Addressing the Commission: A thirty (30) minute "Citizen Comments" period shall be designated on the agenda for citizens and

Request:
The MIASF is requesting the waiver of the special event application fee of $150.
Background:
MIASF submitted special event application for their Annual Broward County Waterway Clean
Up and was approved by the commission on January 14, 2025. The fee has been waived in
previous years for the MIASF so they would like the same accommodation this year. Also,
would like to place a banner for promotion of event leading up to the event.

Subject: Manager’s Report
As I write this report, Mayor Davis, Commissioner Rimoli and I are prepared for 8 meetings on
Wednesday, February 19th, in Tallahassee. More details to come. See attached the official
document that is presented along with our funding request application.
Per our communication with FAU officials, they have approved our request for valet parking that we
will be providing as options for parking for Lucky Fish and Quarterdeck. We can also explore
activating this benefit for City special events at the Ocean Park Campus. This has truly been a relay
race approach for this partnership with FAU. Kudos to our City Attorney Eve Boutsis for taking us
through the finish line with the parking contract and the new amendments.
We are ready for next Tuesday’s ribbon cutting at the Nyberg Swanson and will move swiftly to
commence the process to renovate the Woman’s Club. I look forward to discussing with you a
future park at this location. My preliminary vision to discuss and/ or workshop with you would be
“Pioneer Park”, honoring the historic structures on this beautiful site as well as our City pioneers.
The question being asked is who will occupy the Nyberg Swanson House? This decision is up to the
City Commission. Short term while we renovate the Women’s Club House, these individuals will
need temporary space. Additionally, the Historic Society will have to vacate the Deputy City
Attorney’s office as soon as possible, which is currently being used for storage. Will the house be
used for offices, but also perhaps a museum? We can expand the Arts and Entertainment District
to Arts, Entertainment and Cultural Districts or Historic District.
The new bathrooms for Ocean Park are in the design phase. The milling and paving project on the
south end of our Ocean Park will be completed by the end of this month.
The City team is currently involved in multiple drainage projects across the city, aiming to address
challenges associated with flooding, infrastructure, and environmental preservation, extending
from the beach to the western region of the city. Improved drainage systems play a crucial role in
creating a cleaner, safer, and more enjoyable living environment. They help mitigate the risks linked
to flooded streets and in public areas. Below are some of the ongoing projects that are vital for
protecting public health and improving the overall quality of life in our community.
SE Drainage Project – The project’s Phase I construction is proceeding slightly ahead of schedule.
Drilling for all 12 injection wells was completed during the third week of February, with the
installation of the deep underground structures to follow. The design for Phase II will be completed
int the end of February and will be followed by the bid process in March. Construction on this final
phase is expected to begin in June.
City Hall Exterior Improvements – This project entails the total replacement of the surface
parking lot between City Hall and the parking garage with a green area bordered by a walking path
which will include new lighting. A modification to the scope for the light fixture installation has been
made and submitted. Construction commenced on February 10th and is expected to be
substantially completed by mid-April.
SW 52nd Street Drainage Project – The project is at substantial completion with the road
restoration expected to be completed by the third week in February.
SW 34th Court Drainage Project - Construction work will begin in June 2025, with completion to
take roughly six months.
Ocean Park Restrooms – These new, fully updated restrooms on the north end of Ocean Park will
replace the restrooms adjacent to the east side of the beach. The former restroom facility will be
converted to much needed and larger storage space for the beach maintenance operation. The
permit granting process involves an environmental component, and FDEP will be providing
technical information on the specification requirements. Bidding and start of construction
expected in the first quarter of 2026, design is 30% complete and will proceed upon granting of the
permit.

Over the past month, our recruitment efforts have been in full swing, with 32 open positions currently being
processed across various stages of the recruitment process. We have been leveraging a comprehensive mix
of advertising channels to ensure maximum exposure and are receiving a substantial number of applications.
Our team remains dedicated to identifying and selecting highly qualified candidates who align with our
organizational standards and embody our core RISE principles. This ongoing focus ensures that we continue
to attract the best talent for our vacancies, driving both organizational growth and excellence.
Training and Development
We have renewed our Microsoft Training License for 2025 and will continue offering all team members
the opportunity to enhance their computer skills. Team members can access a variety of modules across
programs such as Word, Excel, and PowerPoint, tailored to different skill levels. This year, we are extending
access to the training license to our part-time and on-call employees.
On Thursday, February 20, we will conduct our second-quarter New Hire Onboarding session.
Additionally, we will host a “90-day call-back/check-in” session for team members who participated in our
previous onboarding in October 2024. With retention as a key strategy and the competitive talent market in
mind, we remain committed to continuously improving the benefits and overall experience for our team
members throughout their employment with the City.
On Thursday, February 27, we will host our Third Senior Management Leadership Retreat, led by Dr. Brian
Rosenberg and our Chief Human Resources Officer. The primary objective is continued team building
within our leadership team and ensuring alignment with our RISE principles and strategic plan.
Risk Management, Wellness and Safety
Our new Risk Manager has been conducting safety inspections with the departments and each individual
on the safety committee and visiting numerous City properties. To date, the Risk Manager has visited all
City facilities except for the Patch and the lift stations, which he will tour soon. Also, he is reviewing all
risk and safety training materials and documents and will provide and enhancements.
Compensation and Benefits
On January 31, we held our annual Wellness Fair at IT Parker and approximately 110 team members
attended. All available appointments prior to the events start were filled for services biometric screenings,
angiograms, acupuncture and chair massages. Team members also had an opportunity to participate in line
dancing which is a fun way to exercise. The wellness fair is designed to help our team members identify
potential health risks and opportunities for early intervention. The turnout for this event was fantastic!
On February 5th, we launched the Invitation Step Challenge for team members. This challenge runs through
March 11th and is another opportunity to each extra money through our health plan.
Continuous Improvement Projects
We have completed a review with PayComm, a Human Resources Information Systems (HRIS) vendor and
are scheduled to review Ultimate Software in the coming weeks.
We are finalizing our agreement with JDXpert to efficiently manage our job description processes and
integrate with our applicant tracking system, NeoGov, and our job posting database, LaserFiche, our
personnel records database.

