The International City Manager’s Association has reached out to me to lead a session during this
year’s conference in Pittsburgh. While I have presented on other occasions at the City, County,
State and National level, this session has me extremely excited because the topic is recruitment.
We are finishing up a guide to recruiting that will be part of the session on Saturday, September 21st.
Chief Human Resources Officer Linda Gonzalez will be attending the session, and we will use this
opportunity in Pittsburgh to do our own City recruitment. Last year, over 2,500 individuals attended,
and it will be a great opportunity for Dania Beach to cast a wider net on the recruitment of talent for
our Team!
The summer edition of our award-winning Pioneer Newsletter is out, and our residents are enjoying
it, as many have informed us how much they love it! Our newsletter is again in the spotlight, this
time on the national stage! We are a finalist for the 3CMA SAVVY Award. This national recognition
makes us very excited and proud and to be nominated is a tremendous honor! Kudos to Nannette
and Sussette who lead the way in communication and marketing, and continuously improving all
we do and how we do it!
More awards and recognition keep coming our way as Dania After Dark received several prestigious
awards at the recent Florida Festivals and Events Association (FFEA) Sunsational Showcase. This
organization offers competitive awards to honor innovation, impact, and excellence. Winning one of
these awards is extremely significant as it reflects exceptional planning, creativity, and community
engagement! We received 1st place for Sponsorship and Partnership, and 3rd place for Taste of
Dania Beach Photo Opportunity Area, as well as 3rd place for Wine and Seafood Promotional Wine
Glasses and Holder! Kudos to Cassi, Ashley, our entire Parks and Recreation Team as well as our
Marketing Team!
The 120th City of Dania Beach book is complete. Island Syndicate, our Communications Team, all of
you (City Commission) and key Team members did an outstanding job on what has resulted to be a
true labor of love that will forever depict the past 120 years of Broward's 1st City, Dania Beach!
We have successfully completed 3 of the 5 2024 CORE Conversations programs and we look
forward to September 17th at Chester Byrd Park and October 15th at CW Thomas Park.
Communication and Community Engagement continues to be a top priority of this Administration
and this City Commission!
3 Sons Brewing Co. has confirmed our date for September 18th from 12:00 p.m. – 2:00 p.m., as
together we will brew our 120th special edition beer!
We have the date set for the groundbreaking of the SE Drainage Project, the largest investment in
the City of Dania Beach! September 26th at 4:30 p.m., will be a historic day and time in our City.
Kudos to Fernando, Dincer, and our Public Services Team involved in this endeavor as well as Frank
and our senior Finance Team! There has been an extreme amount of coordination and effort
involved in making this happen!
The Nyberg Swanson House is in full restoration/ construction mode, and we look forward to a
ribbon cutting event this calendar year! We will schedule as we get closer to completion.
CW Thomas Park is also in full construction mode. The week of August 12th, we marked a critical
point as the concrete was laid for a very large portion of the building foundation! We are on track to
date for a ribbon cutting celebration in December of 2025.
The IT Parker Center transformation is nearing completion and as October comes around, we will
be providing some dates for this very exciting ribbon cutting!
We held the 1st Team meeting with our Mayor on August 20th, as we plan to deliver another
outstanding State of the City Address on Thursday October 17th. Our Chief of Staff Maxine is leading

our City! We will be bringing the project design company forward for Commission approval in
September.

September!
Our City designated team members are working on Chester Byrd Park. We are currently securing
design firms.
Our City Clerk Elora, and her Team reached out to Broward County Department of Elections and

