Please also refer to the following documents in the "Resources" section on www.businesstrack.com for updated Card Brand & Debit Network Organization information that will be applied to your account as of April 2025. * "Interchange Qualification Matrix"(IQM) provides a description of the various interchange programs established by the payment card brands, as well as the primary qualification criteria and rates/fees for each interchange program. * "Interchange Rate/Fee Schedule" describes the anticipated interchange programs for your account for Visa, Mastercard and Discover card transactions. * "American Express OptBlue Program Pricing Guide" provides a description of the American Express OptBlue program fees, requirements, and qualification criteria for your American Express card transactions. * "Card Organization Pass Through Fee Schedule" provides information about fees charged by the Card Organizations that are passed on to your account. * "Debit Networks Fee Schedule" provides a description of the various interchange programs established by the Debit Networks, as well as the rates/fees for each interchange program. * "Summary of Spring 2025 Card Brand & Debit Network Organization Changes" provides a summary of the recently announced changes (also enclosed in this statement). Effective April 1, 2025, Mastercard will increase the Credential Continuity fee from $0.03 to $0.09. Please refer to the "Resources" section of www.businesstrack.com for additional Card Brand and Debit Network Organization information. Visa® OPERATIONAL and RATE CHANGES Changes to Authorization Decline Response Codes Visa / Interlink will introduce two new authorization response decline codes; Transaction not Supported/Blocked by Issuer (5C) and Blocked by Cardholder/Contact Cardholder (9G). Visa will convert exiting reason codes; Invalid Transaction (12) and No Such Issuer (15) to Do Not Honor (05). Changes to Merchant-Initiated Account Funding Transaction (AFT) Processing Visa is adding Credential on File and Recurring transactions options for AFT processing to the Merchant-Initiated Transaction (MIT) framework. Expansion of the Extended Authorization Service to U.S. Acquired Transactions Visa will expand the support for extended authorizations allowing merchants to request a 30-day extension of the clearing to authorization period for certain cardholder-initiated Card-Not-Present (CNP) transactions. A new Extended Authorization Service fee of 0.08% will be applied. New Indicator to Support Visa Digital Commerce Authentication Program (VDCAP) Visa will implement a new indicator to support VDCAP for U.S. domestic card-not-present transactions. This will allow the adoption of Visa's data-sharing and authentication solutions to improve authorization rates and reduce fraud. Updates to CPS Programs to Support Unattended Cardholder Activated Terminal (CAT) Transactions Visa will modify CPS qualification requirements to allow transactions from unattended CAT, regardless of MCC or transaction amount, to qualify. Changes to Support Visa Commercial Enhanced Data Program (CEDP) Processing Visa is introducing the CEDP to focus on validating high-quality invoice-level data. Visa will implement a fee of 0.05% for transactions processing through the CEDP. Updates to Interchange Fee Programs Applicable to Visa Corporate and Purchasing Credit Transactions Visa is rebranding these interchange fee programs which apply to Visa Corporate and Purchasing credit purchase transactions. International Account Verification Price Update in Latin America/Caribbean (LAC) (April 1, 2025) Visa will revise the International Account Verification Fees in the LAC from $0.025 to $0.06. MasterCard® OPERATIONAL and RATE CHANGES Introducing the Mastercard Flex Program (MFP) The new program is intended for non-travel B2B transactions to the new B2B commercial cards through a flexible interchange structure based on tiers. A new MFP fee of 0.10% will apply. Introducing Mastercard World Elite Business Debit and Expanding Credit Product Code Mastercard is introducing a World Elite Business Debit product code BPE for issuers in the Europe and LAC regions. World Elite Business Credit product code MAB is being expanded to issuers in the Europe region. Both will be accepted globally for existing Interregional programs. Introducing Mastercard Wholesale Travel Program Product Codes Mastercard is introducing 5 new commercial credit product codes (MBL, MBN, MBO, MBQ & MBR) for the Mastercard Wholesale Travel Program for issuance and acceptance globally. Expanding Commercial Product Codes Mastercard is expanding product codes MBP & MRK for issuers in the Middle East/Africa region with acceptance globally for existing Interregional programs. Introducing Decline Response Code Values Mastercard / Maestro are introducing two new decline response code values; Closed Accounts (46) and Account Not Yet Activated (72). Enhancing the Dual Message System (Clearing) to Standardize Processing of Non-approved Authorization Requests Transactions settled without an approved authorization will reject with Error Number 2265. The transactions can be reauthorized prior to settlement, if the transaction received a Response Code of Approved (00), Honor with ID (08) Partial Approval (10) and Not Declined (AVI) (85) on the last attempt, the transaction would not reject. Data Integrity Edit for Standardization of Transaction Data Elements Mastercard Data Integrity Edit 6, DE 43 - Acceptor Name and Location must contain the city of the physical merchant location. If the required values are not present, the transaction will not pass the data integrity edit. Revised Card-Not-Present (CNP) Authentication Pricing for Countries in the Latin America/Caribbean Region Mastercard is revising the