating
Week and carry that tradition forward by following common sense safety procedures and keeping our lakes,
ICW and the Atlantic Ocean safe and clean for all to enjoy.

WHEREAS, the city of Dania Beach is proud of its rich history and cultural diversity which can be attributed
to the pioneers and immigrants who contributed to our city’s successful development, growth, prosperity, and
strength; and
WHEREAS, the month of May is recognized as Jewish American Heritage Month and is a celebration of
Jewish Americans who have helped weave the fabric of American history, culture, and society; and
WHEREAS, Jewish American Heritage Month acknowledges the history of Jewish American contributions
from sports, arts, music, and entertainment, to medicine, business, science, government, and military service.
Across these fields, many Jewish Americans have contributed significantly to this Nation’s struggle for freedom,
justice, and liberty, having helped bring about progress in all aspects of this Nation’s values and character; and
WHEREAS, many Jewish people who reached America did so after fleeing oppression, in some cases amid
the most grim and gruesome of human experiences during the Holocaust, and did so with a hope of realizing
the true promise of building a freer and more just America; and
WHEREAS, many Jewish women and men made life-long commitments to confront the enemy of America’s
noblest goals: racism and oppression. They found solidarity in the Civil Rights Movement, in the fight for
women’s rights and LGBTQ rights, and in struggles which often mirrored the story of Exodus and the Jewish
people's journey through the ages; and
WHEREAS, the rise in anti-Semitism demands that all Americans know the lessons of the Holocaust. We
must recognize that there is an urgent imperative to continually combat prejudice before it firmly takes root. This
recent re-emergence of violent anti-Semitism requires that we recommit, through action and solidarity, that an
attack on the faith of one is an attack on the faith of all; and
WHEREAS, this Jewish American Heritage Month, let us join hands across faiths, races, and backgrounds
to make clear that evil, hate, and antisemitism will not prevail. Let us honor the timeless values, contributions,
and culture of Jewish Americans, who carry our Nation forward every day. And let us rededicate ourselves to
the sacred work of creating a more inclusive tomorrow, protecting the diversity that defines who we are as a
Nation, and preserving the dignity of every human being.