RE: PUBLIC SERVICES DEPARTMENT ACTIVITIES – June 25 through August 26, 2024
Provided below is a summary of the main PSD project activities for roughly the past eight
weeks:
SW 34th Court Drainage Project – This project will significantly mitigate the flooding in this
roadway just south of Griffin Road. It is designed and permitted; however, the State grant
funding agreement is pending, and it expected to be received in the coming two weeks. Once
this is executed, it is expected that the project’s bidding process will allow for work to begin in
the October – November time frame.
Ocean Park Restrooms – These new, fully updated restrooms on the north end of the park will
replace the restrooms adjacent to the sand. That facility will be converted to much-needed,
upgraded and larger storage space for the park’s maintenance operation. Design started in June
and an important step, the site survey, is under way. The work on the facilities expected to
begin in the first half of FY25.
Stormwater Master Plan (SWMP) – Chen Moore and Associates has continued the extensive
data collection and analysis over the past two months. Their team has been mapping drainage
basins, continuing to compile the inventory of existing structures, and employing computer
models to conduct the analysis. A successful public workshop was held in mid-July, to be
followed by a final one in September. The input received will be incorporated into the
consultant’s drainage modeling. The SWMP is expected to be substantially complete by late Fall
2024.
SW 52nd Street Drainage Repair – This project is an important continuation/second phase of the
SW 43rd Terrace project completed roughly five months ago. Drainage pipes, inlets, and swale
regrading will be included in the work. The contract award to ATC Engineering was approved by
the Commission in late May, and the pre-construction meeting was held in June. Earlier this

substantial completion is expected by the end of calendar 2024.
City Hall Exterior Improvements – This project entails the total replacement of the surface
parking lot between City Hall and the parking garage with a green area bordered by a walking
path which will include new lighting. The bidding process for the work completed and PSD is in
the final stages of contract finalization. The pre-construction meeting was held in early June,
with work expected to start by mid-July. Some complications with the permit review process
have let to delays, but the project will likely be under way by mid to late September with
completion expected in the mid-November time frame.
Citywide Landscape Master Plan – The design for the Griffin Road median sections east of I95
has been recently completed and was presented to the Commission in November. Final
approval by the City was provided later that month. This was followed by a final review of the
plans draft by PSD staff. Permitting related to contractual requirements from the Florida
Department of Transportation (FDOT) has been completed. The bidding process and the start
of work projected in September, with the project is expected completion in the first quarter of
2025.

Review Board project work began in the latter part of July. It will take roughly six months to
complete, with projected to be substantially complete by early December.
SE Drainage Project –The long-awaited project’s preparatory field work got under way in
August, with full-bore construction activity projected to be reached by mid-September. Phase I
of the project construction is expected to take roughy 18 months to complete.

Notable Increases/Decreases
When compared to the previous report:
• Overall, part 1 crimes decreased by 20%, due to a decline in auto thefts and shoplifting.
• Auto thefts decreased by 50%, declining from 26 thefts to 13.
• Burglaries did not change, remaining at 32 reported incidents.