Parks and Recreation Department Updates
Project updates:
• CW Thomas Park – The CW Thomas Park continues to move along quickly. With regards
to the building, the contractor is in the process of completing the installation of the large
beams/roof rafters. Plumbing and electrical is going in throughout the entire building. The
concrete slabs are being poured this week and next week for the restrooms, warming
kitchen, and administration areas. Drainage and water lines are going in around the
building. Water, sewer taps, and electrical conduit will begin next month. Finally,
construction on the pool has begun.
• Mullikin Park – Construction of Mullikin Park is well underway. Installation of the
playground, sidewalks and picnic pavilion are nearing completion. Construction of the
fitness area underway while landscaping and site grading is ongoing. We are excited for
the completion of this project in April. Project completion will be April 2025.
• Olsen Middle School – Staff met with Walters Zackria and their team is doing the
preemptive items to begin the design, surveying, soil testing, etc. Walters Zackria is
updating the conceptual rendering of Building 3 at Olsen Middle to incorporate into the
project.
• Chester Byrd Park – Staff is working with procurement to put out the RFQ for the design
services of the project.
• PJ Meli Park – The agreement to bring Bermello Ajamil is being finalized. Once finalized
by both legal teams, staff will hold an kick off meeting.
Dania After Dark – Dinner at the Hall was held on Saturday, February 8th. The sold out event was
once again a huge success with new elements at the event such as permanent jewelry and

creating your own floral arrangement. Staff is now in full planning mode for the Wine and Seafood
event on March 8th.
With the cooler weather during the last month, ocean rescue lifeguards found bonfires left over
north of the pier having to extinguish two leftover fires from the night before. Tryouts were held
on January 29th for vacant part-time and on-call positions that we hope to fill soon.

Provided below is a summary of the main PSD project activities for roughly the past four weeks:
SW 34th Court Drainage Project - It is expected that work will begin in June 2025, with
completion to take roughly six months.
Ocean Park Restrooms – These new, fully updated restrooms on the north end of the park will
replace the restrooms adjacent to the sand. The former restroom facility will be converted to
much-needed and larger storage space for the beach maintenance operation. The permit
granting process involves an environmental component, and FDEP will be providing technical
information on the specification requirements. Bidding and start of construction expected in
the first quarter of 2026. Design is 30 percent complete and will proceed upon granting of the
permit.
Stormwater Master Plan (SWMP) – The consultant (Chen Moore and Associates) will be
providing a draft plan in late February 2025. Discussions, planning and prioritization of
generated projects will ensue in the coming months.
SW 52nd Street Drainage Project – The project is at substantial completion with the road
restoration expected to be completed by the third week in February.
City Hall Exterior Improvements – This project entails the total replacement of the
surface parking lot between City Hall and the parking garage with a green area bordered by
a walking path which will include new lighting. A modification to the scope for the light
fixture installation have been made and submitted. Construction commenced on February
10 and is expected to be substantially complete by mid-April.

Nyberg Swanson House Refurbishing Project – The project is complete, resulting in a beautiful
and historically restored house both on the interior and exterior. A ribbon cutting is scheduled
for February 25th.
SE Drainage Project – The project’s Phase I construction is proceeding slightly ahead of
schedule. Drilling for all 12 injection wells was completed during the third week of February,
with the installation of the deep underground structures to follow. The design for Phase II will
be completed was completed in mid-February, and will followed by the bid process in March.
Construction on this final phase is expected to begin in June.
GRANTS
FEMA – 2023 Staffing for Adequate Fire and Emergency Response (SAFER) Grant – FEMA is
announcing awards incrementally. As of January 21, 2025, no decision has been made on the
City’s SAFER application, and PSD is following up periodically to seek updates. The last SAFER
award group was dated 9/23/24 at their website, and PSD is p eriodically inquiring as to status.
FDOT- Highway Beautification Grant – In September, PSD submitted two Highway Beautification Grant
applications to help fund the Corridor Landscaping Improvements on East Dania Beach Blvd. The City
was notified on January 9, 2025 that both grants totaling $212,000 have been awarded! The grant
acceptance letter approved by FDoT and the City is coordinating a kick meeting in March to move
forward with Phase 2A and 2B design schedules.