Your unanimous support for our budget allows us to invest in necessary equipment, fleet upgrades and
supplies so that we can continue our proactive efforts to mitigate flooding and to clean catch basins/
drains. The attached photo depicts members of our public services team using our new vacuum truck in
an area of concern on Dania Beach Blvd., adjacent to fire station #1. These proactive efforts are
occurring Citywide as we prepare for the commencement of hurricane season.
The beautification of our City is a top priority as evidenced by the transformation of Griffin Road and
other Citywide projects and programs such as the Arbor Day tree giveaway. We gave away and
distributed 300 trees to our residents. The oaks and crepe myrtle trees will add to the beauty of our
growing canopy. Attached, you can see photos from another landscaping project completed in April on
the SW 3rd swale by our fire station.
Transparency and communication is a big part of the “Culture” of my Administration. We are always
looking to do more for our community and to provide key and significant information, particularly
regarding our finances. Attached as part of my report you will find our first ever copy of the “Ledger”,
our popular annual financial report for fiscal year ending September of 2023. It’s our financial report in
its simplest form for all non-finance folks to read and understand.
As mentioned above, communication is a top priority and as we align our words with action and deeds,
we present to you our new “CORE” (Community Outreach and Resident Engagement) program. The
program commences next month in June and runs until October. On the 3rd Tuesday of the month, a
team representing the City Manager’s office, BSO, Public Services, Parks and Community Development
will be present from 6:00 p.m. – 7:00 p.m., in various areas of the City to chat with residents, listen to
their concerns, answer questions, and provide them with information and updates. We are currently
working with our marketing team on a flyer to commence the promotion of this new program.
The summer edition of the “Pioneer” will be out to our community by the 2nd week of June.
Our adopted resolution from our Special Meeting on May 7th, regarding our unanimous support of
keeping all our public schools open was sent to Superintendent Hepburn, all members of the Broward
County School Board, and the Sun Sentinel. We will ensure the resolution and all relevant documents
are available and ready to be sent to any and all necessary parties to support this most worthy
endeavor.
Total residential unit update. Recently approved 10,436. Built and C/O 2,487. Under Construction 949.
Under design/ approval process 3,000. Newly approved units 4,000 in 2024.
Much of our communication with local developers leads to benefits for our City. The new REACH
program at Olsen Middle School commenced with a meeting we had with Kelly Sharaby as she wanted
to make a difference in our community. A meeting in early 2023 with the CEO of Atlantica regarding our
desire for more ownership opportunities for our residents has resulted in this project going from rentals
to 124 units that will soon be available for purchase. The Certificate of Occupancy for Atlantica is
expected to be granted the week of May 13th. Additionally, a recent meeting with Joe Milton and
Associates resulted in our ask of their sponsorship for the complete drainage project design of
Gulfstream Road. They agreed and this has resulted in a savings of more than $200k for our City! Phase
1 of our future Veterans Park was sponsored by a $150k donation by Fransisco Rojo of the Landmark
Companies.
On April 15th, we held a historic document signing of the Truist Bank $6 million dollar investment
agreement for Phase 1 of the SE Drainage project that will break ground this summer. FEMA is the latest
agency to sign off on the project and we are currently waiting on the Florida Department of Emergency
Management to approve the project. Post this approval, we will have an item ready for Commission
approval to award the construction project contract.
IT Parker construction project is moving swiftly and on schedule for an October ribbon cutting event.
Update to the CW Thomas construction project: Burkhardt Construc�on had a team mee�ng with
Wildcat on May 8th to discuss mobiliza�on to begin surface level demoli�on such as fences, scoreboards,
ligh�ng, playgrounds, etc. Wildcat will be mobilizing through the remainder of the week with the hopes
to begin the demoli�on on Monday, May 13th. An asphalt sealer was placed over a por�on of the
basketball courts the week of May 6th, in the southwest corner of the site to prepare the area as the
staging/parking area for the project. Permits are con�nuing to move through the process. We are
awai�ng approval of the Broward County Stormwater Permit which is on the supervisor’s desk for
approval. Bermello Ajamil is responding to comments on the site permit. The demo permit for the
demoli�on of the pool, restrooms and concession stand is awai�ng approval of the submited asbestos
reports by Environmental Protec�on Department for final approval.

About the Ledger

The Ledger serves as the City’s Popular Annual Financial Report (PAFR) and is an easy-
to-understand explanation of how the City collects and spends tax dollars and other
revenues. Much of the information contained in this report can be found in the Annual
Comprehensive Financial Report (ACFR) for the fiscal year that ended on September
30, 2023, audited by Keefe McCullough. The ACFR provides extensive technical details
about the City’s finances and can be found online at daniabeachfl.gov/2492/Budget-
Financial-Reports along with the City’s adopted annual budget.
The Ledger is a recommended best practice of the Government Finance Officers
Association (GFOA), an organization of more than 20,000 members whose mission is to
advance excellence in public finance.
Unlike the ACFR, which encompasses the entire City as a financial reporting entity, the
Ledger includes only selected financial data. The financial data presented in The Ledger
refers mainly to the City’s Governmental Funds; however, certain details regarding
Enterprise and Proprietary Funds (Business-Type Activities) are presented, including
long-term financial considerations such as net position, capital assets, and debt.
Because this report is a summary, it does not conform to generally accepted accounting
principles (GAAP) and other reporting requirements for government entities. The City
already receives the GFOA Excellence in Financial Reporting and Budget Awards and
will be applying for the PAFR award, which would complete the GFOA “triple crown.”