Total Arrests

• 25 arrests made by the Crime Suppression Team
• 10 arrests made by Criminal Investigations
Notable Arrests/Initiatives
• Criminal Investigations detectives arrested a suspect for stealing over $10,000 in supplies from a
yacht company. This suspect was wanted for numerous crimes throughout the state.
• Criminal Investigations detectives also arrested a suspect responsible for multiple burglaries,
auto thefts, and grand thefts. Most of the stolen property was recovered. Since this arrest we
have seen a decrease in thefts and no increase in burglaries.
• A suspect rented a trench digger using a fake ID, and later stole the equipment. The suspect’s
identity was discovered through investitive means, and she was located and charged
accordingly.
• A victim’s roommate burglarized her bedroom, robbed her of her cell phone, and stole $4300
from her. The male suspect was located, interviewed, and charged accordingly. A portion of the
stolen funds were recovered.
• A senior employee from a local business was arrested and charged with embezzling over $1.1
million dollars from the company over the last five years.
7/13/2024 – 8/15/2024
106
Proactive Enforcement
Crime Suppression Team detectives conducted a narcotics investigation on a residence at 22 SW 6th Ave.
This resulted in a search warrant being executed on the home and two suspects being arrested for
trafficking MDMA. One suspect also had outstanding warrants for false imprisonment and aggravated
assault with a firearm.
Throughout the past month, a total of 25 arrests were made by CST detectives. One gun was also
successfully seized.
Motors/Commercial Vehicle Enforcement
• A “Back to School” operational plan was initiated. Dania Beach Motors Unit teamed up with the
Airport district motor deputies to increase police visibility, enforcement, and education of
pedestrian safety in various Dania Beach school zones. In total, 27 warnings and citations were
issued during the operational plan.
• Earlier in July, BSO’s Regional Traffic Unit kicked off their annual Operation Summer Splash
traffic enforcement initiative. Two days were dedicated exclusively to Dania Beach, focusing on
aggressive driving, speeding, distracted driving, and driving under the influence. 93 citations and
62 warnings were generated from the event.
• Between the Motors Unit and road patrol deputies, 349 warnings and citations were issued
during the last four weeks.
• Speed trailers are deployed along SW 53 Ct and SW 40th Ave. Speed has reduced in the area and
there were not recent complaints from residents. LPR trailers are also active and deployed. An
additional message board is currently deployed along 3300 Griffin Rd.
Homeless Outreach Team
• Deputies, along with public works employees, secured the vacant building at 148 N Federal Hwy.
Transient residents recently gained access and were living on the second floor.
• A homeless man was arrested for obstructing the public sidewalk for several days. Deputies
made numerous attempts to reason with the suspect and find alternative solutions for him, but
he refused to leave. Historically, this suspect has been offered transportation and shelter
services, but has consistently declined.
• Ongoing patrols continue along SW 4 Ave, along the FEC railroad tracks, all city parks, and City
Hall.
• Over the past 4 weeks over 15 quality of life arrests have been made between the homeless
outreach team and patrol deputies.
Neighborhood Support Team (NST)
Follow-Up/Directives/Initiatives
Dania Beach Summer Break Spot - DOD/ERT Unit – July 2, 2024 - The Department of
Detention's Emergency Response Team visited (3) of our local parks—Frost Park, CW Thomas
Park, and PJ Meli Park. During their visit, they engaged with the children, explaining the
Emergency Response Team (ERT) 's critical role within the detention facility.
The ERT is responsible for responding to various high-stakes situations that may arise inside the
jail. They detailed their training and readiness for handling incidents, such as inmate riots,
where their primary goal is to restore order and ensure the safety of both the staff and
inmates. They also discussed other scenarios they might face, including emergency evacuations,
searches for contraband, and the safe and secure transportation of inmates.
Through these educational sessions, the Emergency Response Team helped the children better
understand the importance of their work, the skills required to perform their duties, and the
challenges they face daily to maintain a secure and orderly environment within the detention
facility.
Jewish Summer Camp – July 2, 2024 – Dep. Session and Dep. Hoff spoke with approximately 30
children about what it takes to become a law enforcement officer. They p rovided an in-depth
overview of the skills, training, and dedication required for the role, emphasizing the
importance of integrity, physical fitness, and a commitment to public service.
During their discussion, both detectives demonstrated some of the tools and equipment use in
the field to ensure compliance from suspects, such as handcuffs, batons, and other non-lethal
devices. These demonstrations helped the children understand the practical aspects of
maintaining safety and enforcing the law.
Additionally, we gave the children a glimpse into the daily life of an inmate at the Broward
County Jail. We explained the routines, rules, and regulations that govern an inmate's day,
providing insight into the structure and discipline within the detention facility . This part of the
presentation aimed to educate the children about the consequences of unlawful behavior and
the importance of making positive life choices.
Overall, our session aimed to inspire the children to consider careers in law enforcement while
also educating them about the realities of the profession and the justice system.
Dania Beach Summer Break Spot - DOD/K-9 Unit – July 16, 2024 - The Department of
Detention's K9 Unit Detectives visited (3) of our local parks—Frost Park, CW Thomas Park, and
PJ Meli Park. During the visit, the children got the opportunity to see how a K9 dog tracks items
they are trained to detect. An item was hidden and the children observed the K9 dog conduct a
search and locate the item. They were also able to ask questions about the day-to-day life of a
K9 handler.
BSO/Lighthouse Community Church Mentor Group Fishing Event – July 19, 2024 – Dep.
Session and Dep. Hoff held our 2nd fishing event with the youth from the Lighthouse
Community Church Mentor Group. 20 youth got the opportunity to enjoy a day of fishing and
bonding with Dania Beach deputies and Captain Tarala.
Dania Beach Summer Break Spot – Marine Unit – July 30, 2024 – BSO Marine Unit visited (3) of
our local parks – Frost Park, CW Thomas Park, and PJ Meli Park. During the visit, the children
got the opportunity to view/tour the Marine Boat and learn the responsibilities of a Marine
Unit Deputy. They also received tips on water safety.