Identify Check fee from 0.05% to 0.008% (no change to max); Digital Enablement fee from 0.025% to 0.008% (no change to max) and Non-authentication fee from $0.05 to 0.016% with a max of $3.00 for CNP transactions. Introduction of Force Post Transaction Fee for Acquirers in the LAC Region Mastercard is introducing a new Force Post transaction fee for clearing transactions submitted without an approved authorization. Cross border transactions will be assessed a fee of $0.135 and domestic transactions a fee of $0.045. Discover® OPERATIONAL and RATE CHANGES Updated Debt Repayment Requirements Discover will require the POS Data Special Condition Indicator of "D" for the Debt Repayment Interchange program. New Multiform Authentication Layout Discover will allow multiple cryptograms within a single Authorization Request with Additional Authentication Result Codes for transactions including both ProtectBuy and Mobile In-App Cardholder Authentication Verification Values (CAVV). American Express® OptBlue OPERATIONAL and RATE CHANGES OptBlue Program Pricing Changes American Express is revising the OptBlue Pricing Program for the Insurance category. CED1935I Summary of Spring 2025 Card Brand & Debit Network Organization Change The following changes are effective April 11, 2025, unless otherwise indicated. Please refer to the "Resources" section of www.businesstrack.com for additional Card Brand and Debit Network Organization information. Debit Network Changes INTERLINK: Interlink is implementing changes to identify Gambling Merchant Category Codes (MCCs) and Business Application Identifiers (BAIs) to be included in domestic and cross-border Original Credit Transactions (OCTs). MAESTRO: Maestro is defining Transaction Purpose values for MoneySend Payment Transactions with 2 new values; Recycling Deposit Returns (17) and Value Added Payment (18) in the existing Additional reference Data field. PULSE: PULSE is modifying the BIN File to utilize only one CNP indicator. The CNP indicator (Field No. 30) in the BIN File will be used to identify and route all CNP traffic, including Account Funding Transfers (AFTs), Tokenized and Side-by-Side transactions. STAR & ACCEL: The eCommerce and one - time Bill Payment - Expiration Date requirement will be required on all applicable transactions. The Maximum Clearing Transaction Time Frame Requirement when transactions are conducted using an Authorization and Completion Message Set must be sent within the 7 days of an authorization (DE 57) for eCommerce transaction, Mail Order/ Telephone Order Transaction (where the merchandise will be shipped), Bill Payment and Purchase transaction. NYCE & CULIANCE: (April 1, 2025) NYCE will revise the adjustment fee from $6.00 to $8.00 CULIANCE will revise the Bill Payment & Credit Funding interchange fee from $0.12 to $0.10. SHAZAM: SHAZAM announced Elite Pass for Signature-Debit / Dual Message transaction support for eCommerce, PINLess Automated Fuel Dispenser (AFD) and Card Present Signature Retail. Dual Message eCommerce Retail support will allow for Multiple Completions to match to a single approved authorization. SHAZAM is revising the interchange rates for Elite Pass Schedule A, B and C. Effective April 1, 2025, SHAZAM will add a new interchange category Sure Pass Expedited Checkout (ECO). The PINless card present transactions may contain Sure Pass ECO interchange categories and a Switch fee. SHAZAM will enhance their routing to Sure Pass and Elite Pass Tokenized transactions. This includes Tokenized eCommerce Card-on-File (COF), In-App COF and Wallet transactions when the Visa Token Vault is used and Wallet transactions when the Mastercard Token Vault is used. Fleet / Fuel Voyager & WEX - Electric Vehicle (EV) Charging Fiserv will support EV Charging functionality for Voyager and WEX Network, utilizing industry standard Merchant Category Code (MCC) 5552. The item unit of measure (Kilowatt per hour) is supported in (DE) 63. Dispute Changes (refer to your Disputes Best Practices Guide for updates, available in Dispute Manager Visa / INTERLINK: Effective March 31, 2025, Visa/Interlink will consolidate the Visa Dispute Monitoring Program (VDMP) and Visa Fraud Monitoring Program (VFMP) into Visa Acquirer Monitoring Program (VAMP). VAMP will be utilizing all new criteria to determine acquirers / merchants that qualify for the program. Effective April 1, 2025, Visa/Interlink will update their dispute process to promote quicker, more efficient resolution of disputes by updating existing/adding new Visa Resolve Online fees in the U.S. and LAC regions. Mastercard / MAESTRO: Mastercard / Maestro is revising standards for Cardholder Dispute reasons, requiring issuing banks to provide a reasonably specific description of the goods / services purchased that the cardholder is disputing in addition to the existing reason code requirements. Mastercard is revising the standards for Goods and Services Not Received disputes supported through Reason Code 4853 / 53 (Cardholder Disputes). Mastercard is revising standards for the issuing bank initiation timeframes for Pre-Arbitration and Filed Arbitration stages. Mastercard will permit merchants to provide evidence the cardholder received a gaming credit related transaction they did not dispute previously. Mastercard / Maestro is revising the standards for Gaming Payment related transactions for fraud Reason Code 4837 / 37 (Fraudulent Transaction - No Cardholder Authorization). Mastercard / Maestro issuers will no longer be permitted to use Reason Code 53 (Cardholder Dispute) for face-to-face, electronically captured transactions, using the Transaction Did Not Complete reason codes. SHAZAM: Effective April 12, 2025, Fiserv will integrate Shazam Elite Pass reason codes and fees into our Disputes system.