Located in the epicenter of South Florida, Dania Beach is full of world-class amenities including the beach, marina,
pier, a complete parks system, an award-winning public art program, great shopping and dining, and diverse
neighborhoods to live, work, and play.
Our community is at the heart of everything we do. With the support of our residents and businesses, we continue to
move in a direction focused on building a safer, more beautiful city, delivering excellence in all areas of municipal
services through smart assessment, planning, budgeting accordingly, and delivering results! Our municipal
government will continue to take a leadership role in South Florida through our proactive and innovative endeavors.
The City’s Strategic Plan, unanimously adopted in 2021, continues to drive all the investments you see throughout
the community. We take pride in the way we manage our resources, which are primarily taxes and fees collected
from property owners, residents, and businesses. We have strong financial policies that provide a governance
structure that ensures financial sustainability.
We have a dedicated team of professional public servants who embody our R.I.S.E. culture of Respect, Integrity, and
a Standard of Excellence. We work hard to provide a full range of municipal services. Our partnership with Broward
Sheriff’s Office for police and fire rescue services provide first-class services and response times, ensuring the
security and safety of those in our community every day. We continue to augment the services provided by all
departments, which is a testament to our effective management of public funds.
Additionally, we have a united group of elected officials that have aligned words with action by continuing to support
unprecedented investments citywide in all areas of municipal services! Our City Commission is the driving force that
allows me to retain, recruit and promote the very best and as the Chief Executive Officer for this City I am extremely
grateful for their unyielding support!
Lastly, this guide provides readers with invaluable information and transparency about our finances, from property
taxes to operating costs and capital investments. In addition to our award-winning Annual Comprehensive Financial

The City encompasses approximately 8.2 square miles and
spans from the beach on the east, to US 441 to the west.
Dania Beach borders Fort Lauderdale / Hollywood
International Airport on its north side. The Dania Cutoff Canal
runs directly through the City, creating a nexus with Port
Everglades. As a result, the City has a significant maritime
industry, including major marine-related businesses involved
with overseas freight, importing/exporting, and ship
maintenance / reconstruction services.
The City has a vibrant Ocean Park, comprised of the beach,
fishing pier, and marina. These amenities are a significant
economic engine, drawing thousands of patrons each month.
The Dania Pointe mixed-use development has become a “city
within the City,” with multiple entertainment venues, shops
and restaurants, two hotels, hundreds of rental housing units,
and is the new headquarters for Spirit Airlines. The is home to
Harbour Towne Marina, east of Federal Highway along the
Dania Cutoff Canal, which provides slips for vessels up to and
including yachts, as well as boat and yacht sales, repair, and
dry storage services.
Dania Beach’s focus on the cultural arts has contributed to its
reputation as a destination. Dania Beach’s public art program
has continued to flourish since its inception five years ago.
The implementation of a public art program provides
opportunities to engage and gather communities and brings a
vibrancy to both public and private developments. It is a
powerful tool and partner for artistic self-expression,
community dialogue and celebration of place. Local and
international artists have used paint, steel, bronze and other
materials to create unique pieces in the city.

Dania Beach operates under a Commission-City
Manager form of government and provides
services to an estimated 32,000 residents. Five
City Commission Members are elected at large
on a non-partisan basis for four-year terms. The
candidate with the highest number of votes will
serve as the Mayor. The City Commission
appoints the City Manager, who is the Chief
Administrative Officer of the City and is
responsible for implementing policies adopted
by the City Commission. The City Commission
determines policy, adopts legislation, approves
the City’s budget, levies taxes, and sets fees.

Where do your tax dollars go?
The largest source of revenue in the City’s General Fund is Property Tax. The Broward County Property Appraiser
sets the value of all parcels as of January 1 each year. The City multiplies the total value by its millage rate to
calculate the total budgeted tax revenue. This is referred to as ad valorem (“according to value”) taxation. In
addition, the City levies three non-ad valorem assessments for Fire Rescue, Stormwater (drainage), and Solid
Waste (trash collection). These assessments are charged to property owners each year on their tax bill.
There are several taxing authorities within Broward
County, including the City, the School Board, and the
County itself. Of the total taxes paid, the City receives
29.7%.

Long term liabilities are financial obligations that are
due after a year or more. The City has the following:
•Net Pension Liability: the net value of projected
pension benefits promised to current employees and
retirees in future years; increased by $21.8 million due
to investment losses.
•Long-Term Debt: debt owed by the City for notes and
bonds payable, used for financing capital assets;
decreased slightly as principal was repaid and no new
debt was issued.
•Other Post Employment Benefit [OPEB] Liability:
the net value of health insurance subsidy benefits
promised to current employees and retirees;
increased by $171k due to lower than expected
investment returns.
•Compensated Absences: unused sick or vacation
leave for which employees will be paid in the future;
increased by $362k due to increases in employee
hourly rates of pay.
•Leases/SBITAs Payable: for FY2023, the City was
required to report the liability for subscription-based
information technology agreements (SBITAs); this was
the first year reported.