• Media Relations & Event Coverage: Attended and photographed the Dania After Dark
Dinner at the Hall event. Managed the marketing, advertising, and graphics for the event.
• Marketing Materials & Graphics: Created logo and branding guidelines for the Mayor
on the Move program. Designed marketing materials for the Nyberg-Swanson Grand
Reopening. Created promotional materials for several recreational activities, including

the new platform. There are close to 2,000 drafted pages that need review. Consulted on
the AMI Project – Smart meters, attending meetings and providing input on marketing
needs. Provided social media updates for the Ocean Park Paving Project.
• Publications & Pamphlets: Designed the legislative priorities pamphlet, drafting copy
and art for spring edition of Pioneer, and produced the monthly eNews.
• Consultation & Coordination: Collaborated with various City departments and external
partners to ensure marketing needs for ongoing and upcoming projects are met,
including the AMI Smart Meters rollout and the Nyberg-Swanson re-opening.

Below are the monthly crime reports for part 1 crimes from 1/20/2025 to 2/14/2025:
Notable Increases/Decreases
When compared to the previous report:
• Overall, part 1 crimes decreased by 31%.
• Auto thefts increased from 2 incidents per week, to around 3.
• Burglaries decreased by 27%.
• Robberies decreased by almost 80%
• Total thefts decreased by just over 36%
• Theft of motor vehicle parts decreased by 12%
• Retail thefts decreased by about 43%
Total Arrests
• 95 arrests made by Road Patrol
• 12 arrests made by the Crime Suppression Team
• 7 arrests made by Criminal Investigations
Notable Arrests/Initiatives
• A suspect attempted to steal the catalytic converter off the victim’s vehicle. The victim
confronted the suspect while neighbors called 911. Units arrived on scene and took the suspect
into custody.
• A suspect that has stolen repeatedly from Sprouts was arrested and taken into custody.
• A deputy successfully identified the suspect who burglarized the Vape & Smoke Shop. The
suspect was arrested and charged accordingly.
• A grocery store reported a theft of numerous lottery tickets. Later that day, the suspect cashed
the winning tickets at Publix. Special agents with Florida Lottery assisted BSO and the suspect
was arrested.
• The victim paid the suspect over $12,000 to install a fence. He took the money, then refused to
finish the project and ignored the victim. The suspect was charged accordingly.
• A 7-Eleven employee was charged after they embezzled $550 from the business.
• Suspects were charged after stealing numerous pairs of shoes from Shoe Carnival and Foot
Locker.

Proactive Enforcement
A search warrant was executed on a resident’s home, due to an abundance of evidence that the tenant
was dealing drugs to other residents in the neighborhood. The tenant was found to be in possession of
20g of fentanyl and arrested.
Detectives were also called out to assist with a fire investigation after first responders discovered
numerous marijuana plants. Detectives determined that the occupant was using the room as a grow
house. The occupant confessed to growing marijuana for personal purposes and 18 marijuana plants
were seized.
Additionally, numerous traffic stops were conducted. Two guns, 6g of crack cocaine, 30g of cannabis,
and 2g of MDMA were seized. Throughout the past seven weeks, a total of 12 arrests were made by CST
detectives.
Motors/Commercial Vehicle Enforcement
• Between Dania Beach motor units and road patrol deputies, 394 warnings and citations were
issued during the last four weeks.
• Units have focused enforcement efforts along Griffin Rd and 600 NW 10th St, to prevent Uber
and Lyft drivers from parking/standing for extended periods of time.
• School zones near SE 5th Ave and Dania Beach Blvd continue to be regularly monitored for
speeding violations.
• Speed trailers, LPR trailers, and message boards remain deployed throughout the city.
Homeless Outreach Team
• Deputies participated in Broward County’s annual Point in Time census. The Homeless Outreach
Team and trained surveyors engage with homeless people to gather critical data. This helps
agencies allocate appropriate resources.
• Due to the recent spells of cold weather, units passed out clothing and blankets to the
homeless. They also provided them with options and information about shelters.
• Deputies enhanced their skillset by attending Crisis Intervention Team and Homeless Outreach
Team trainings.
• Frequent checks are being conducted at 336 E Dania Beach Blvd in response to numerous
complaints of people sleeping in the parking lot overnight.
• Deputies worked diligently to locate housing for a homeless pet owner. Deputies overcame this
obstacle and located temporary housing for the man and his beloved cat for two months.
Deputies are continuing to search for a long-term housing solution.
• Ongoing patrols continue along SW 4 Ave, the FEC railroad tracks, city parks, and City Hall. No
new encampments have been discovered.