Fund (SRF) and bank loans used to finance the planning,
design and construction of various water, wastewater and
stormwater infrastructure improvements, as well as a

loans used to finance the downtown garage and entry road, a
fire station, parks and recreation centers improvements,
neighborhood improvements for lighting, sidewalks and traffic
calming, reconstruction of CW Thomas Park, and City-wide

6.PUBLIC SAFETY REPORTS
Captain Tarala reported on recent criminal activity in the city to include the recovery of a stolen
vehicle out of Fort Lauderdale and a hit on the LPR trailer resulting in the recovery of another
stolen vehicle and apprehension of the suspect by the K9 officer. He shared a successful
homeless outreach story and the progress of cleaning up the homeless encampments. He noted
they will be continuing the religious institution checks. He said the city just received two
deputies from District 54 who wanted to transfer to Dania Beach, two who just graduated from
the police academy and two more that will be graduating from the academy next week. This
leaves only one vacancy in the city, that will be filled quickly. Eric and Taryn attended the Egg
hunt at Frost Park and the Dan Marino Foundation Autism event at Dania Pointe. He noted the
department has a plan in place for all the Jewish facilities for Passover.
Fire Chief Pellecer reported that he is continuing to work on the SAFER grant and said that the
fire fighters are training on airway devices to properly clear airways. He met Mary from the Dan
Marino Foundation, and he looks forward to working with her on future projects.

City Attorney Boutsis read the title of the resolution, swore in anyone wishing to speak on the
item and asked if there were any disclosures and Commissioner Davis, Commissioner James,
Commissioner Salvino, Vice Mayor Lewellen and Mayor Ryan spoke with applicants but can
remain impartial.
Attorney Hope Calhoun and the applicant Pearl Ben Yoram spoke on the item.
Mayor Ryan opened the floor to public comments and the following spoke:

Commissioner Salvino expressed confusion about if the application was approved or denied and
asked if the separation requirement changes when the stores are within different cities and if
nurseries are classified the same as schools.
Deputy Director of Community Development Corinne Lajoie responded that the staff report that
went to the Planning and Zoning Board did have a recommendation for approval however there
was incomplete information at that time and the community outreach component had not yet
occurred. She noted that the Broward County public elementary and public high school are not
within the 1000-foot separation and nurseries are not classified the same according to the land
development code.
Discussion continued amongst the Commission regarding the request for a waiver by Maverick
Liquors LLC.
Director of Community Development Eleanor Norena addressed questions and concerns of the
Commission.
Commissioner James made a motion to approve the resolution. The motion was seconded
by Commissioner Salvino which carried 3-2 on roll call vote with Commissioner James,
Commissioner Salvino and Mayor Ryan voting yes and Commissioner Davis and Vice
Mayor Lewellen voting no.

Commissioner James inquired what the thought was on taking away the sign bond that was tied
to political signs and Deputy Director Lajoie responded that it is now in the category of
noncommercial signage and was more for the ease of application.
Commissioner James expressed concerns for political campaigns and asked if there was a fee to
have temporary signs.
City Attorney Boutsis said the city is not supposed to look at content for signage per the US
Supreme Court and that is why staff took out the bond requirement.
Director of Community Development Eleanor Norena added that if the campaign signs are not
removed 5 days after the election, the Code Compliance Department will provide a warning and
then cite accordingly as needed.

15.1 Commissioner Davis
Commissioner Davis reminded everyone about the Earth Day event on April 22, 2024, from 4:00
p.m. to 6:00 p.m. She is requesting to utilize $4,000.00 from her contingency funds for a sand
sculpture for the event. Commission consensus was received. She noted that a movie is coming
out about Totor and Artist Stephane Bolongaro is seeking approval to have the City publish the
fact that the movie is being released.
Commissioner Salvino asked if they could include Dania Beach somehow and Commissioner
Davis said she would ask. Commissioner James would like the movie to be vetted by staff
before the city advertises it. Commission consensus was received to publish the release of the
movie.
She commended Mayor Ryan for a great job promoting Dania Beach at the Port Everglades
Association Luncheon and spoke about the Autism event with the Dan Marino Foundation and
Dania Pointe. She wished everyone a Happy Passover.
15.2 Commissioner James
Commissioner James also commended Mayor Ryan on a great job at the Port Everglades
Association Luncheon. She was honored to represent the city at the College Prep Celebration
from the Jewish Academy. She noted that both neighborhood meetings with the school board
must be cancelled as the school board is not cooperating with advertising for the meetings.
She is requesting consensus for a proclamation for St. Ruth’s Missionary Baptist Church on the
installation of their new senior pastor. Commission consensus was received.
She is requesting to utilize $4,500.00 from her contingency funds for the end of the school year
take over with DJ Nasty and 99 Jamz. It is $1,500.00 per school. Commission consensus was
received. She is also requesting a Proclamation for DJ Nasty when these events happen.

She noted the City lost a former football coach that served for the Dania Beach Bulldogs and is
requesting to utilize $400.00 of her contingency funds for assistance with the permitting fee for
the service. Commission consensus was received.
15.3 Commissioner Salvino
Commissioner Salvino complimented the Dan Marino Foundation on the Autism Event at Dania
Pointe and said he is happy they are in our city. He commended the Parks and Recreation team
and reminded everyone to attend Dania After Dark on April 13, 2024. He inquired about an
opening on the Police and Fire Pension Board and City Clerk Riera responded that she will
verify with the board liaison and will bring it back at the May meeting if necessary.
15.4 Vice-Mayor Lewellen
Vice Mayor Lewellen said she attended the Dan Marino Foundation Autism Event at Dania
Pointe, and it was a wonderful event. She was impressed to see multiple law enforcement
agencies in attendance. She wished everyone a Happy Passover.
15.5 Mayor Ryan
Mayor Ryan commented that it is great to see the Commission spread out amongst the
community. He spoke about the Port Everglades Association Luncheon and the ribbon cutting
for the gantry cranes. He spoke about attending the Greater Fort Lauderdale Alliance Council
Connect at Mad Arts and further commended the Commission on their involvement in
advertising in the Dania Press.

Budgetary Impact
There is no budgetary impact in this fiscal year. The Broward County Supervisor of Elections
estimates the City’s 2024 municipal election cost at $13,680.00, which will be planned for in the
FY2024/2025 budget.
Recommendation

Request:
The Finance Department requests approval of a Resolution adopting the Stormwater Revenue
Sufficiency Report and authorizing the Finance Department to Proceed with a Stormwater
Infrastructure Capital Financing Plan.
Background:
Two goals of the City’s adopted Strategic Plan are “financially sound and responsible city
providing services valued by the community”, and “investment in upgrading city infrastructure
and facilities”, including major investments in the City’s stormwater / drainage infrastructure to
reduce groundwater flooding mitigate damages caused by catastrophic rainfall events.
The City engaged Raftelis Financial Consultants, Inc. (“Raftelis”) to conduct a comprehensive
analysis and review of the Stormwater Utility Fund and underlying revenues and develop a
financial model and revenue sufficiency report, the purpose of which is to demonstrate the
financial feasibility of debt financing backed by the Stormwater Non-Ad Valorem Special
Assessment.
Raftelis has completed the review of the stormwater rates for the City and has summarized the
results of their analyses, assumptions, recommendations, and conclusions in the revenue
sufficiency report (the “Report”). The City Administration recommends acceptance of the Report
which includes a multi-year strategic roadmap for financing investments in the City’s drainage
infrastructure
The Finance Department is seeking to utilize this report as the basis for a debt financing plan to
provide necessary funding for several planned major capital projects, including the Southeast
Drainage Phases I and II, certain identified neighborhood drainage projects, and other projects to
be determined through the forthcoming Stormwater Infrastructure Master Plan.

Raftelis Financial Consultants, Inc. (Raftelis) has completed our review of the stormwater rates for the City of
Dania Beach, Florida (the City) and has summarized the results of our analyses, assumptions, recommendations,
and conclusions in this report which is submitted for your consideration. The analysis encompassed a financial
evaluation for the five (5) fiscal year (FY) period of October 1, 2023 through September 30, 2028 (the Forecast
Period). Based on the assumptions relied upon in the development of the projected revenues and expenditure
needs, Raftelis has identified the need for stormwater rate adjustments, which are summarized in this report.
The proposed rates are designed to meet a number of goals and objectives. The single most important objective of
our analysis was to develop proposed rates that will produce revenues sufficient to meet the projected expenditure
requirements of the stormwater system. Other goals and objectives considered in the study include:
• The proposed rates should allow the stormwater enterprise fund to maintain a financial position that is
both sustainable and consistent with performance criteria established by the City and based on industry
standards.
• The proposed rates should comply with any anticipated rate covenant requirements associated with
existing debt and proposed future borrowings.
• The proposed rates should be based on full cost recovery principles.
• The proposed rates, to the extent practical, should be comparable with those of neighboring and other
similarly situated stormwater systems.
The proposed charges for stormwater service are designed to meet the goals and objectives outlined above and
should be sufficient to provide for the recovery of the total costs anticipated over the Forecast Period.
Following this letter, we have provided an executive summary which briefly summarizes the results of our study
and outlines our recommendations and conclusions. The remainder of the report provides additional details
regarding the rate and financial analysis conducted on behalf of the City.

Executive Summary
Introduction
The City of Dania Beach (City) has retained Raftelis Financial Consultants, Inc. (Raftelis) to review the City’s
stormwater utility business requirements, primarily focused on funding significant capital improvements through a
combination of issuance of new debt and cash on hand, as well as to evaluate the need for future rate increases.
The City’s stormwater utility is established as an enterprise fund, meaning the utility should have revenues equal to
the costs of the services provided and should establish rates sufficient to cover the cost of operating, maintaining,
repairing, and financing system operations. According to the Governmental Accounting Standards Board,
“Enterprise Funds should be used to account for operations that are financed and operated in a manner similar to
private business enterprises – where the intent of the governing body is that costs of providing services to the
general public on a continuing basis should be financed or recovered primarily through user charges.”
While the City annually reviews the financial position of the stormwater system as part of the budgetary process,
the City last adjusted its stormwater utility rates in October 2021. To evaluate the sufficiency of the current
stormwater rates, the City authorized Raftelis to conduct a comprehensive rate analysis to estimate the adequacy of
rates through fiscal year (FY) 2028.
The foundation of the study and the primary objectives of the stormwater rates are to reasonably recover the cost of
providing service, including the cost of operating the stormwater utility and the cost of infrastructure investment, as
well as to comply with covenants of the outstanding and anticipated future indebtedness and identified fiscal
policies / targets (referred to as the “revenue sufficiency” evaluation).
As shown in the preceding figure, the various components of cost associated with operating and maintaining a
municipally owned utility, as well as the cost of financing the renewal and replacement of facilities and capital
improvements for upgrades and expansion, are generally referred to as the gross revenue requirements. The sum of
these cost components, after adjusting for other income and other operating revenues available to the utility,
represents the net rate revenue requirements of the utility system.

The revenue requirements for this rate study were predicated on an analysis of stormwater costs projected through
the FY ending September 30, 2028 (i.e., FYs 2024 through 2028). The projected revenue requirements included the
various generalized cost components described as follows:
• Operating Expenses: Operating expenses include the cost of labor, utilities, operating supplies, repairs and
maintenance, allocated General Fund administrative costs, and other items necessary for the operation and
maintenance of the utilities.
• Capital Investment: Capital investment includes the amount of funding on an annual basis made from
rates (pay-go spending) to fund ongoing renewals, replacements, improvements, and upgrades not financed
by the issuance of debt obligations.
• Debt Service: Debt service includes the principal and interest on the City’s currently outstanding and any
future anticipated debt or loan obligations payable from the net operating revenues of the systems.
• Other Revenue Requirements: This component of cost includes any other funding requirements from rates
including, but not limited to, transfers to the General Fund above allocated administrative costs, and
transfers to reserves for future year expenditures.

Summary of Study Results
Based on the assumptions relied upon in the development of the projected revenue requirements, Raftelis has
identified the need for rate adjustments for the stormwater systems. The primary reasons for the rate adjustments
